Special Called Meeting Minutes November 28, 2023 6:30 p.m. 1. Call to order and announce quorum is present. Mayor Pro Tem Chris Raines called the meting to order at 6:31 p.m. and announced a quorum was present. Those in attendance were: Mayor Pro Tem Chris Raines, Councilmember Nathanial Butler, Councilmember Richard Sidebottom, Councilmember Melanie Payne, City Admin Staff Brittany Mayhue, City Admin Staff Michelle Peterson and City Secretary Jenni Moore. 2. Pledge of allegiance and invocation. Mayor Pro Tem Raines led the pledge; Pastor Benson Kennedy led the invocation. 3. Public Comments There were no public comments. 4. Consider and act on the following items: A. Council Meeting Minutes for October 19, 2023. B. Accounts Payables for October 2023 - Financial Statements for October 2023 Works for October 2023. D. Staff Reports- Municipal Court, Building Permits, Code Enforcement, and Public Councilmember Sidebottom motioned to approve agenda item number 4 as a whole. Councilmember Butler second the motion. All approved. Motion was passed. 5. Resolution relating to approving financing by The Newark Higher Education Finance Corporation for the benefit of Episcopal High School and related matters. Ted Christensen spoke regarding the current conduit loan. Councilmember Sidebottom motioned to make a resolution to approve financing by the Newark Higher Education Finance Corporation for the benefit of Episcopal High School and related matters. Councilmember Butler second the motion. All approved. Motion was passed. 6. Discuss, consider and act on request from Pastor Benson Kennedy for relief on the October Pastor Benson Kennedy of the Grace Baptist Church explained the bill was higher than ever and he believed maybe the meter was faulty. Council discussed options for testing the meter, however the reading for the current month has gone back to normal and it was not determined to be cost effective. Councilmember Payne made a motion to waive the charges for sewage for $264.90 for the October bill for Grace Baptist church, since it is a not for profit. Councilmember Butler second the motion. All approved. Motion was passed. 2023 utility bill for Grace Baptist Church. 1 7. Meeting Adjourn.
