MINUTES OF A COUNCIL MEETING FEBRUARY21.2017 The Hollywood Park City Council met in a regular session on February 21, 2017 at 7:02 p.m. in Town Hall. Notice was posted in accordance with the Texas Open Meeting Laws. Mayor Chris Fails called the meeting to order with the following Council Members present: Steve Phillips, Debbie Trueman, David Neugebauer and Cullen Schwarz. Also present: Fire Chief- John Butrico, Police Chief- Shad Prichard, City Attorney- Michael Brenan and City Secretary-Janice Alamia. Absent: Councilman Chris Murphy and City Treasurer Kristina Marsico CLOSE THE REGULAR! MEETING Mayor Fails closed the regular meeting to go into Executive Session at 7:02pm sO the City Council could convene in a closed session to deliberate the evaluation, reassignment and duties of aj public officer or employee as authorized by Section 551.074 of the Texas Government Code. OPENTHE REGULAR MEETING Mayor Fails opened the regular meeting again at 7:12pm ANNOUNCEMENTS/MAYOR AND CITY] EMPLOYEES: 1. Fire Report: Chief Butrico gave his monthly report to the Council. Councilman Phillips was concerned about the recent tornados that hit the San Antonio area and many residents did not hear the alarm sent by the Fire Dept. Chief Butrico stated the wind was a large factor in not being able to hear the alarm. Mayor Fails stated ifa any councilmembers wanted to talk to him after the meeting he would get some numbers together to discuss at 3. Financial report: In the absence of the City Treasurer, the City Secretary presented the 4. City Secretary report: City Secretary, Janice Alamia introduced the Business oft the Month, Country Home Learning Center and spoke of the possible opening dates for the first budget session some alternatives or additions to the alarm. 2. Mayors report: None CONSENTA AGENDA: 1. Approve the Minutes ofa a Regular Council Meeting 1/17/2017. 2. Accept the Financial Statements as of 1/31/2017. Councilman Neugebauer made a motion to approve the Consent Agenda in its entirety. Councilman Schwarz seconded the motion. The motion passed unanimously. CITIZEN PARTICIPATION: Karen Waugh/130 Canyon Oaks: She wanted the Council to consider having a time capsule buried for the grand opening ofVoigt Park. 1n 25 OLDBUSINESS: None NEW] BUSINESS: 1. Discuss Take Possible Action to approve an Ordinance of the Town ofHollywood Park. Texas. Amending Chapter 72. Trees and Public Tree Care. by adopting a new Subsection 72-13(5) Authorizing the Removal of Any Species ofOak Trees from Private Property at any time in an area oft the Town Referred to as the "REDZONE" b. Discussion: Mark Duff, arborist, spoke to the Council showing the map where Oak Wilt is currently in HP. He has labeled this the Red Zone. He stated ifthe trees are already infested and dead in the Red Zone then you should be able to cut and or trim trees at any time of year in this zone. Mayor Fails also stated that there are also exceptions any time during the year sO ifyou) have a tree for instance that is about to fall on your roof you can get a special exception. Mr. Duff says this addition clarifies the Ordinance. Councilwoman Trueman stated it was good to clarify and have the Ordinance, sO residents don'tl have to wonder if they are an exception. Councilman Phillips made the motion to approve the Ordinance and Councilman Neugebauer seconded the motion. a. Citizen Comments: None 2. Discuss/ /Take Possible Action to approve al budget adjustment for Public Works to b. Discussion: Chief Butrico stated that during the budget sessions the Council had approved $26,000 toj purchase ai new: full size truck for Public Works. Chief stated he was unable to find a truck for the approved amount sO he was requesting an additional $2,000 to be able toj purchase a full size truck. Councilman Phillips asked why a full size was needed instead ofthe current small size they use. Chief stated they could not get all of the equipment needed in a small bed and they also need the larger truck for towing. City Secretary, Janice Alamia read Councilman Murphy's comments into the minutes per his request since he was not able to attend the meeting. "Tapologize for missing Tuesday night's meeting. Regarding the truck money, I was in the minority on this purchase in our budget meetings. If ar replacement for the Ranger is necessary now, an F-150 or GM-1500 series truck verses the F-250 or GM 2500 series truck, the price quotes are for, with al long bed and towing equipment should serve our needs fine and bring the total costs well under the 26,000 thresh hold. Otherwise I'd auction off the Ranger and use that money to make up the difference. For these reasons I would oppose spending the extra money." Councilman Neugebauer stated we would probably make up the difference anyway on the extra money by auctioning off the current truck we have. Councilwoman Trueman asked why we couldn'tg go with the 1500 instead ofthe 2500. Chief Butrico stated it would be unsafe. Councilman Neugebauer made the motion to increase the budget by 2,000 to make the full size truck purchase. Councilman Phillips seconded the motion. The motion passed purchase a full size pickup truck. a. Citizen Comments: None unanimously. 2m 26 3. Discuss Take Possible Action to approve a budget adjustment for) Public Works to purchase a replacement HVACsystem for the City Hall building. b. Discussion: Chief Butrico said the heating unit has failed andi it needs to be replaced. He placed several bids in the council packet and his recommendation was to go with Champion at $11,489.00. Mayor Fails stated that ifo our unit isa a certain rating then we are illegible for a rebate through CPS. Councilman Neugebauer approved the motion and Councilwoman Trueman seconded. The a.
