Quorum being present, Ronald Gilbert was absent, the mayor continued with the meeting. The purpose of the meeting was to hear from the public, approve the consent agenda minutes, voucher list and accept the financial report, hear reports from the departments, review and approve Ordinance 450 authorizing budget adjustments to Ordinance 444, presentation of FY 2022-2023 Annual Audit by Darla Dear with Belt Harris Pechacek, LLLP of Houston, motion to accept FY 2022-2023 Annual Audit performed by Belt Harris Pechacek, LLLP of Houston as presented, executive Session as authorized by Texas Government Code 551.074 (Personnel Matters) to discuss the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, action in regards to the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee and announce any other upcoming events. 1 PLEDGE & PRAYER Billy Dagiel, opened the meeting with a prayer and Mayor James W. Arnett led the pledge to the American and Texas Flags. PUBLIC FORUM None CONSENT AGENDA It was moved by Shirley Gilmore and a second was made by T. D. Jennings to accept and approve items listed on the consent agenda as presented. VOTE: For - All; Against - None. Motion carried. REPORTS = POLICE DEPARTMENT Police Department reported that the department traveled 2818 miles during February 2024; 336 Subdivision Patrols, 106 Business Checks, 609 Calls for Service, 10 Arrests, 46 Citations, 151 Warnings, Other Agency Assist 17 times and Assisted OVFD/EMS 16 times, 27 Cases and 73 Warrants served. FIRE DEPARTMENT Fire Department reported that the Fire Department responded to 48 calls for assistance during February 2024. 33 medical calls, 1 structure fires, 4 grass fires, 0 vehicle fires, 4 motor vehicle accidents, 1 lake rescue, 2 landing zone calls, 0 hazmat calls, 2 assist calls and 1 mutual-aide call, totaling 174 volunteer man hours. CODE ENFORCEMENT/ENT/PERMITING FIRE INVESTIGATIONS LIBRARIAN'S REPORT There were 20 permits issued in February 2024. Total collected was $6,924.40. There were no fire investigations in February. Librarian reported for the month of February 2024: Current borrowers 1885. Books checked out: 461; Patrons: 1976; Computer Usage: 90; Copies/Faxes $196.00; Fines: $14.00; Membership Fee: $12.00; Postage: $3.00; Book Replacement: $0.00; Restricted Donations: $0.00; Auxiliary Donations $20.00 and Regular Donations: REVIEW AND APPROVE ORDINANCE 450 AUTHORIZING BUDGET Itv was moved by Shirley Gilmore and a second was made by Kevin Arnett to approve $74.25 and 27 Volunteer Hours were documented. ADJUSTMENTS TO ORDINANCE 444 Ordinance 450 authorizing budget adjustments to Ordinance 444. VOTE: For - All; Against - None. Motion carried. HARRIS PECHACEK LLLP OF HOUSTON PRESENTATION OF FY 2022-2023 ANNUAL AUDIT BY DARLA DEAR WITH BELT Darla Dear with Belt Harris Pechacek, LLLP of Houston presented the FY2022-2023 annual audit. 2 MOTION TO ACCEPT FY 2022-2023 ANNUAL AUDIT PERFORMED BY BELT It was moved by Shirley Gilmore and a second was made by Zachary Davies to accept FY 2022-2023 Annual Audit performed by Belt Harris Pechacek, LLLP of Houston as HARRIS PECHACEK, LLLP OF HOUSTON AS PRESENTED presented. VOTE: For - All; Against - None. Motion carried. EXECUTIVE SESSION AS AUTHORIZED BY TEXAS GOVERNMENT CODE 551.074 (PERSONNEL MATTERS) TO DISCUSS THE APPOINTMENT, EMPLOYMENT EVALUATION, REASSIGNMENT, DUTIES, DISCIPLINE OR DISMISSAL OF A Mayor Arnett announced that City Council will enter into executive session in accordance with Texas Government Code 551.074 at 5:11 p.m. and reconvened at 6:22 ACTION IN REGARDS TO THE APPOINTMENT EMPLOYMENT, EVALUATION. REASSIGNMENT. DUTIES, DISCIPLINE OR DISMISSAL OF A PUBLIC OFFICER Itwas moved by Shirley Gilmore and a second was made by T. D. Jennings and Kevin Arnett to reassign John Cleveland to serve as City Building Inspector and Code PUBLIC OFFICER OR EMPLOYEE p.m. OR EMPLOYEE Enforcer. VOTE: For = All; Against - None.
