The quorum consisted of David Richardson (place 1), Dan Long (place 4), Debbie Hernandez (place 5), and Mayor' Wilkerson. He also stated Peace Officer Aspen Walker has submitted his resignation effective February 1, 2024, and the Kempner Police Department will sponsor two Mayor's report- Presented by Mayor Wilkerson- Mayor Wilkerson stated we are in the process of reviewing bids for repairs to CR 3300. He also stated that he was contacted by two citizens regarding the pothole in front of the new Family Dollar/Dollar Tree Combo. Hayleigh Talasek the Investment Officer stated that the Quarterly report was as follows: Thet first column is all bank account balances as of December 31, 2023. The Second column is all bank account balances as of December 31, 2022. And thet third column is the difference between the two years. Mayor Wilkerson added the council ordered that the city havea a 180-day reserve fund in the 2022/2023 budget. The city has exceeded that amount, andt the: 180-day reserve fund has been allocated. Mayor Wilkerson also added he and the city manager would be working together to bring ther money that is more than the six-month savings to the council for allocation into whatever the council decides whether it be infrastructure, David Richardson (place 1) madei the following motion: to approve thei investment report.  capital outlay or otherwise. Mayor Wilkerson turned it over to Mrs. Ramos the City Manager to explain why we are revisiting these resolutions. City Manager Ramos stated during the grant process there are al lot of steps. They (Grant Managers) request ordinances, resolutions, policies, etc. Once yous submit requested documents, they return feedback. The new reviewer oni these grants wanted a wording change from "The City of Kempner" to "The City Council of the City of Kempner" since iti is the City Council thati is approving the resolutions. Mayor Wilkerson stated that Chief Rodriguez outdid himself last year, he gota a lot of money brought toi the city and the council is very appreciative ofi that and we acknowledge thea amount of workt that went into it. With that being said, wer really need tot take steps to make sure the councils clear on whent there is required matchingf funds as wella as making sure we are allocating thoset funds in thes subsequent years budget withi the amount oft time itt takes for them to get approved.
