MINUTESOE/ AREGULAR COUNCIL-MEETING FEBRUARYI8.2020 The Hollywood Park City Council met in a regular session on February 18, 2020 at 6:00 p.m. in Town Hall. Notice was posted in accordance with the Texas Open Meeting Laws. Mayor Chris Murphy called the meeting to order with the following Council Members present: Mike Howe, Debbie Trueman, Oscar Villarreal, Delaine Hall and Scott Bailey. Also present: Police Chief- Shad Prichard, Fire Chief- John Butrico, Public Works Director-Kelly Cowan, City Treasurer- Jeff Hinson, City Secretary-Janice Alamia and City Attorney- Ryan Henry. PRESENTATIONS: ANNOUNCEMENTS/MAYORANDCITYI EMPLOYEES: fire/smoke alarms, 2 structure fires and 1 oven/stove fire. 1. Fire Report: There were 50 calls for service fort the month of] January, 31 EMS calls, 15 2. Police Report: There were 577 calls for service for the month ofJanuary. Denyse Munoz 3. Public Works Report: There were 10total rentals att the Voigt for the month of January, 3 of those were] paid events. They had 74 total code cases for the month ofJanuary. 4. Financial Report: The financial report in January showed revenues at $667,889 and expenditures at $287,222. Jeff Hinson warned the council that our sales tax forDecember 5. City Secretary Report: Court had 205 new cases filed for the month of January 2020 as opposed to 166 for last year. Revenue received was $24,144 as opposed to $15,546 for the same time last year. There were 104 Permits issued for ai total revenue of $12,084. The Rizo 6. City Attorney Report: City attorney Ryan Henry stated a zoning questionnaire was sent out was sworn in as aj new. PoliceOfficer. and January was 15% lower than lastyear. Insurance Group was the Business oft the Month. to residents to ask for their input on masonry requirements. 7. Mayors report: Nothing to add. CONSENTI AGENDA: 1. Approve the Minutes ofa Regular Council Meeting on 1/21/2020. 2. Accept the Financial Statements as of1/31/2020. Councilmember Trueman made the motion to approve the Consenth Agenda in its entiretyand Councimember Howe seconded. The motion passedz unanimous/y CITIZENPARTICIPATION: Tonya Cummings/139 Grand Oak: Ms. Cummings noticed there was a report in the SPARKS where 2 Councilmembers had al luncheon for the Administration Department to honor them for all the hard work they do. She stated she hoped that would be done forall departments too and published in the SPARKS. -1 John Kellman/Mustang Circle: He wanted to inquire when there will be striping placed down Donella especially on the sides. OLD] BUSINESS: None NEW BUSINESS: 1. DISCUSS/TAKE POSSIBLE ACTION ON GREEN SHADE REBATE FROM CITY b. Discussion: Mayor Murphy stated this was an extension oft the program that was launched last year. Mr. Hinson stated there was an expiration date put on this last yearso this needs to be extended. A motion wasmade by Councilman Villarreal to extend the match for the current green shade rebate for as long as CityPublic, Service is doing this. The motion was seconded by Councilman Bailey. DISCUSS/TAKE POSSIBLE ACTION TO APPROVE AN ORDINANCE AMENDING CHAPTER 28, GARAGE/ESTATE SALES, SUBSECTION 28-3, OF THE CODE OF ORDINANCES BY ALLOWING A SINGLE PERMIT FOR THE HOLLYWOOD PARK COMMUNITY ASSOCIATION [HPCA] GARAGE SALE EVENT TO COVER ALL PUBLIC SERVICE FOR 2020 CALENDAR YEAR. a. Citizen Comments: None PARTICIPANTS OF THE HPCA ORGANIZED CITY GARAGESALE. a. Citizen Comments: Holly McBrayer/205 Voigt: Ms. McBrayer is the HPCA President. She stated this was all discussed and approved at the April 14"meeting last year. The purpose for the permit ist the HPCA spends money to be able to put this on fort the residents. If the residents want to be on the HPCA map they pay a fee to the HPCA and this helps cover expenses. If they do not want to be on the HPCA map, then they come to city hall and get a free garage sale permit. Ms. McBrayer stated ifthe Council did not want to support the HPCA garage sale weekend and all the work this event entails she was. happy not to. have the event. She went on to state this was never deemed a hassle from Council during the past 8 years this event was taking place but now there seems to be aproblem. b. Discussion: Mr. Henry stated this was an Ordinance that was originally handled by the previous city attorney Mike Brenan. He did not get a chance to bring this to the Council before his passing. The Ordinance Mr. Henry brought before the Council basically states the HPCA can get one permit and everyone who subscribes to their garage sale will not need to get a permit. Councilwoman Trueman stated she wanted to propose that no one isr required to get aj permit for that same HPCA garage sale weekend, because no one is paying for the permits. She wanted to know what the purpose oft the permit was. Councilman Howe agreed. Councilwoman Trueman stated she could remember a1 time when you did not have to get a permit to have a garage sale and she really does not see a need to have a permit for the HPCA garage sale weekend. Councilwoman Hall stated anything that is free that is costing the city money, meaning police, admin work makes no sense to her and she does not understand why we. have permits for garage sales. She stated it makes no sense to give something for free and yet it costs the city to produce it. Councilman Bailey stated we dot this with the tree permits sO what was the difference. Councilwoman Trueman stated the police must take the time to look