OFASTA OOUNTV,RL SINCE 1872 TOWN OF ASTATULA MAYOR AND TOWN COUNCIL MINUTES FINAL BUDGET HEARING THURSDAY SEPTEMBER 28, 2023 TOWN HALL Having been duly advertised as required by law, Mayor Mitchell Mack called the Final Budget Hearing to order at 7:04pm. The Mayor gave the invocation and and led the Pledge of Allegiance. Members Present: Mitchell Mack, Mayor Stephen Cross, Vice-Mayor Gayle Sikkema Orita Issartel Zane Teeters Also Present: Graham Wells, Town Clerk Walter Hoagland, Police Chief Roll Call was performed, and it was determined that a quorum was present. This public hearing is for the purpose of announcing the percentage by which the millage rate differs from the rolled-back rate; and for Council to adopt a final millage rate by Resolution. Council will also adopt the final budget for Fiscal Year 2023-24 by fund department. RESOLUTION 2023-23 - DETERMINING THE AMOUNT AND FIXING THE RATE OF AD VALOREM TAXATION FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2023, AND A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF ASTATULA, FLORIDA; ADOPTING A FINAL MILLAGE RATE OF 7.5000 FOR THE TOWN OF ASTATULA FOR AD VALOREM TAXES FOR FISCAL YEAR: 2023-2024; PROVIDING FOR AN EFFECTIVE DATE. Mayor Mack read the resolution title and announced the following information as required by ENDING SEPTEMBER 30,2024 Florida Statutes: The Taxing Authority is the Town of Astatula The Rolled-Back Rate is 6.4141 mills The Percentage over the Rolled-Back Rate is 16.93 percent The Millage Rate to Be Levied is 7.5000 mills At this point the Mayor opened the meeting for public comment on this issue only. Vice-Mayor Cross stated that he had issue with the budgeta tasi it did notreflect the unfilled position ofPublic Works Director aspert the' Town Charter. He added that thel budget should state that council refused to fund the position. He would not be able to approve the budget as this was the second year that this had been done and that the limited amount ofavailable funds had been used for an outrageous pay raise. He summarized by saying thathe couldnotsupportt thel budget and thati it wasaslapi in the face to the citizens. There being no further comment from the board, Mayor Mack closed the comment period and MOTION by Councilman Teeters to approve Resolution 2023-24; SECONDED by none he closed public comment. requested ai motion to approve Resolution 2023-24.
