OFASTA  TOWN OF ASTATULA MAYOR AND COUNCIL SUMMARY MINUTES  COUNCIL WORKSHOP TUESDAY MARCH 14, 2023  NTY, SINCE 1872  TOWN HALL  Having been duly advertised as required by law, Mayor Mitchell Mack called the workshop to  order at 5.34 pm. He led the Pledge of Allegiance.  Members Present: Mitchell Mack, Mayor Stephen Cross, Vice-Mayor Orita Issartel Zane Teeters Absent: Gayle Sikkema  Alsol Present: Graham Wells, Town Clerk Wally Hoagland, Police Chief Suzi Waters, Admin Assistant  Roll Call was performed, and it was determined that a quorum was present. The Mayor welcomed  Planner Tim Green and Suzi Waters. AGENDA REVIEW  There was no change to the agenda.  NEW BUSINESS COUNTY.  DISCUSSION ON THE PROPOSED JOINT PLANNING AREA (IPA) AGREEMENT WITH LAKE Mayor Mack gave: an overview ofl his understanding ofv why the agreement was being brought forward now. He asked what we: are protecting and from what or who. He deferred to Mr. Green who gave out maps of thej previous time the countytried to do a similar thing backi in 2007.This did not go forward. He added that the first part is to determine what the boundaries are under the agreement that the Any annexation may also include taking responsibility for the maintenance of roads at the town's cost. The county will not upgrade the roads before theya are taken over. This could be: a huge financial burden on the town's taxpayers. The Mayorsuggested that we. keep an eye on this as it develops and DISCUSSION ON THE RAMIFICATIONS OF IMPLEMENTING CHAPTER 7.6.4 AND 7.6.5 OFTHE LAND DEVELOPMENT CODE REQUIRING THE ADDITION OF FIBER OPTIC CONDUIT WHEN The Mayors said that there are different ways that the dig once policy can be implemented. Some cities do it as excavation (trenching) policy and some as design standards. It is very flexible. There was some discussion but no determination to change, add to or remove the current policy.  town can serve with services and areas that it would like to annex.  attend future meetings with the county.
