Assistance for the 2024 Downtown Revitalization Program & Associated Administration Consideration iffunded.. Jarian) Fred from PRPC explained thel Interlocal. Agreement it's accompanying resolution fora a collaboration between PRPC and City of Dimmitt for Application Development for the 2024 Texas CDBG downtown Revitalization Program. Community Development Block Grant supports community development activity tob build stronger, more resilient communities and it'sa program that is through U.S. Housing Urban Development, but fora a city such as Dimmitt, it gets administered through Texas Department Agriculture. This program is veryl helpful for downtown revitalization. This grant is not a beautification grant, but is focused on ADA: accessibility and attracting people to our city. The grant isat total of $500,000.00." The City willl have toj provide ai match oft ten percent to get full points int the application. Butt the minimum contribution would be $17,500.00 to be eligible. This will take one more city council meeting and aj public hearing. Council member Gloria Hernandez made ai motion to approval the interlocal agreement and resolution toa apply for the 2024 Texas CDBG Downtown Revitalization Grant. Council: member Dewayne Espinosa seconded. The motion was voted on and passed Sheffy feelst the financials are ont track. Item No.5. Consideration of Interlocal. Agreement with Panhandle Regional Planning Commission unanimously. Limits. Item No.6. Discuss and consider action on city water request for commercial use outside the city Elizabeth and Enrique Martinez Enrique Martinez spoke on water usage that would be used. Mr. Martinez explained he would looki into recycling water forl his business. Mayor Scott Sheffy explained thisi item needed more information and discussion. It wast tabled until next meeting. Item No.7. Discuss and consider action ont thej proposal for the City of Dimmitt tol become a Certified Gigabyte Community with AW Broadband. Presentation' by Michaell Hughes from AW Broadband. Mr. Hughes did not attend. 977 Item No.8. Discuss and consider action ont the Tuition Assistance Agreement between the City ofI Dimmitt and] Eric Enriquez. Police ChiefTony Martinez spoke with the council aboutt the tuition assistance agreement. Chief Martinez said that Eric Enriquez has been doing a great job with his current position of Animal Control. Chief Martinez said that Erici is currently waiting tor receive formal acceptance into the Panhandle Regional Law Enforcement Academy. Chief Martinez told the Council that! he believed Eric would be a great candidate for this program. Councill Member Steve Buckley made thei motion to approve the Tuition Assistance. Agreement between the City ofI Dimmitt and Eric Enriquez. Council Member Sergio Navarro seconded. The motion was voted on andj passed unanimously. Item No. 9. Presentation by the Dimmitt Police Chief. 2023 Racial Profiling Report Seizures and arrest Animal controll Report Chief Martinez reported on Racial Profiling Report. This report requires collection ofi information relating tor motor vehicle stops in whicha a warning or citation isi issued andi ifa an arrest was made as a result ofthose stops. Includes information relating to; race, ethnicity, gender, oft the individual detained, whether a search was conducted and ifso, whether the individual detained consented1 tot the search. Also, the location oft the stop, reason for the stop. Our officers answered 1239 calls and there isar report completed on each call. Animal control report-there were 292 dogs captured and 31 dog surrenders. There was 1 cat surrendered. There were 3 dogs returned tot the owner and 320 euthanized.. And 1 cat was euthanized. Item No. 10. Presentation by thel Municipal Judge. Item No.11. Presentation byt thel Dimmitt Fire Chief. 2023 Annual Report 2023 Annual Report Judge Taylor spoke ont the duties oft the court clerk and himself. Dimmit Fire Chief Corey Lane report last year they hada a total of93 calls. Out oft the 93 calls, 24 were wrecks,4 were vehicle fires,22 grass fires,13 structure fires,15 commodity fires, (hay or cotton burrs, ag), and 15 miscellaneous fires for instance gas leaks, powerl lines down, and lift assists. They have 171 fullt time volunteers and 5 new volunteers working ont training during probation period. Public Works Director Tony Rios reported Atmos Gas Company will bel here until September 2024 working onl line replacements. This past year wel have had 41 new hires. Mr. Rios reported wel have around two years left on the old cell (hole tol bury trash att the landfill). Wel have about 10% of the new cell dug. City has torn down two old houses int town. The city also had some breaksi in our sewer mains and had to have them repaired because oft the depth between 121 to 141 feet deep. Well #10 wel had to purchase at translator: fort the old system tot talk tot the new system. The city has done alley repairs with rock wel had purchased 51 to 6years ago. Thed city ofl Dimmitt has purchased more dumpsters at $670.00 each. Tor repair old dumpster is costing $400.00 each dumpster. Mr. Rios also reported that they have trimmed trees att the park City Manager Daniel Jackson reported the 41 incumbents were the only 41 to turn int their applications for a place on the ballot. The city was approved: for the funding oft the splash park. Mr.. Jackson: met with Dan from Texas Parks and' Wildlife last week. We didas site visit tos show! him where we wanted the splash park. Dan did say we would not receive funding this year since we dida al larger grant, it willl be federal funding, not state funding. Time framet to begin paperwork willl be around September 2024.Mr. Jackson reported wer mailed out cards tot ther residents on the front yard parking ordinance. The city is giving the public until the end ofl March to comply witht the ordinance. Mr.. Jackson has been speaking with the TXDOT aviation ont the airport. Our runway isi inb bad shape, thet taxiways arei inal littlel betters shape, and the apron where you dot tiedowns isa also in bad shape. At rough estimate ist tent tot twelve million dollars tor repair the entire airport. Mr. Jackson asked for an estimate to do only the runway. Item No.12. Presentation by the Public Works Director. 2023 Annual Report and repaired water and sewer leaks through the year. Item No.13. City Manager's Report. 978 The cost is 5.5 million dollars just for the runway. We are an unclassified airport, whichr means we are only eligible for state funding. With grant funding, we would be responsible for 10%. Design would be $250,000 andi int the fiscal year of 2025 and construction would be 5.51 million ini fiscaly year 2026. Our share would be $25,000.00 inf fiscal year 2025 and $550,000.001 for fiscal year 2026.1 Mr. Jackson spoke aboutt the fire department. He said we are looking att two things for the Fire Department; an aging building anda aging vehicles. The volunteer: fire department needs a new engine, the one tob be replaced is 30 years old.. As for the fire station building, wel lookedi into building a new building andi ity will bet too costly. Mr.. Jackson said we are looking into remodeling the current fire station building, starting ont the first floor. We can budget this annually, move ins sections, and potentially spend the remaining $370,000.00 in Covid funding on anew engine. We can working towards a goal with both.) Fire Chief Corey Lane expressed his agreement with this plan. Mr.. Jackson also spoke aboutt the city wells and waters situation. We willl be working to get as many wells working as efficiently as possible. Item No.14. Adjourn.
