MINUTESOF A REGULAR COUNCILMEETING MARCH2 20,2 2018 The Hollywood Park City Council met in a regular session on March 20, 2018 at 7:00p.m. in Town Hall. Notice was posted in accordance with the Texas Open Meeting Laws. Mayor Chris Fails called the meeting to order with the following Council Members present: Mike Howe, Debbie Trueman, Scott Bailey, Oscar Villarreal and Chris Murphy. Also present: Fire Chief-John Butrico, Police Chief-Shad Prichard, Public Works Director-Kelly Cowan, City Treasurer-Anita Moreno Navarro, City Attorney-Mike Brenan and City Secretary-Janice Alamia. Absent: Councilman Murphy came in after the meeting began. PRESENTATIONS None ANNOUNCEMENTS/MAYOR AND CITY EMPLOYEES: 1. Fire Report: Chief Butrico presented his report for the month to the Council. 2. Police Report: Chief Prichard presented his report for the month and reiterated for residents not to leave their personal belongings ini their cars. 3. Public Works Report: Public Works Director, Kelly Cowan spoke about the Bulky Item pickup and Tiger Sanitation leaf pick up. 4. Financial Report: City Treasurer, Anita Navarro stated the City has completed 41.67% oft the budget year with revenues listed at 74.82% and expenditures at 35.35%. 5. City Secretary Report: City Secretary, Janice Alamia announced Royal Tile as the March Business of the Month. There is a new business inl Hollywood Park...THE DOG HOUSE at the Galleria Oaks Shopping Center. The winner oft the 2018 Hollywood Park Fiesta Medal & 6. City Attorney Report: City Attorney, Michael Brennan stated there was an error on the Agenda for topic #2. It states there will be a decrease instead ofincrease on the exemption. Poster is Bella Moon. Medals are $10.00 and Posters are $15.00 7. Mayors report: Nothing to report. CONSENT AGENDA: 1.A Approve the Minutes of a regular Council Meeting on 2/20/2018. 2. Accept the Financial Statements as of2/28/2018. Councilman Bailey made a motion to approve the Consent Agenda ini its entirety. Councilman Howe seconded the motion. The motion passed unanimously. Citizen Comments: Beth Baron-117 N Oak: Stated seniors face financial challenges and she hopes seniors Delaine Hall-212 Alcalde Moreno: Stated she is upset at how this was handled because this was not brought out in the public in advance sO everyone could have a say. Council Tom Sims-108 Cueva: Mr. Sims agreed with Ms. Delaine Hall. He stated we: needed to Steve Phillips-7 Ashford Glen: Mr. Phillips stated we need to know the numbers ofa freeze or tax exemption and what residents will be paying or saving. We have ai number ofinfrastructure needs and will wel have the revenue to pay for these needs with a tax Alan Markolf- 217 Alcalde Moreno: Mr. Markolf stated he echoed the sentiments that we need to be more transparent and put this out there more for all to see. Sudie Sartor- 505 El Portal: Ms. Sartor stated we need to look at all the numbers and we do not need to make a decision tonight. Discussion: Mayor Fails stated we have new businesses in Hollywood Park and we are in good financial shape. Mayor Fails stated we need to move forward with a tax freeze for seniors. Councilman Howe stated since this item is sO complex, we need a workshop to discuss in detail. Councilwoman Trueman stated 64% of our revenue come from ad valorem. Costs are going up and we are land-locked sO we are not going to have al lot more revenue coming in from businesses. She stated we should not vote on this issue tonight; and we should have a workshop. Councilman Bailey stated he agreed with Councilwoman Trueman, we need a workshop and not vote on this tonight. We need to know the effect ofa tax freeze on Hollywood Park long term. Councilman Murphy stated there are not any municipalities in our area that are benefitting on a long term basis from a tax freeze. We want to be able to fund our own Fire Department and Police Department. Councilman Villarreal stated we need to have a workshop to discuss in more 2m detail. Councilman Murphy made ai motion to have a Council Workshop on April 3rda at 6:00pm. Councilman Howe seconded the motion. The motion passed unanimously. 3. Discuss/Take Possible Action to approve a request for RFP on pool services for the Townof Hollywood Park. a. Citizen Comments: Barbara Schmitz-109 Meadowbrook: Ms. Schmitz wanted tol know how the possible new lease agreement with NE ISD will affect the lap swimmers. b. Discussion: Kelly Cowan stated it was time to do an RFP for this service. Councilman Bailey made the motion and Councilwoman Debbie Trueman seconded. The motion passed 4. Discuss/Take Possible Action to approve the installation ofa fence preventing children from running into the parking lot from the splash pad and playground area at Voigt Park. unanimously. a. Citizen Comments: Sudie Sartor- 505 El Portal: Ms. Sartor stated we need to look into trying to do something with the pipe fence located at the playground by the pool. More pipe is needed SO children don't fall between the pipes and hurt themselves on the rock as her grandson did. b. Discussion: Mr. Cowan stated the walkway between the 2 playgrounds is not gated and children have been running into the parking lot. This is a safety issue. Councilman Murphy made the motion and Councilman Villarreal seconded. The motion passed unanimously. 5. Discuss/Take Possible Action to approve pricing changes to the Voigt Center contract. a. Citizen Comments: Sudie Sartor-505 El Portal: Ms. Sartor stated non-residents should pay more than we are charging for the Voigt. She would like the pavilion to be rented out also. b. Discussion: Mr. Cowan stated we need to make the Voigt Center more self-sufficient. Currently all non-profits, clubs and city employees use the Voigt for free. He would like the employees to pay the same rate as residents and non-profits and clubs should pay a cleaning fee ifhaving food at their event. Councilman Bailey thinks everyone should be paying. Non-profits should pay like everyone else but Hollywood Park clubs should not pay. Kelly stated the city currently pays the cleaning fee for HPCA events and they should pay at least the $105.00 which iscost. City Secretary, Janice Alamia asked how she will know who to charge and not to charge. Councilwoman Trueman stated Mr. Cowan is responsible for this decision and would let Ms. Alamia know. The Council agreed. Councilwoman Trueman made a motion for Hollywood Park organizations to pay actual costs of cleaning, employees pay the resident rate and the non- profit exemption is gone. Councilman Murphy seconded the motion. The motion passed unanimously. 3m 6. Discuss/Take Possible Action to approve pool lease contract. a. Citizen Comments: None b. Discussion: Mr. Cowan stated NE ISD would like aj pool contract for the fall and winter of next year with Hollywood Park. Mr. Cowan has been pricing pool covers, and how much running the heaters will cost us. He is looking at storage for all these extras also. He has not comprised a lease agreement yet but he is working with the City Attorney on this issue. ADJOURNMENT: There being no other business, Mayor Fails adjourned the meeting at 8:24pm.
