MINUTESOF A REGULAR COUNCIL; MEETING APRIL 17,2018 Thel Hollywood Park City Council met in aj regular session on April 17,2 2018 at 7:00p.m. in Town Hall. Notice was posted in accordance with the Texas Open Meeting Laws. Mayor Chris Fails called the meeting to order with the following Council Members present: Mike Howe, Debbie Trueman, Scott Bailey, Oscar Villarreal and Chris Murphy. Also present: Fire Chief-John Butrico, Police Chief-Shad Prichard, Public Works Director-Kelly Cowan, City Treasurer-Anita Moreno Navarro, City Attorney-Mike Brenan and City Secretary-Janice Alamia. Absent: None. PRESENTATIONS None ANNOUNCEMENIS MAYOR AND CITY EMPLOYEES: 1. Fire Report: Chief Butrico presented his report for the month to the Council. 2. Police Report: ChiefPrichard presented his report for the month and swore in his two new officers; Officer Heavenly Reyes and Officer Sam Shields. 3. Public Works Report: Public Works Director, Kelly Cowan spoke about the up and coming mosquito season and the new gate being installed in the parking lot at Voigt Park. Code Compliance has ai new employee that will be introduced next month. 4. Financial Report: City Treasurer, Anita Navarro stated the City has completed 50% ofthe budget year with revenues listed at' 76.62% and expenditures at 42.04%. 5. City Secretary Report: City Secretary, Janice Alamia announced The Dog House as the Business of the Month and we still have Fiesta Medals left. 6. City Attorney Report: Nothing to report. 7. Mayors report: Nothing to report. CONSENT AGENDA: 1. Approve the Minutes ofai regular Council Meeting on 3/20/2018. 2. Approve the Minutes ofa Council Meeting Workshop on 4/3/2018. 3. Accept the Financial Statements as of3/31/2018. Councilman Murphy made a motion to approve the Consent Agenda in its entirety. Councilman Howe seconded the motion. The motion passed unanimously. CITIZEN PARTICIPATION: Tonya Cumming/129 Grand Oak: Ms. Cummings announced the next Hollywood Park Humane Society vaccination clinic. OLDBUSINESS: None 1n NEW BUSINESS: 1. Discuss/Take Possible Action on amending Hollywood Park Ordinance 10-175(d) Deer Committee] to add coyote management and removal into the deer manager duties. a. Citizen Comments: Will Shilling/420 Meadowbrook: He agreed with Mr. Tomasini and stated there was a b. Discussion: Deer Manager Randi Tomasini spoke to the Council concerning the increase in the coyote population and this should be overseen by the Deer Committee since they oversee wildlife in the community. Councilman Howe asked if we knew how many: pets have been lost to coyote attacks. Mayor Fails and Mr. Tomasini stated there are noi numbers available at this time but several residents have been contacting them regarding missing pets and deer being seen after coyote attacks. Counciwoman Trueman stated this was discussed at the last Deer Committee meeting, and that it made sense to have the Deer Manager take over those duties but that it was not appropriate for him to have to come to the Deer Committee on guidance on how many to move and how to do it.. She stated she felt Mr. Tomasini needs to work with animal control on that issue and not the Deer Committee. Mayor Fails it could be done either way. The Deer Committee could oversee this and then recommend help from animal control. Councilman Howe suggested however this is going to bel handled; everyone should know concerning coyote control. Mayor Fails asked for anymore discussion or ai motion. There was no more discussion 2. Citizen Comments: Anne Clark/205 El Cerritto: Our tax rate is the highest of most cities. The condition of unmaintained homes is awful and some cases must go through great expense and Charles Purkess/112 Ridge Trail: Iappreciate tax breaks but I don'tt think we can afford Tonya Cummings/129 Grand Oak: Iagree with Mr. Purkess. Ithink the loss to the city Steve Phillips/7 Ashford Glen: We have over 20 million dollars in liability in our roads. b. Discussion: Mayor Fails stated the City Attorney found that this value must be aj percentage and not a set dollar amount. Councilwoman Trueman stated she does not want to do anything against her better judgement and she is not in favor of giving the seniors an exemption because it is not worth the hit. She feels the people under 65 need the take break because their taxes are not frozen. People are being eaten alive because ofs school taxes. Councilwoman Trueman is not in favor ofa a tax break or exemption. Councilman Bailey stated many, people are getting quite a savings with exemptions right now. Our funds are. limited right now and the funds not coming to Hollywood Park could pay for a police officer. Councilman Murphy stated we still have vacancies in the Galleria Oaks and although we do have new businesses that have come inl he paperwork before homes are properly maintained. itat this time. would bel huge. Councilman Villarreal stated we: need the money for the streets. Councilman Howe stated we should be able to give some sort oftax break to the residents or lower the tax rate for everyone. We want to prepare aj plan dealing with any hazard that might occur in Hollywood Park. We would like to get funding for this ini the future but the first step is to adopt this plan. ChiefButrico stated there was not cost just to adopt the plan. Councilman Murphy made the motion to approve and Councilman Bailey seconded. The: motion passed unanimously. 5. Discuss/Take Possible Action to approve 2018 Budget Calendar. a. Citizen Comments: None b. Discussion: Mayor Fails stated the budget calendar was presented for Council toj plan for this years budget sessions. Councilwoman Trueman made the motion and Councilman Murphy seconded. The motion passed unanimously. 6.1 Discuss/Take Possible Action to approve. RFP for Pool Management. a. Citizen Comments: None b. Discussion: Public Works Director, Kelly Cowan brought documentation from Aquatica, SA Pool Management and USA Management. Sean from SA Pool Mgmt. spoke to the Council about his company. Because ofa al lack ofinformation the Council decided to table this. 7. Discuss/Take Possible Action to approve al lease agreement with North East ISD: for winter pool usage. a.
