Present were John Wayne Pruitt, Bryan Friend, Steve Baker, Laurie Montanez, and Mark Partin. 1. Announcements from the Mayor: Meeting date change, July 4th Celebration 2. Citizen/Public Comments: Zach Hernandez, body cameras for PD. 3. Consent. Agenda: Bryan Friend made a motion to approve 6.1,6.2, and 6.3, John Wayne Pruitt seconded, all in favor, motion carried. 4. Discussion and Consideration Items: 7.1 Approve the election of Mayor Pro Tempore for a term of one year. Laurie Montanez made a motion to appoint John Wayne Pruitt, seconded by Steve Baker, all in favor, motion carried. 7.2 Discuss, consider, and take possible action on a resolution approving the budget adopted by the MEDC Bi for fiscal year beginning October 1, 2023 and ending September 30, 2024. Steve Baker made ai motion to approve, John Wayne Pruitt seconded, all in favor, motion carried. 7.3 Discuss, consider, and take possible action on a resolution changing the regular monthly city council meeting of the City of Maypearl, Texas to the second Monday of each and every month beginning the second Monday of August 2024. Laurie Montanez made a motion to approve monthly city council meeting to second Monday at 630pm, seconded by Steve Baker, all in favor, motion carried. 7.4 Discuss, consider, and take possible action to amend the City of Maypearl's Ordinance Number 121112, specifically to increase utility bill late fee from 5% to a flat fee of $25.00 and to increase the reconnect fee from $35.00 to $75.00. Bryan Friend made ai motion to approve, Steve Baker seconded, all in favor, motion carried. 7.5 Discuss, consider, and take possible action engaging al bookkeeping firm to perform audit preparedness for the years 2017 through 2023 and authorizing the Mayor or his designee to execute such agreement. John Wayne Pruitt made ai motion to approve, Bryan Friend seconded, all in favor, motion carried. 7.9 Hold aj public hearing, hold two public readings, discuss, consider, and take possible action approving the MEDC B Board's recommendations at ai meeting held Thursday, June 20, 2024 at 5:30pm atl Maypearl City Hall to use sales tax proceeds to undertake and to fund the applications for economic development assistance from The City ofl Maypearl who requests $40,000.00 for Wilemon Park playground equipment, from The Maypearl Service Club who requests $5,062.97 for a new range and refrigerator, and from The Friends ofl Maypearl who requests $5,800.00 for the community fireworks show to be held July 6, 2024. Mayor Lynch opened the public hearing at 806pm, no comments, Mayor Lynch closed the public hearing at 806pm. Mayor Lynch read the public notice twice. Bryan Friend made a motion to approve, John Wayne Pruitt seconded, Steve Baker abstained, all others in favor, motion carried. 7.10 Discuss, consider, and take possible action to approve use of $29,031.50 from the Texas Parks and Wildlife account for Wilemon Park playground equipment. Laurie Montanez made ai motion to approve, John Wayne Pruitt seconded, all in favor, motion carried. 7.11 Discuss, consider, and take possible action to adopt a golf cart and off-highway vehicle ordinance permitting the use ofs such vehicles on certain streets within the corporate boundaries ofthe City ofl Maypearl, requiring a registration permit, requiring motor vehicle insurance, providing for a penalty ofa fine not to exceed $500.00 for each offense thereof, and providing an effective date.
