MINUTESOF/ A REGULARCOUNCIL MEETING NOVEMBER 20, 2018 The Hollywood Park City Council met in a regular session on November 20, 2018 at 7:00p.m. in Town Hall. Notice was posted in accordance with the Texas Open Meeting Laws. Mayor Chris Murphy called the meeting to order with the following Council Members present: Mike Howe, Debbie Trueman, Oscar Villarreal, Delaine Hall and Scott Bailey. Also present: Police Lt- Sam Williams, Fire Chief- John Butrico, Public Works Director-Kelly Cowan, City Treasurer- JeffHinson, City Attorney- Michael Brenan and City Secretary-Janice Alamia. Absent: Police Chief- Shad Prichard. PRESENTATIONS: AMNOINCINENIMAYOR AND CITY EMPLOYEES: the month. He spoke about the upcoming sign up: for Santa Claus. 1. Fire Report: Chief Butrico presented his October report to council stating he had 70 calls for 2. Police Report: Lt. Williams presented his October report to council stating he had 299 calls 3. Public Works Report: Public Works Director, Kelly Cowan stated he had 54 total code compliance cases for the month ofOctober and 17 rentals for the Voigt Center. 4. Financial Report: JeffHinson, City Treasurer stated that expenditures were at $296,189: and 5. City Secretary Report: Janice Alamia announced Texas Trophy Hunters as the Business of the Month. For the month ofOctober, in Court there were 174 new violations filed and we received revenue of$16,155. In the Permit department there were 112 new permits for the 7. Mayors report: Mayor Murphy spoke about his 61 months in office and stated he thought all was successful. He thanked the HPCA, the Tree Advisory Committee, the department heads for service for the month. revenues were at $99,178 for the month of October. month ofOctober. 6. City Attorney Report: Nothing to report. and Council members. CONSENT AGENDA: 1. Approve the Minutes ofa Regular Council Meeting 10/16/2018. 2. Accept the Financial Statements as of 10/31/2018. Councilmember Trueman made the motion to approve the Consent Agenda ini its entirety and Councilmember Bailey seconded. The motion passed unanimously. CITIZEN PARTICIPATION: None OLD BUSINESS: None 1m NEW] BUSINESS: 1. THEI DEER MANAGER WILL PRESENT THE DEER COMMITTEE'S ANNUAL REPORT AND THE CITY COUNCIL WILL DISCUSS AND TAKE APPROPRIATE ACTION REGARDING THE DEER MANAGEMENT PROGRAM. b. Discussion: Deer Committee Chairperson, LuAnn Montgomery stated the Deer Committee had voted 5 to 4 in favor oft removing deer again this year. They would like tor remove 10 does and 2 bucks to move to Camp Bullus. City Attorney, Mike Brenan stated no approval was needed from the Council. There was no further discussion. 2. DISCUSS/TAKE POSSIBLE ACTION ON UTILITY EASEMENT ACCESS RIGHTS. b. Discussion: City Attorney, Mike Brenan stated the City has sufficient authority to regulate utility companies. Councilman Bailey was concerned because of work being done in front of homes without any prior notice. The City Secretary, Janice Alamia stated utility companies were shut down in the past when not following city procedures. AGREEMENT WITH HOLLYWOOD PARK. a. Citizen Comments: None 3. DISCUSS/TAKE POSSIBLE ACTION TO. APPROVE SAWS BILL COLLECTION b. Discussion: Mayor Murphy and the City Attorney stated this was a basic agreement that just needed tol be renewed. Councilmember Trueman made a motion to approve the SAWS bill collection agreement with Hollywood Park. Councilmember Bailey seconded. The motion passed unanimously. 4. DISCUSS/TAKE POSSIBLE ACTION ON GREEN SHADE REBATE FROM CITY PUBLIC SERVICE. a. Citizen Comments: None b. Discussion: Representatives from City Public Service and our Tree. Advisory Board came to speak to the Council concerning a rebate on the purchase of certain trees for your home. Applications were brought for the residents. Mayor Murphy suggested Tree Committee Funds be used to match the CPS program up to 5 trees at $50.00 each: fora total of$250.00 per resident home. Applications must be postmarked by May15, 2019. Councilmember Villarreal made the motion that we accept the matching tree fund that CPS is offering as Chris Murphy described. Councilmember Hall seconded. The motion passed unanimously. a. Citizen Comments: None 5. DISCUSS FOCUS AND DIRECTION OF EDC GOING FORWARD. b. Discussion: Mayor Murphy stated he wanted opinions on the interaction between the EDC and Council and what needed to be done for improvement or change. Councilman 2 Bailey stated he had good interactions with the EDC and he thinks they have good ideas. Councilmember Hall stated she thought the EDC had outlived its cause tol build businesses inl Hollywood Park since there is no more land. Councilmember Trueman stated she was concerned with some ofthe things the EDC has in the works. Councilman Villarreal was concerned about the legalities ofs some oft the EDC projects. Mayor Murphy stated he would be attending an EDC seminar in the next few weeks along with Councilman Howe and he would like to report back to the Council at the next meeting.
