MINUTES OF A SPECIAL COUNCIL MEETING  JULY3,2017  The Hollywood Park City Council met in a Special Meeting on July 3, 2017 at 6:00p.m. in Town Mayor Chris Fails called the meeting to order with the following Council Members present: Mike Howe, Debbie Trueman, Chris Murphy, Oscar Villarreal and Scott Bailey. Also present: Police Chief- Shad Prichard, Public Works Director-Kelly Cowan, City Attorney- Michael Brenan and City Secretary-Janice Alamia. Absent: Fire Chief- John Butrico and City Treasurer-  Hall. Notice was posted in accordance with the Texas Open Meeting Laws.  Kristina Marsico.  NEW BUSINESS:  1. Discuss Take Possible Action to approve Ordinance #993 amending Chapter 70. Traffic and Motor Vehicles. ofthe Code eofOrdinances by adding a new subsection to Section 70-66 Prohibiting Parking on ELJ Portal Drive at certain times. b. Discussion: Mayor Fails stated this Ordinance, if passed, would give Police the authority to shut down parking and ticket vehicles when it is determined they need to close down one part of the road. Councilman Villarreal asked Chief Prichard how this would be handled. Chief Prichard stated they would put this into effect when they expected large crowds like swim meets and holiday events. There will be barricades with signage showing people where they would not be able to park. Councilman Bailey asked why we needed a special meeting to do this and why we could not wait until the next Council meeting. Councilwoman Trueman stated she thought the Police Department would be blocking off the street for the 4th of. July, but Mayor Fails told her that was not the case since they voted at the last meeting to table it until the July 18th regular Council meeting. That is why she asked fora Special meeting because she did not think this was clear to everyone on the Council. Councilman Murphy made the motion to approve an Ordinance amending Chapter 70, Traffic and Motor Vehicles, of the Code of Ordinances by adding a new subsection to Section 70-66 Prohibiting Parking on El Portal Drive at certain times. Councilwoman Trueman seconded the motion. The motion passed unanimously.  a. Citizen Comments:  ADJOURNMENT: There being no other business, Mayor Fails adjourned the meeting at  6:14pm.
