MINUTES OF A REGULAR COUNCIL MEETING DECEMBER 18,2018 The Hollywood Park City Council met in ai regular session on December 18, 2018 at 7:00p.m. in Town Hall. Notice was posted in accordance with the Texas Open Meeting Laws. Mayor Chris Murphy called the meeting to order with the following Council Members present: Debbie Trueman, Oscar Villarreal, Delaine Hall and Scott Bailey. Also present: Police Chief- Shad Prichard, Fire Chief- John Butrico, Public Works Director-Kelly Cowan, City Treasurer- JeffHinson, City Attorney- Michael Brenan and City Secretary-Janice Alamia. Absent: PRESENTATIONS: RESPEC/Daryl Spillman; Annual Waste Water Report Councilman Mike Howe. ANNOUNCEMENTS MAYOR AND CITY EMPLOYEES: 1. Fire Report: Chief Butrico presented his November report to council stating he had 54 calls 2. Police Report: ChiefPrichard presented his November report to council stating he had 328 3. Public Works Report: Public Works Director, Kelly Cowan stated he had 42 total code compliance cases for the month of November and 12 rentals for the Voigt Center. 4. Financial Report: Jeff Hinson, City Treasurer stated that expenditures were at $286,098 and 5. City Secretary Report: Janice Alamia announced The Offices of Pete Sifuentes CPA as the Business of the Month. For the month of November, in Court there were 281 new violations filed and we received revenue of$20,794. In the Permit department there were 74 new permits for the month ofNovember. She announced the Court Campaign for 2019is for the month. calls for service for the month. revenues were at $167,215 for the month of November. Distracted Driving. 6. City Attorney Report: Nothing to report. 7. Mayors report: Mayor Murphy thanked everyone for their support. CONSENT AGENDA: 1. Approve the Minutes ofal Regular Council Meeting 11/20/2018. 2. Accept the Financial Statements as of11/30/2018. Councilmember Trueman made the motion to approve the Consent Agenda in its entirety and Councilmember Bailey seconded. The motion passed unanimously. CITIZEN PARTICIPATION: Sean Moore/204 Alcalde Moreno: Mr. Moore is doing a minor remodel on his house and was surprised he was not able to receive the building inspectors phone number. He stated he was told when the inspector called him, he must answer his restricted number or he 1m would not be able to speak tol him again. Mr. Moore had to submit plans in the hopes the Tonya Cummings/129 Grand Oak: Chief Prichard set up Santa stocking at City Hall and she has helped stuffthe stocking for several years. She wanted to thank Bert's gas station, John the Greek restaurant, Roadhouse and Walkons for giving gift certificates, inspector would like them. etc. for our first responders and city staff. OLD BUSINESS: None EXECUTIVESESSION: Mary Murphy went into Executive Session at 7:44pm The City Council will convene in a closed session as authorized by Section 551.071 (2)ofthe Texas Government Code to consult with its attorney on a matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar ofTexas clearly conflicts with the Open Meetings Act, specifically the provision of fire protection services outside of the City limits. Mayor Murphy re-opened the Council Meeting at 8:23pm NEW BUSINESS: 1. DISCUSS TAKE POSSIBLE. ACTION ON CONTRACT TO: PROVIDE FIRE PROTECTION FOR NEW DEVELOPMENT WITHIN BEXAR COUNTY. b. Discussion: Public Works Director, Kelly Cowan would like to have Park open on Voigt Mondays from 5:00pm to 10:00pm. The rest of the week Voigt Park is open Tuesday through Sunday 7:00am to 10:00pm. Councilmember Delaine Hall made the motion to approve Voigt Park open from 5:00pm to 10:00pm on Mondays. Councilmember Debbie 2m Trueman seconded the motion. The motion was approved unanimously. The decision for Voigt Pool hours was tabled. 5. DISCUSS/TAKE POSSIBLE ACTION TO APPROVE AGREEMENT WITH THE USGS FOR THE INSTALLATION AND MAINTENANCE OF A GAGING STATION. b. Discussion: Mr. Cowan explained they wanted to put testing wells at the pocket park for monitoring. It monitors water temperature, etc. Mr. Cowan is requesting the contract be signed. Councilmember Debbie Trueman made the motion to approve the gaging station and Councilmember Scott Bailey seconded. The motion was approved unanimously. a.
