MINUTES OF AJ REGULAR COUNCIL! MEETING FEBRUARY20,2018 Thel Hollywood Park City Council met in ai regular session on February 20, 2018 at' 7:00p.m. in Town Hall. Notice was posted in accordance with the Texas Open Meeting Laws. Mayor Chris Fails called the: meeting to order with the following Council Members present: Debbie Trueman, Scott Bailey, Oscar Villarreal and Chris Murphy. Also present: Fire Chief- John Butrico, Police Chief-Shad Prichard, Public Works Director-Kelly Cowan, City Treasurer- Anita Moreno Navarro, City Attorney-Mike Brenan and City Secretary-Janice Alamia. Absent: Councilman Mike Howe. PRESENTATIONS: Building Inspector, Bruce Bealor: Corrugated Stainless Steel Tubing Bruce Bealor spoke to the Council on Corrugated Stainless Steel Tubing because one of the residents in the Gardens wanted to receive information on this subject. CSST is used in general construction for gas lines. CSST has been used for years and of course has also evolved through the years. It's used in remodeling and general labor construction. It does require proper installation and ifj properly installed there should really be no problem. It's still considered a safe material to use. The problem, ift there is one, usually comes into play on1 the grounding and bonding. Ifanyone has any questions regarding CSST, feel free to call city hall sO we can contact Mr. Bealor for you with any concerns. ANNOUNCEMENTSA MAYOR AND CITY EMPLOYEES: 1. Fire Report: ChiefButrico presented his report for the month. Total calls for the month of 2. Police Report: ChiefPrichard presented his annual report to the Council and gave the 3. Public Works Report: Public Works Director, Kelly Cowan spoke to the Council about repairs made in Hollywood Park. Councilwoman Trueman read a letter given tol her by a 4. Financial Report: City Treasurer, Anita Navarro Moreno reported the financial status to the Council stating wel had completed 33.33% oft the budget. Revenues are at 57.41% and 5. City Secretary Report: Janice Alamia reported the February Business oft the Month- 480 Hair Salon in the Galleria Oaks Shopping Center. She announced Ms. Trueman wasi running unopposed for Place Two and Mr. Murphy was running unopposed for the position ofl Mayor. Ms. Delaine Hall and Mr. Tom Sims are running for the position ofPlace Four and were in the audience. Ms. Alamia announced the Court Campaign for 2018, "Just Slow Down". 7. Mayors report: Justin Dolle's daughter was recognized at the regional spelling bee. Mr. January were 84. Officer oft the Year Award to Clint Bass. resident praising Mr. Cowan for all his hard work. expenditures are at 29.20% of the budget. 6. City Attorney Report: Nothing to report. Dolle is an EDC: Board Member. CONSENT AGENDA: 1. Approve the Minutes ofa regular Council Meeting on 1/30/2018. 2. Accept the Financial Statements as of 1/31/2018. Councilman Murphy made ai motion to approve the Consent Agenda ini its entirety with corrections in the minutes. Councilman Bailey seconded the motion. The motion passed unanimously. CITIZEN ARTICIPATION: None OLD BUSINESS: None NEW BUSINESS: 1. Discuss/Take Possible Action to approve a. Budget Adjustment of $5000.00 from line item #100-519-890 [capital expense reserve] tol line item #100-522-338 [fire dept vehicle repatr/maintenance) to cover the cost ofrepairs to the CAFS System and front end alignment on b. Discussion: ChiefButrico spoke concerning the need toi initiate repairs. The Compressed Air Filter System [CAFS] is broken because the electronics on that system went out. Councilman Murphy made the motion and Councilwoman Truman seconded the motion. The motion passed 2. Discuss/Take Possible Action to approve the renewal of these members to the Board of Adjustment for an additional 2 years. Board Members: Dr. James Potyka and Ms. Weege Henderson Board Alternates: Ms. Norma Copeland and Mr. Sean Martinez. b. Discussion: City Secretary, Janice Alamia stated it was time for renewal for some ofthe members and alternates on the Board of Adjustment sO that was why this was being presented today. Councilwoman Truman made the motion to approve the renewal of members and alternates and Councilman Bailey seconded. The motion passed unanimously. 3. Discuss/Take Possible Action to approve restructure of employees in the Administration b. Discussion: Ms. Alamia stated the need for the restructuring of the Administration Department. There was no need at this time for an increase in funds to be able to achieve this goal. There would be another employee hired for Building Permits and then we would be at a full staff. Councilman Bailey made the motion and Councilwoman Truman seconded the the E129. a. Citizen Comments: None unanimously. a. Citizen Comments: None Department. a. Citizen Comments: None motion. The motion passed unanimously. 2m 4. Discuss/Take Possible Action on variance request for an RV parked on private property at 420 a. Citizen Comments: Toms Sims/108 Cueva: He asked ifthe camper was tarped. Mr. Shilling b. Discussion: Mr. Shilling, residing at 420 Meadowbrook, stated he works al lot in his profession. When he is not working he likes to take advantage oft the use of his camper. He stated you cannot see his camper from either direction on the street but it is unfortunately parked on his driveway. You can only see iti ify you look directly down the driveway. There is no way to park it in the back. There is no way toj park it on the side ofhis house without creating an eyesore. Mr. Shilling stated the reasons he is giving are why he is asking for the variance. Discussion resumed at 8:46pm with Councilwoman Truman stating she felt granting this variance would open a can of worms, since al lot of people have complied with this Ordinance and have their campers and RV's in storage. Councilman Murphy asked ift the reason the camper was not put in the side yard was because ai tree had to be removed. Mr. Shilling stated that was correct. He would have to remove a couple oft trees but still there was barely enough room for his camper. Mr. Shilling stated he understood the purpose oft the Ordinance and that it was to prevent an eyesore, to prevent something detrimental to your neighbors. He stated this should be on a case by case basis, since the only neighbor his camper would effect has already stated they have no problem with his camper being parked in his driveway. Councilman Villarreal stated that this Ordinance does effect 1224 homeowners that the Council is charged with protecting. Councilman Bailey said he understood that his current neighbor did not have a problem with his camper currently but ifthe neighbors moved and another family moved in they may have a problem withi it. Mr. Shilling stated they should not purchase the property unless they are OK with the situation. Councilman Bailey went on1 to state that Mr. Shillings purchased his property knowing he could not park his camper on his driveway. Mr. Shilling stated he had not read the Ordinance in a while and he did not think a camper on his truck that could be moved at any moment would be aj problem. Chief Prichard wanted to make a statement. The complaint to Mr. Shilling' s camper was not a neighbor but was ai resident ofHollywood Park and they could see it from the roadway, which was the problem. That is why a violation was found at Mr. Shillings property in the first place, because it can be seen from the roadway. Mr. Shilling stated his camper has no negative effect on anyone in Hollywood Park except for this one individual who drove by his house and saw his camper. Mayor Fails asked for ai motion. Councilman Murphy made the motion to deny the variance request. Councilman Villarreal seconded the motion. The Meadowbrook, Hollywood Park, Texas submitted by William Shilling. saidi it was not. motion passed unanimously. Mayor Fails closed the regular meeting at 8:08pm to go into Executive Session. EXECUTIVE SESSION The Town Council for the Town of] Hollywood Park shall meet in executive session pursuant to Texas Government Code sec. 551.071(1) and (2), consultation with attorney, regarding pending 3m or contemplated litigation or where the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct clearly conflict with Chapter 551oft the Texas Government Code regarding the RV parked on private property at 420 Meadowbrook owned or After reconvening in open session the Town Council may take action any this matter in open maintained by William Shilling. session.
