Quorum being present, Ronald Gilbert (medical) and T. D. Jennings (work) were absent, the mayor continued with the meeting. The purpose of the meeting was to hear from the public, approve the consent agenda minutes, voucher list and accept the financial report, hear reports from the departments, present Fireman of the Year and Most Calls awards, present annual Christmas decorating award certificates, review and approve Angel Vela as Full-time Police Officer with the standard probationary period; accept the resignation of Cassadi Steagall from full-time dispatcher and approve change of status to labor pool dispatcher; authorize the City Administrator to surplus the 2020 Chevrolet Tahoe "as is and without warranty" setting a minimum bid of $5000.00, post on the city website and accept sealed bids for the for a period of not less than 10 days; review and approve Ordinance 448 ordering the City of Onalaska General Election on May 4, 2024; review and approve Resolution 2024-001 Inter-local Agreement between the City of Onalaska and Polk County to acquire the use of certain items of equipment and services of the County in compliance with the requirements of the Texas Election Code and regulations promulgated by the Texas Secretary of State, review and approve Resolution 2024- 002 Inter-local Agreement between the City of Onalaska and the Onalaska Independent School District for the purpose of conducting a joint election in compliance with the requirements of the Texas Election Code and regulations promulgated by the Texas Secretary of State, review and approve Resolution 2024-003 amending Resolution 2023-002 submission of the BC Body Worn Camera (BWC) Program Grant Application and announce any other upcoming events. 1 PLEDGE & PRAYER American and Texas Flags. Kathy Lott, opened the meeting with a prayer and Mayor James W. Arnett led the pledge to the PRESENTATION OF PLAQUES FOR FIREMAN OF THE YEAR AND MOST CALLS Fire Chief J. C. Stutts presented Fireman of the Year Award to Jacob Chapman and Most calls PRESENTATION OF CERTIFICATES FOR CHRISTMAS DECORATING CONTEST Macey George presented certificates for our Annual Christmas Decorating Contest to First Place Business - Extreme Fitness, 2nd Place George White & Sons Body Shop and 3rd Place Greater was awarded to John Cleveland. REPORTS = POLICE DEPARTMENT Police Department reported that the department traveled 675 miles during November 2023; 153 Subdivision Patrols, 52 Business Checks, 246 Calls for Service, 9 Arrests, 26 Citations, 66 Warnings, Other Agency Assist 10 times and Assisted OVFD/EMS 7 times, 24 Cases and 25 Police Department reported that the department traveled 1163.2 miles during December 2023; 134 Subdivision Patrols, 80 Business Checks, 351 Calls for Service, 18 Arrests, 29 Citations, 92 Warnings, Other Agency Assist 17 times and Assisted OVFD/EMS 17 times, 16 Cases and 3 Fire Department reported that the Fire Department responded to 57 calls for assistance during November 2023. 36 medical calls, 3 structure fires, 3 grass fires, 1 vehicle fire, 4 motor vehicle accidents, 0 lake rescue, 4 landing zone calls, 0 hazmat calls, 5 assist calls and 1 mutual-aide Fire Department reported that the Fire Department responded to 65 calls for assistance during December 2023. 43 medical calls, 3 structure fires, 2 grass fires, 1 vehicle fire, 3 motor vehicle accidents, 0 lake rescue, 4 landing zone calls, 0 hazmat calls, 8 assist calls and 1 mutual-aide There were 29 permits issued and 25 code enforcement cases pending in various stages for the Warrants served.
