Quorum being present, Ronald Gilbert was absent, the mayor continued with the meeting. The purpose of the meeting was to hear from the public, approve the consent agenda minutes, voucher list and accept the financial report, hear reports from the departments, sign proclamation to honor Ellis James "Willie" Williamson who will be celebrating his 101st birthday, hear presentation by Anthony Roberts, OISD Superintendent regarding the upcoming bond election, review and approve Jade Havard for Labor Pool Police Officer position, Review and approve Ordinance 451 amending Ordinance 441 Animal Control, review and approve resolution 2024-009 adopting Texas Rules of Judicial Administration and announce any other upcoming events. 1 PLEDGE & PRAYER Frank Aragon, opened the meeting with a prayer and Mayor James W. Arnett led the pledge to the American and Texas Flags. PUBLIC FORUM Bobbie Moore CONSENT AGENDA Itv was moved by Shirley Gilmore and a second was made by Zachary Davies to accept and approve items listed on the consent agenda as presented. VOTE: For - All; Against = None. Motion carried. REPORTS - POLICE DEPARTMENT Police Department reported that the department traveled 4090 miles during March 2024; 333 Subdivision Patrols, 135 Business Checks, 355 Calls for Service, 14 Arrests, 101 Citations, 169 Warnings, Other Agency Assist 11 times and Assisted OVFD/EMS 11 times, 22 Cases and 22 Warrants served. FIRE DEPARTMENT Fire Department reported that the Fire Department responded to 63 calls for assistance during March 2024. 42 medical calls, 1 structure fires, 6 grass fires, 3 vehicle fires, 3 motor vehicle accidents, 2 lake rescues, 2 landing zone calls, 0 hazmat calls, 4 assist calls and 0 mutual-aide calls, totaling 170 volunteer man hours. FIRE INVESTIGATIONS There were no fire investigations in March. ÇODE ENFORCEMENT/PERMITING There were 13 permits issued in March 2024. Total collected was $5171.20. LIBRARIAN'S REPORT Librarian reported for the month of March 2024: Current borrowers 1892. Books checked out: 527; Patrons: 1418; Computer Usage: 92; Copies/Faxes $236.75; Fines: $8.20; Membership Fee: $6.00; Postage: $0.00; Book Replacement: $0.00; Restricted Donations: $10.00; Auxiliary Donations $360.00 and Regular Donations: $62.40 and 24 Volunteer Hours were SIGN PROCLAMATION TO HONOR ELLIS JAMES "WILLIE" WILLIAMSON Proclamation was signed and will be presented Saturday, April 13, 2024. documented. D. Jennings to approve Ordinance 451 amending Ordinance 441 Animal Control with motion amended to add require video recording with time stamp to section 3-4 Barking Dogs. VOTE: For = All; Against - None. Motion carried. REVIEW AND APPROVE RESOLUTION 2024-009 ADOPTING TEXAS It was moved by Shirley Gilmore and a second was made by Zachary Davies to approve resolution 2024-009 adopting Texas Rules of Judicial Administration.
