MINUTESOE/ AJ REGULARCOUNCILMEETING APRIL21.2020 Thel Hollywood Park City Council met in ai regular session on. April 21, 2020 at 1:00 p.m. in Town Hall. Notice was posted in accordance with the Texas Open Meeting Laws. Mayor Chris Murphy called the meeting to order with the following Council Members present: Mike Howe, Debbie Trueman, Delaine Hall, and Scott Bailey. Also, present: Police Chief- Shad Prichard, Fire Chief- John Butrico, Public Works Director-Kelly Cowan, City Treasurer-Jeff Hinson, City Secretary-Janice Alamia and City Attorney- Ryan Henry. Absent-Councilman PRESENTATIONS: Armstrong, Vaughn & Assoc. Annual Audit: Bryan Mangus spoke to the Council concerning the financials for fiscal year ending September 2019. Mr. Mangus stated the ending net position for the sewer system was $208,073. The General Fund had budgeted revenues of$4,349,580 and had actual revenues of $4,846,965. Budgeted expenses were Oscar Villarreal. $4,269,580 and the actual was $4,089,802. ANNOUNCEMENTS/MAYOR ANDCIIYEMTIOVIS: 1. Fire Report: There were 30 calls for service for the month of March. There have been no reported Covid-19 cases sO far. They have received most of their PPE: for free through the county. People arei not allowed to entert the building without getting ai temperature check: in 2. Police Report: There were 253 calls for service for the month of March. Jim Rodriguez at 107 Canyon View had a question for ChiefPrichard. Mr. Rodriguez asked ifthel Police Department would be doing "well" checks on our elderly residents as the Police Department in Balcones Hts. are doing these checks for their residents. Chief Prichard stated this was a good ideal but better served if done by the Fire Department sincei they are trained more: as to 3. Public Works Report: There were 41 total rentals at the Voigt for the month of March. They 4. Financial Report: The financial report inj March showed revenues at $224,421 and expenditures at $347,929.Jeff) Hinson stated if we did not receive another cent in the next twelve months, we would still meet all our operating expenses. 5. - City Secretary Report: Court had 124 new cases filed for the month of March and received revenue of $29,381 which is only short approximately $300.00: from last year. Even though city hall has been closed due to Covid-19 issues the court clerk has been calling all defendants and offering defensive driving or deferred sO our revenues do not decrease. 6. City Attorney Report: City attorney Ryan Henry stated ast the city prosecutor they are still 7. Mayors report: Thel Mayor stated he appreciated all the department heads: moving forward the Fire Dept. what to look for as far as wellness. But he would be willing to help. had 561 total code cases for the month ofMarch. APRIL 24, 2020 EMPLOYEE HOLIDAY. a. Citizen Comments: Mark Cotton/312 EI Portal: Please do not cancel the Battle ofFlowers holiday. Our employees deserve this time off. b. Discussion: Councilmember Bailey asked if we cancelled the holiday and the 9-11 holiday was taken instead; would the newly rescheduled Fiesta day in November be observed also. Councilmember Hall asked how the current employee calendar dates were chosen. City Secretary Janice Alamia stated the calendar is voted on annually by the city council, sO they are the ones that come up with the dates. Several Councilmembers weighed in as did the Mayor and department heads. It was decided by consensus to have the employee calendar stand as is. No action wastaken.
