CITY OF SANTA FE PARK AND RECREATION BOARD SPECIAL MEETING MARCH 11, 2024 5:30 P.M. COUNCIL CHAMBERS 12002 HWY. 6, SANTA FE, TEXAS MINUTES The meeting was called to order at 5:32 p.m. by Chairperson Rebeccal Martinez. II. Administration of the Oath of Office and Statement of Officer for newly appointed member of the Park and Recreation Board: Board Member Nina Cederburg; for at two-year term to expire inl February 2026 Communications Specialist Laurie Tollett administered the Statement of Officer and then the Oath of Office for newly appointed Board Member Nina Cederburg. Roll Call: Present: Chairperson Rebecca Martinez Board Member John Murello Board Member Peggy Fulmer Board Member Kara Campbell Board Member Nina Cederburg Board Member Chris Bozeman, excused Board Member Mike Winburn arrived at 5:42 p.m. Absent: The Invocation was given by Board Member Murello, then Chairperson Martinez led those present int the Pledge of Allegiance to the U. .S.F Flag and to the Texas Flag. V. Presentation and approval of Minutes: 2/19/2024 Regular Meeting by Board Member Fulmer. The motion passed unanimously. Motion by Board Member Murello to approve the Minutes of the Regular Meeting on February 19, 2024, seconded VI. Citizens' Comments: There were no comments from citizens. VII. Business: A. Old Business: 1. Discussion and direction: Involvement and duties of Park and Recreation Board members for the Annual Chairperson Martinez stated that she and Board Member Campbell purchased eggs and candy at' Walmart, then Chairperson Martinez separated them! by age group and took them to Santa Fel High School fort the Student Council and another unspecified group to fill the eggs. Chairperson Martinez then said that she picked up the filled eggs Chairperson further explained that thet fivel hundred (500) extra eggs have yet to be filled, but she willl be doing that, as well as filling five eggs from each age group with a golden ticket (which still need to be printed), which the Easter Egg Hunt to be held on March 23, 2024 and took them tot the storage room at Mae S. Each gift basket will have approximately five age-appropriate items that will need to be purchased at Dollar General. Community Services Director Georgia Carmack said that the Easter Bunny backdrop, as well as the Easter C Communications Specialist Laurie Tollett submitted a graphic to Clear Channel to be displayed on the digital billboard on Hwy. 6 and was informed today that Clear Channel asked to make changes to adhere to the - Thel bench that the Easter Bunny will sit on will need tol be picked up from Monica at Honey Bee Boutique - City of Santa Fe Building and Groundskeeper Robert Parker will procure stakes and tape that are used to Board members will need to arrive between 8:00 a.m. - 9:00 a.m. on Saturday, March 23, 2024, to start Ar megaphone and horn will be needed by Santa Fe Police Department or Santa Fel Fire and Rescue Police Chief Walter Braun will need to be contact to get his opinion on traffic mitigation during the event 2. Consideration and possible action: Purchasing Park and Recreation Board member shirts to be worn at Community Services Director Georgia Carmack explained thati now that all positions of the Board have been filled, she is able to determine whether Board members would prefer T-shirts or polo-type shirts. The consensus of the Board was to order green polo-type shirts with yellow logo lettering. Ms. Carmack stated that the shirts would be Bunny suit, are in her office C Chairperson Martinez's son will dress up as the Easter Bunny for the event dimension specifications The flyer will be distributed throughout the city tape off the different age groups' Easter egg hunt areas decorating andy preparing the grounds fori the Easter Egg Hunt Board events purchased at Scribbles USA. B. New Business: 1. Election of Chairperson and. Associate Chairperson for the 2023-2024 year Motion by Board Member Campbell to elect Chairperson Martinez to continue her tenure as Chairperson of the Santa Fe Park and Recreation Board through the 2023-2024 year, seconded by Board Member Winburn. The Motion by Board Member Winburn to elect Board Member Murello to serve as the Associate Chairperson of the Santa Fe Park and Recreation Board through the 2023-2024 year, seconded by Board Member Campbell. Discussion and direction: Acquisition of future park equipment for park facilities Chairperson Martinez informed Community Services Director Georgia Carmack that members of the Santa Fe Lion's Club attended last month's Park and Recreation Board meeting to announce that they! had found an adaptive swing that they would like to donate to the City of Santa Fet for use at Joe A. Tambrella Park to replace an existing broken swing. Ms. Carmack responded that she would check with the City Manager to get direction on how to e Ms. Carmack added that she would like the Board members to weigh in on what they think should be added tot the proceed with the donation. City's parks. t Minutes (cont.) 3/11/2024 Page 3of4 Ms. Carmack stated that she is opent to ideas for fundraising opportunities to be able to design the type of park that the residents of Santa Fe have asked for, adding that she would also like to apply for grants, but that they require matching funds, of which the Board does not have much. 3. Discussion and direction: Plans for the future park development at Behringer-Tully Field Community Services Director Georgia Carmack stated that Behringer-Tully Field, the park that the City of Santa Fe acquired last Summer, has been regularly maintained andt thats she has received several requests by! baseball teams Since there are new members who were not a part of the Board when Behringer-Tully Field was acquired, Ms. Carmack explained that during the Final Run at Behringer-Tully Field in September 2023, residents were asked to complete a survey with recommendations on how to develop the park, including a walking trail, dog park, and pickleball court. Ms. Carmack advised that she will redistribute thes survey results to the Board at the next meeting. Ms. Carmack concluded by stating that there are many variables involved in the development of Behringer-Tully Field that the cost could range from $20,000 to $100,000 or more, which is why it is important to come to a consensus as al Board and work toward as specific objective, adding that it willl have to happen in phases. 4. Discussion and direction: Fundraising opportunities for future park developments toi inquire about renting out the field. The Board discussed various fundraising opportunities for future park developments, including Touch-a-Truck, Art After Board discussion, it was agreed that an End of Schoolyear event would be tentatively scheduled for June 1, 5. Discussion and direction: goal assessment to update the Park and Recreation Board Master Plan Community Services Director Georgia Carmack advised that the most recent Park and Recreation Board Master Plan was revised in 2000 and needs updating so that the Board has specific goals laid out that it will be working Ms. Carmack explained that the Park and Recreation Board budget is designated for events and that any revenue generated by fundraising events is allocated for park maintenance and the purchase of park facilities. 6. Consideration and possible action: Confirm events to be held by the Park and Recreation Board during Chairperson Martinez gave an overview of the events, as well as the tentative events that were discussed: in the Park, and End oft the Schoolyear event. 2024. toward, which will also help with requesting grants. Spring 2024 Easter Egg Hunt on March 23, 2024 Thel End of School June. Jamboree on June 1, 2024 (tentatively scheduled and tentatively titled) Touch-a-Truck willl be discussed at a later date, possibly in conjunction with the Candy Trail Car Show possibly in the Fall paired with a cook-off Safety Fair (tentative) Pet adoption event with Galveston County Animal Resource Center VIII.
