SANANSELMO FLOOD COMMITTEE MEETING Thursday, November 6, 2014, 7:00 p.m. Minutes Committee Members Present: Tom Mcinerney, John Wright, Bob Lewis, Erik Stromberg, Dick Stutsman, Eric Cutter, Glenn Dearth. Committee Members Absent: None Staff Present: Sean Condry, Gerhard Epke, Debra Stutsman 1. Call meeting to order. The meeting was called to order by Chair Mcinerney. 2. Approve minutes of September 8, 2014, meeting. M/s, R. Stutsman/Wright, to approve the minutes. Ayes: All. 3. Update report from the Public' Works Director on current activities with respect to current projects: Bridges, Memorial Park, Building Bridge 2, Morningside neighborhood and grant for Low-Impact Development (LID) projects. Public Works Director Sean Condry gave the update: Bridges - There is no schedule yet but the funds are being reobligated. Memorial Park-Staff is working with a Circlepoint (PR) and CH2MHill (Engineering) for an RFQ for both environmental and engineering work on a detention site selection review. R.: Stutsman mentioned a detention basin being built in Rohnert Park in conjunction with a residential development. It was noted that the ground Building Bridge 2 -1 Two grant applications were submitted. One has been rejected Morningside- - No new: status report, but staff noted that the next step is probably to Low Impact Development projects - The LID grant is provisionally funded for the Greenfield parklet, Magnolia parking lot and Corporation Yard debris pad. The grant isfor $500K. Staff hopes to design the project over the winter. Public Comments: Ruth Kisskadon asked about the groundwater depth at Memorial Park and asked if the well water levels dictate how deep the basin can go. Condry said the ground has low transmissivity which meansi it is at tight aquifer. Kisskadon asked if the basin were tol hold 50 acre/feet instead of 80 would it trigger the loss of the grant. Condry said it is all about thel benefit/cost ratio rather than capacity. 4. Report on public relations activities underway. Circlepoint has been hired to assist with public relations and they are working on the upcoming Open House as well as on other Report on the FEMA Community Rating System (CRS) and the High Water Mark Campaign. Gerhard Epke reported that he is compiling the CRS application and is about halfway done. The CRS system is about taking measures to reduce the risk of flooding that go beyond minimum standards, and flood insurançe rates can be reduced. Corte Madera and Ross are Public' Works Director Condry reported that the High Watermark event will take plaçe on Saturday, December 13, at the downtown fire station, in conjunction with the Breakfast with Santa and the Ross' Valley Watershed annual open house. Speakers will include Report on leadership of the Flood Zone 9, Ross Valley Watershed flood mitigation projects. Scott Lyle, Program Manager for Flood Zone 9, reported on the organizational structure. Tracy Clay, Principal Engineer, is in charge of the program. Russ Eberwein handles the detention basins and Hugh Davis, the bridges. Felix Meneau handles the Computer Aided Drafting work and Carey Lando the grants. Lyle said there will bea a quarterly newsletter to update the public on ongoing projects. Lyle outlined the various activities that have taken place recently, including a presentation at a Larkspur Council meeting and the Flood Zone 9 Advisory Board. Upcoming is a Technical Working Group (TWG) meeting, annual Flood Awareness Day, and an annual report. Projects underway include the Winship Avenue bridge in Ross, Memorial Park and Phoenix Lake borings, presentations to neighbor groups on Lefty Gomez and Loma Alta, the lower Corte Madera Report on proposed changes to the San Anselmo Municipal Code for storm water. Staff reported that wel have been working to update our ordinance and were ready tol bring it to the Council. However, the Stormwater Phase II Permit required by the! State' Water Control Board now has more requirements, such as education, involvement of the public, enforcement of illicit dumping, and monitoring. We have no choice about this update, sO staff is working toi incorporate all the requirements so that we can enact it by next summer.
