Mayor Bill Biasi requested Consent Calendar Item B be moved to Discussion Items as Motion by Council Member Jesse Loren to approve agenda with the requested change, seconded by Mayor Pro Tem Albert Vallecillo. No reportable action from closed session. PUBLIC COMMENTS: Lucinda Mendez asked for an update re: the Neighborworks affordable housing project. City Manager Craig responded that the City recently met with Neighborworks, clarified that the initial self-help design is no longer viable due to current market conditions, and that Neighborworks is investigating an alternative design that fits the community. CONSENTCALENDAR A) Minutes of the Regular Meeting of the Winters City Council on June 18, 2024 C) Adoption of Ordinance No. 2024-06 Amending Chapter 17.04, Introductory Provisions and Definitions, and Chapter 17.98, Accessory Dwelling Units, oft the Winters Municipal Code relating to Accessory Dwelling Units (ADUS) and Junior Accessory Motion to approve Consent Calendar items A-B by Council Member Carol Scianna, Dwelling Units (JADUS) seconded by Council Member Richard Casavecchia. DISCUSSION ITEMS: None A) Discussion and Update to City Council - Popup food vendors. Council Member Loren commented that in meetings with local Winters business owners there have been complaints about popup food vendors, and noted that while the County ofYolo regulates food safety, the City of Winters regulates land use. PUBLIC COMMENTS: doing food fundraising. the municipal code. Crystal Apilado asked if the popup food vendor ordinance applies to Winters residents City Manager Craig responded that such events are considered "single day events" within B) Second reading of Ordinance No. 2024-02 amending Sections 17.04.140, 17.205.010, 17.205.020, and 17.205.030 of the Winters Municipal Code and adding Section 17.205.040 to the Winters Municipal Code regarding cannabis cultivation for personal use. Mayor Biasi clarified that moving this item to Discussion Items would more accurately reflect his intent to vote against. Mayor Biasi also noted his desire for local cannabis cultivation to have a required distance from school and sensitive sites, and that the source Motion by Council Member Loren to adopt Ordinance No. 2024-02, seconded by Council of the "skunk-like" smell is not terpene but volatile sulfuric compounds. MAYORAL COMMENT: Mayor Biasi thanked City Attorney Martin de los Angeles for his service, noted that this would be his last Winters City Council Regular Session, and that Joanna Gin would be replacing him as the City Attorney for the next regular session.
