I. City Council will convene for a Regular Meeting at the Elmendorf City Hall at 7:00 pm April 18, 2024. Citizens Participation Clarice Lloyd Ms. Lloyd returns to this council meeting for ai response tol her and her husband, Bill Lloyd's complaint at the March 21,2024 council meeting, regarding the city requiring their daughter pay for garbage services. The Lloyd's have a contract for a dumpster at their property and they want their daughter, who lives ina separate home on their property, to utilize that service. The city requires water customers within city limits to contract for residential trash service. City Administrator Cody Dailey states this item was not placed on the agenda for discussion. The Inquiries ifthere are codes in place that would require citizens to maintain their properties. Presentation of an Award of Appreciation to Alberto Macias and Santos Orosco for the donation of Police Chief] Marco Pena presents a certificate of appreciation to Alberto Macias and Santos Orosco. 5. Discuss and possible action regarding a request by Michael and Patricia Bronecky for an extension ofa variance granted by council in. July 2023 for 9 months related to the construction ofa a new home on their Mr. Bronecky states he is still waiting on CPS to get the power connected to the home. Once they can get power, they can move in and demolish the other homes. Discuss and possible action regarding Ordinance 04-18-2024-1, amending the Code of Ordinances Chapter 2 - Administration, by adding Article VII. Social Media Forum Policy; establishing a policy regarding use ofs social media forums; providing for the repeal of ordinances in conflict herewith; City Attorney Mike Guevara explains this ordinance is provided from the research he acquired from another city his firm represents. The City Secretary requested this policy to ensure the city'ssocial media sites maintain a positive and informational way to reach its citizens. The social media policy would prevent the constant barrage of posts of obscenity and/or misinformation. City Administrator Cody Dailey suggests passing posts considered for removal to Mr. Guevara before deleting any comments and confirming we are not censoring free speech. The ordinance provides a list of the type of posts that would be considered for removal. The city will notify the poster ifi it removes a post and provide the reason for its removal. The City Secretary would keep records ofthis activity.
