MINUTES OF A COUNCIL MEETING NOVEMBER 21,2017 The Hollywood Park City Council met in a regular session on November 21, 2017 at 7:00p.m. in Town Hall. Notice was posted in accordance with the Texas Open Meeting Laws. Mayor Chris Fails called the meeting to order with the following Council Members present: Debbie Trueman, Oscar Villarreal, and Chris Murphy. Also present: Fire Chief-John Butrico, Police Lieutenant-Sam Williams, Public Works Director-Kelly Cowan, City Treasurer-Anita Moreno Navarro, City Attorney-Mike Brenan and City Secretary-Janice Alamia. Absent: Councilmen Mike Howe and Scott Bailey, Police Chief-Shad Prichard. PRESENTATIONS: Randy Tomasini the Deer Project Manager spoke to the Council and stated the Deer Committee was not able to come to a decision during their November meeting on1 the removal of20 deer. There were 5 votes against removal and 5 votes for removal. Mr. Tomasini stated Hollywood Park is currently at an acceptable level concerning the deer population. He stated if we do not remove any deer this year than we will be back to an unacceptable deer population next year. The recent deer count showed we have 25 bucks, 79 does and 31 fawns for ai total of135 deer. Wel have been trying to stay under 150, sO the current population is fine. He went on to state that Texas Parks and Wildlife said 95% of our does will breed and produce 1.5 fawns per doe. ANNOUNCEMENTS/MAYOR AND CITY EMPLOYEES: 1. Fire Report: Chief Butrico presented his report to council and spoke about the Santa Visits they will be doing. They will be doubling the homes this year since the Police Department 2. Police Report: Lieutenant Williams presented his report to council and spoke about the STEP program in which a dedicated officer will be working just traffic. 3. Public Works Report: Public Works Director, Kelly Cowan spoke to Council about Code Compliance and stated the Voigt Center is going great. For the Blue Santa program, Tiger Sanitation will bel helping and spoke to the Police Chiefabout it. He found aj paint sprayer 4. Financial Report: City Treasurer, Anita Navarro Moreno reported the financial status to the 5. City Secretary Report: Janice Alamia reported the November Business of the Month is Hest Fitness Products. She also informed the Council of Administrations partnership with the San Antonio Food Bank for the Holiday season. The Red Bucket is in the lobby of City Hall. There are flyers now: in the outside glass cubicle for residents that don't have computers. will be helping them this year. and striping machine they will be using now. Council. 6. City Attorney Report: Nothing to report. 7. Mayors report: Nothing to report. CONSENT. AGENDA: 1. Approve the Minutes oft the Regular Council Meeting 10/17/2017. 2. Accept the Financial Statements as of 10/31/2017. 1m Councilwoman Trueman made ai motion to approve the Consent Agenda in its entirety. Councilman Murphy seconded the motion. The motion passed unanimously. CITIZEN PARTICIPATION: Raul Medina/112 Merry Trail: Mr. Medina was there to speak on behalf of! his parents Delfina and Raymond Medina and showed pictures to council concerning 241 Mecca Drive. This is his parents' home. He stated the carport int the picture is beyond the property line and there should be an easement of 10 feet. He went on to state, ifyoul look at the fence line that is the property line. Mr. Medina stated the Code Compliance guys don'ty want to respond to this issue and ifhe needed to he would retain a lawyer. Dean Perry/ 122 Navato: He was. here about I year ago and there are 2 things effecting his property which is a sewer and another is Hill Country Village has blocked his drainage and water has been coming into his property. He stated hel has sent open record requests, spoken to the engineer and asked who owned the fence when it has fallen in. The Public Works Director came on his home and the City Engineer made ai report but nobody has responded back tol him. He is stating it is al Hollywood Park easement and it Linda Medina Vasquez/316 Fleetwood: 241 Mecca drive is where her parents live. She went to the Board of Adjustment because she wanted a variance because oft the 101 foot setback restriction and was not allowed her variance. Now there is a carport extended into her parents property and she does not think that is right. Her father is not here John Haggerty/316. Fleetwood: Mr. Haggerty lives with Linda Medina and he stated they got put through the ringer when they tried to get their car port built. Mr. Haggerty stated hel had 3 people from Code Compliance come to them while they were trying to remove ball moss. He asked what is the point ofhaving a code ifit is selective to certain people LuAnn Montgomery/304 El Portal: Ms. Montgomery wanted to commend Randy Tomasini as. Deer Manager. She said for the first time in years we are working sO well together and Randy Tomasini is a big part of that. She went on to say in 2011 we had a total number for our fall survey at 111 and we did not remove deer. In 