BOROUGH OF WEST HOMESTEAD  Caucus /Workshop Meeting February 6, 2024 Minutes  Call to Order:  Council President Ashley Cain called the meeting to order at 6:15 p.m.  Pledge of Allegiance: Roll Call:  The roll was called to establish a quorum. Present were Ms. Cain, Ms. Ferson, Mr. Fonos, Mr. Harhai, Mr. Karafa, Mr. McLaughlin, and Ms. Nikolas. A quorum was established. Planning Commission (attached letter)  Public Hearing on Tuesday, February 13th at 5:45 pm regarding 1073 Forest Avenue Steel Valley Enterprise Zone: Dan Kelly, President of SVEZ; possible new name  request for conditional use as Automotive Repair.  "Accelerator" Committee Reports Administration (Secretary)  Secretary to provide update on HR/Payroll (CTR) implementation. Administration role in Code Enforcement. Report attached.  Update: starting the first pay of March.  Capital Improvement (Mr. Fonos)  Meetings will be on the third Tuesday of each month at 5:00 pm.  Communications (Ms. Nikolas)  Meetings will be on the third Tuesday of each month at 6:00 pm.    Community Affairs (Mr. Karafa)  Meetings will be on the third Tuesday of each month at 3:30 pm. Spring Clean-up Day is on Saturday, May 4th. Memorial Day Service is on Monday, May 27th at 11:00 am.  Community Day is on Saturday, August 10th. Possible 5k Race. Looking for sponsors.  Personnel (Ms. Cain)  Update on Civil Service Rules & Regulations. Legislation. There will be an Executive Meeting immediately after Caucus.  Properties (Mr. Harhai)  320 Walnut Street: Do they have utilities: water, gas, electricity?  Public Safety (Mr. McLaughlin)  Knox Box, ordinance is in place, all businesses are to have a Knox Box. Security Light in the Borough Building front parking lot like the one at the VFD. West Hazel Way/Locust Way no parking, need an Ordinance.  Sewer Management (Ms. Ferson)  Discussion on reimbursement to Christina Deasy. Stanley to write a release for her  signature.  Edge A1 contract: renew or not renew?  Separation of sewers on West 7th, West gth, and Hays Street. Fix manholes and line sewers in Calhoun Village and Manor.  1410 Schauffler Drive: send letter regarding coverup of manhole in driveway.  ALCOSON trunk line transfer. Financial - Account Balances  Account balances through January 2024.  President's Report  Discussion on 2024 Budget. Budget will remain the same. Motion needed for next week. Calhoun Community Park Phase 1: waiting for the handrails to be installed. Calhoun Community Park Phase 2: promised $248K, only awarded $50K.