for these permits when driving by. The City Attorney, Ryan Henry stated the Ordinance before the -2 Council stipulated the HPCA will be able to pull one permit for all the HPCA participants in the garage sale. Anyone else not choosing toj pay the HPCA fee to be under their umbrella will need to go to city hall and pull a free garage sale permit for themselves. Councilwoman Trueman stated her preference would be to have no permits for the garage sale weekend but she has no problem approving the Ordinance before the Council. Councilman Villarreal made ai motion to pass the Ordinance amending chapter 28. garagelestate. sales. subsection 28-3.ofthe code ofordinances byallowing asingle permit for the HPCA garage sale event to cover all participants ofthe HPCA organized citvgaragesdle. Councilman Baileyseconded The motion passed unanimous/y. VACATION ILEAVE POLICY IN PERSONNEL POLICYMANUAL. 3. DISCUSS/TAKE POSSIBLE ACTION ON AMENDMENT TO ACCUMULATED b. Discussion: Councilwoman Trueman stated this was for allowing employees to be reimbursed for unused vacation that cannot be carried over. JeffHinson stated this was being done by anniversary date and he will keep the Council updated on how this is working out. Councilwoman Trueman made the motion to amend the accumulated vacation leave policy aspresented Councilwoman Hall seconded. The motionpassed a. Citizen Comments: None unanimously 4. DISCUSS/TAKE POSSIBLE ACTION ON AN ORDINANCE AMENDING PARKING REGULATIONS IN RESIDENTIALZONES. a. Citizen Comments: Tom Sims/108 Cueva: Mr. Sims asked ifthe Council was considering enacting an Ordinance because of one person or house. Councilwoman Hall stated she also saw complaints on the Next-Door app. and the reputation ofHollywood Park was Sudie Sartor/505 El Portal: Ms. Sartor stated she was glad Councilwoman Hall brought this up. She stated there were many houses in which this was taking - worth having this Ordinance. place. b. Discussion: Councilwoman Hall stated she has noticed a house in a non-curbed street that has 3 or 4 cars parked in their front yard. She feels this is not a good look for Hollywood Park. Councilwoman Trueman stated the house is close to her residence and has had people approach her about this also, SO she supports this Ordinance. Mayor Murphy stated this Ordinance was passed approximately 8 years ago and was rescinded 2 months later because residents in the uncurbed area wanted to be able to park ini their yard. The Mayor asked resident Sudie Sartor, who was int the audience, ifshe remembered this situation. Ms. Sartor stated she did and that Councilwoman Trueman spoke against this same Ordinance back then. Councilman Howe stated that some streets in Hollywood Park are SO narrow you cannot help but park on your own lawn at times. Councilwoman Trueman stated the Ordinance before them today states all 4 wheels must be off the street in an uncurbed area, you. just cannot park in the middle of your yard or your side yard. Ifyou are in a curbed area you can only park on a surface designated for parking. The Public Works Director, Kelly Cowan stated you should be parking on an improved surface only like gravel, concrete, decomposed granite etc. Councilman Bailey stated he does not like this Ordinance especially ifs someone is having aj party, we are telling them their guests cannot park in their yard. Councilman Howe agreedwith Councilman Bailey. Mr. Henry stated the Ordinance in the Council packet was not the Ordinance he meant to send to us. Consensus was this topic would be tabledand brought tothe next councilmeeting 5. DISCUSS/TAKE POSSIBLE ACTION ON COUNCIL PACKET INFORMATION AND STANDARDS FOR SUBMISSION TO THE COUNCIL BY DEPARIMENTHEADS. a. Citizen Comments: Tonya Cummings/129 Grand Oak: Ms. Cummings stated since this is public record it should be provided. b. Discussion: Councilwoman Hall stated she would like to receive the Public Works Department and Administration hours worked. She sees the schedules ofthe Police Department and Fire Department. Mayor Murphy stated then this was an element of personal curiosity. Councilwoman Hall stated she wanted to ensure all departments were fully staffed as when we needed more staffing during a fire department call. Mayor Murphy stated the Councils role is for policy and the department heads report tol him since he is the Mayor. He works with the department heads to resolve schedules but if the majority oft the council thinks this is something you should have; he would prefer we speak about staffing and hours during our budgeting sessions and not use Council meetings for that type of discussion. Councilman Bailey stated the departments heads should monitor their own schedules and ifthey feel help is needed, they should be coming to the Mayor and or Council. Councilwoman Hall stated this was the Mayors job tor monitor this but she in the past has stated there were not enough employees on particular weekend in the fire department and ifthe Mayor is not going to do it, she felt responsible as an elected official. Ryan Henry stated a councilmember is entitled to see documentation that already exists. A councilmember cannot require a department head to recreate certain documentation. Jeff Hinson stated he will be sending the reports because this information needs to come from him for accuracy sake., Noactionwas takenother than this information would be providedto Councilwoman Hall in her Council packet monthly.