2012 we had a total of103. But in 2013 we had a fall of199 with only 2 deer removed. Nancy Swan/316 Meadowbrook: She said she appreciated Randy and he is the best deer manager we have ever had. She does not think we need to send any deer out this year. We don'thave any ranches to take them to sO we would have toj process them. The capacity should be anywhere from 100 to 150. Another fact to consider would be how much it costs to process deer. This is a waste of money and animals. It further compounds the waste. Let's not rock the boat on this. We have reached a happy medium Delfina Medina/241 Mecca: She said shel has lived here in Hollywood Park for 50 years. The neighbor next door is having something built for their kids. They get to do whatever they want. Things are getting worse instead ofbetter. Maybe we should do something Raul Medina/112 Merry Trail: He said on 237 Mecca there are no permits displayed, they faded out. They are: not displaying what needs to be displayed. He stated his sister is not working. tonight because hel has cancer and enough is enough. only. and there is no controversy. Wel have attained our goal. about my neighbor ini the corner. She does not think this is right. has to display her stuff but no one else does. 2m Lina Medina Vasquez/316 Fleetwood: Ms. Medina asked howi isi it determined what is accepted and what is not for Code Compliance. Discussion: Dave Watts wants to propose his company be allowed to be the official teaching pros ofHollywood Park. They want to offer classes. Mr. Watts said he could police the tennis courts. Kelly Cowan, the Public Works Director said wel have signup sheets and it already works well. He went on to state they have had no complaints for excessive time. Councilman Murphy said hel hasn't seen any excessive demand on courts. He did not think we have reached that situation yet. No motion was made and no hire on Hollywood Park tennis courts. a. Discussion: Kelly Cowan stated 18 wheelers come into The Gardens and unload furniture right outside The Gardens and this has changed Ms. Goetz' quality ofl life on Donella. Kelly wants deliveries made through Pantheon Way and toj put up signs. Councilman Villarreal stated this would then effect The Gardens again. The motion was made by Councilwoman Trueman and no second was made. The motion failed and no parking of all kinds in the area in front ofThe Gardens. a. Discussion: Kelly Cowan requested money for Andrew Owens for Code Compliance classes. The motion made by Councilman Murphy and seconded by Councilman seconded. Discuss/Take Possible Action to approve payment for moving the gate at the Voigt Park parking lot to the back of the lot. a. Citizen Comments: None b. Discussion: Councilwoman Trueman asked ift this expense could be expended from the Voigt or Venue Fund and City Secretary, Janice Alamia stated it could. Council Murphy made the motion and Councilwoman Trueman seconded. The motion passed unanimously. 6. - Discuss/Take Possible Action to approve a Budget Adjustment to transfer $4,700 from line item #100.519.890 [capital expense reserve] tol line item #100.519.800 [general government b. Discussion: Mr. Cowan stated last year the heater broke down and estimates were received. When he contacted the company to do the work they stated they were no longer able to do the work. Mr. Cowen got several more new estimates that were presented to Council. The council decided which estimate they liked. The motion was made by Councilman Villarreal to make the transfer in the amount of $2,500 and seconded by Councilwoman Trueman. Discuss/Take Possible Action to approve adjustments to the Voigt Park Rental Agreement. b. Discussion: Councilwoman Trueman made adjustments to the attached rental agreement and submitted it to Council. Councilwoman Trueman made the motion to accept the new rental agreement as amended and Councilman Murphy seconded. The motion passed a. Citizen Comments: None unanimously. 8. Discuss/Take Possible Action to approve payment for a storage building for Public Works. b. Discussion: Kelly Cowan did not receive all the figures he was. hoping to bring before Council and Ms. Alamia stated the EDC was discussing storage for Hollywood Park also at one ofi its meetings. The decision was made to table this item until the February a. Citizen Comments: None Council meeting after discussion with the EDC. CLOSE REGULAR MEETING EXECTIVE SESSION ofthe Texas Government Code. Council will reconvene in Open Session Mayor Fails closed the regular meeting to go into Executive Session at 8:23pm The City Council will convene in a closed session to deliberate the employment, evaluation, duties and discipline, or dismissal of administration personnel as authorized by Section 551.074 The City Council may take action in open session on any item discussed in executive session. - 4 OPENTHE REGULAR MEETING Mayor Fails opened the regular meeting at 9:10pm ADJOURNMENT: There being no other business, Mayor Fails adjourned the meeting at 9:13pm.
