MINUTES OF A SPECIAL COUNCIL MEETING  SEPTEMBER 18,2018  The Hollywood Park City Council met in a Special session on September 18, 2018 at 7:00 p.m. in' Town Hall. Notice was posted in accordance with the Texas Open Meeting Laws. Mayor Chris Murphy called the meeting to order with the following Council Members present: Mike Howe, Debbie Trueman, Oscar Villarreal, Delaine Hall and Scott Bailey. Also present: City Treasurer-Jet'Hinson, Police Chief-Shad Prichard, Fire Chief-John Butrico, Public Works Director-Kelly Cowan, City Attorney- Michael Brenan and City Secretary-Janice Alamia. DISCUSS/TAKE POSSIBLE ACTION TO APPROVE ORDINANCE #1005 MAKING APPROPRIATIONS FOR THE SUPPORT OF THE TOWN OF HOLLYWOOD PARK, TEXAS, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2018 AND ENDING SEPTEMBER 30, 2019; AND ADOPTING THE ANNUAL BUDGET OF THE TOWN OF Councilmember Trueman made the motion to adopt the budget. Mayor Murphy called for roll call vote to approve the Ordinance, making appropriations for the support of the Town ofHollywood Park, Texas, for the fiscal year beginning October 1, 2018 and ending September 30, 2019; and adopting the annual budget of the Town ofHollywood Park for the 2018-2019 fiscal year. Roll Call Vote: CM Howe-Aye, CM Trueman-Aye, CM Villareal-Aye, CM Hall-Aye, CM Bailey-  HOLLYWOOD PARK FOR THE 2018-2019 FISCAL YEAR.  Aye. The vote passed unanimously.  DISCUSS/TAKE POSSIBLE ACTION ON ORDINANCE #1006 LEVYING AD VALOREM TAXES TO ADOPT A TAX RATE OF $.510081 FOR USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE TOWN OF HOLLYWOOD PARK, TEXAS, FOR THE 2018-2019 FISCAL YEAR; PROVIDING FOR APPORTIONING EACHI LEVY FOR SPECIFIC PURPOSES; WHENTAXES SHALL BECOME DUE. AND Councilmember Villarreal made a motion that the property tax rate be increased by the adoption ofa tax rate of $0.510081, which is effectively a 2.62% increase in the tax rate. Councilmember Trueman seconded the motion. Roll call: CM Howe-Aye, CM Trueman-Aye, CMI Hall-Aye, CM  WHEN SAME SHALL BECOME DELIQUENT IF NOT PAID.  Villarreal-Aye and CM Bailey-Aye. The motion passed unanimously.  DISCUSS/TAKE POSSIBLE ACTION TO RATIFY THE VOTE ADOPTING THE 2018- 2019 BUDGET WHICH INCLUDES A PROPERTY TAX RATE THAT RAISES MORE Councilmember Trueman made the motion to ratify the vote adopting the 2018-2019 budget which includes aj property tax: rate that raises more. revenue than thej prior year's revenue. Councilmember  REVENUE THANTHE PRIOR YEAR'S REVENUE. Bailey seconded the motion.
