Mayor Sheffy called the special meeting ofl March: 20, 2024, to order at 6:31p.m. Mayor Sheffy notedt that there was a person present forj public comment and called on. Jennifer Cline. Jennifer spoke on ani issue with Animal Control. Jennifer felt that Animal Control was too aggressive. No Item! No. 3.D Discuss and consider action on a resolution oft the City Council of the City of Dimmitt, Texas, determining that ana area oft the City contains conditions which are detrimental to the public health, safety, City Manager Daniel Jackson announced. Jarian Fred with thel Panhandle Regional Planning Commission (P.R.P.C.) was unablet to attend. Mr. Jackson was ablet to give the report for Mr. Fred tot the Mayor Sheffy and Council Members. Mayor Sheffy, Council Members, and Mr.. Jackson reviewed the resolution, as well as a mapi that showedt the area inl Dimmitt that is considered the Downtown District, as well as the areas within that district that could be considered a slum orb blighted area. Mr. Jackson reported that these designations are, needed to move forward with the Downtown Revitalization Grant application. Council member Steve Buckley made ar motion to approve the resolution. Council member Dwayne Espinosa Item No. 4.1 Discuss and consider action on a resolution of the City Council of the City of] Dimmitt, Texas, authorizing the submission ofa Texas Community Development Block Grant Application to the Texas Department of Agriculture for the 2024 Downtown Revitalization Program Cycle; And authorizing the City Manager toa act ast the City's executive officer and authorizedi representative ina all matters pertaining City Manager Daniel. Jackson explained this resolution: is for the council to give permission for the Cityt to apply for this grant. There willl be phase one andj phase two int the grant application process. Phase one is where we present ourselves as a community and show the need for this grant, as well as present a list of potential projects. Phase one with) P.R.P.C. is free of charge and includes getting everything ready to submit the grant application. Mr.. Jackson explained that when T.D.A. selects the recipients, they are selected on a point scale. For example, if we as a city matcht the maximum amount of $50,000.00, we wouldr receive the maximum number of points int that area. Mr. Jackson reported that he and P.R.P.C. had already conducted the required public. Mr.. Jackson also explained that ifv we are: funded, we must spend 51% oft thei funds ons sidewalks. However, wer must first be selected tor move on tol Phase 2. Council member Dwayne Espinosa made ai motion to approve the resolution. Council: member John Nino Item No. 5. Discuss and consider action on an1 interlocal contract with thel Panhandle Regional Planning Commission for project administration services for the City of] Dimmitt's 2024 Texas Park and Wildlife City Manager Daniel. Jackson explained this ist tol have P.R.P.C.'s services during the execution ofthe grant. PRPC willl look att the contract, maintain our record keeping and they willa assist with procurement during the project. P.R.P.C. is great on staying int toucha and workingt together with ust through this process. Their services will cost the city $30,000.00 and thisi is normal for these projects.
