CALLTO ORDER Mayor Nick Stanley called the regular meeting oft the City Council to order at 6:03 pm on Thursday, April 25, 2024 at the Aledo Community Center 104 Robinson Court. Those in attendance at this meeting were Mayor Nick Stanley, Councilmember Shane Davis, Mayor Pro Tem Nelson Rowls, Councilmember Shawna Ford, Councilmember Christian Staff present were City Manager Noah Simon, Communications and Engagement Manager Whitney Walters, Finance Manager Jennifer Garrett, Director of] Public Works Luis Gatica, City Secretary Deana McMullen, Interim City Planner Ivan Gonzales, Building Official Kevin Turner, Utility Manager Blythe Reaves and City Attorney Pearson and Councilmember Summer Jones. Elizabeth Yvelerton in for Alicia Kreh. 2. INVOCATION AND PLEDGE OF ALLEGIANCE Councilmember Summer Jones gave the Invocation. Mayor Nick Stanley led the Pledge 3. CITIZEN APPEARANCES: This is an opportunity for citizens to address the City Council on any agenda item not listed for public hearing or any matter not posted on1 the agenda. This is the citizens' only opportunity to address the City Council on agenda items not listed for public hearing. Individual citizen comments are normally limited to three (3) minutes; however, time limits can be adjusted by the presiding officer. Time is not transferable. The presiding officer may ask the citizen to hold their comment on an agenda item if the item is posted as a Public Hearing. The City Council cannot by law take any action nor have any discussion or deliberations on any presentation made at this time concerning an item not listed on the agenda. The City Council will receive the information, and ask the City Manager to review the matter, or an item may be noticed on af future agenda for deliberation or action. PRESENTATIONS AND PROCLAMATIONS: a. Proclamation recognizing May 13, 2024 as World Falun Dafa and the 32nd There was no one present to accept the Proclamation. Mayor Nick Stanley did not read the Proclamation claiming May 13, 2024 as World Falun Dafa Day and the 32nd Anniversary ofF Falun Dafa instead he signed it and instructed that it be sent to them. 5. CONSENT AGENDA: All items listed below are considered routine by the City Council and will be enacted with one motion. There will be no separate discussion of items unless a Council Member requests, in which event the item will be removed from the general order of business and considered in its normal sequence. Approval of the Consent. Agenda authorizes the City Manager to implement each item in accordance with Anniversary of Falun Dafa. the staffrecommendation. The Consent Agenda was presented as follows: a. Consider approval of the City Council meeting minutes from the following meetings: i. April 4, 2024, City Council Meeting. purchasing policies oft the City of Aledo. purchasing policies for the City of Aledo. b. Consider approval of Ordinance 2024--205, an Ordinance repealing the Consider approval of Resolution 2024--162, a Resolution adopting the d. Consider approval of Resolution 2024--165, a Resolution authorizing the City Manager to enter into an Interlocal Agreement for a cooperative purchasing Consider approval of Ordinance 2024--206, an Ordinance approving the Drought Contingency Water Management Plan and the 2024 Water Conservation Plan. Motion was made by Councilman Shane Davis, seconded by Mayor Pro Tem Nelson agreement with North Richland Hills. Rowls to approve the Consent Agenda as presented. Motion carried 5-0 6. REPORTS AND UPDATES: Reports and Updates are prepared for informational purposes and will be accepted as presented (there will be no presentations associated with the report items). Staff Members; Blythe Reaves, Utility Manager, Luis Gatica, Director of Public Works and Whitney Walters, Communications and Engagement Manager gave an update to the City Council on the next steps following the Utility Billing Audit. Ifthere is a repeat offender it could be a fine and/or water disconnect. However, that would be a last effort. The goal is to educate everyone and get them used to conserving water based on the Councilmember Shawna Ford thanked the staff for all of their hard work and it was definitely a team effort. We appreciate all that you have done in such a short time and she thanked City Manager Noah Simon for his leadership. Councilmember Summer Jones also stated that she was very appreciative of everything the staff1 has been doing in such a short time and thanked everyone for Mayor Stanley stated that he is also very appreciative of the Staff on how they responded to the issues and turned it around on a dime to take corrective action. Because of you we are doing things better and moving forward with methods of operations that will help build trust in the community. Thank you all for all you schedules we receive from the City of] Fort Worth. all oftheir hard work. are doing for the City of Aledo. Updates to the Building Code. Interim City Planner Ivan Gonzales, Public Works Director Luis Gatica and Building Official Kevin Turner gave updates regarding the Building Codes. They said currently the City of Aledo is working under the 2015 Building Code and have been for approximately 6years. The game plan was to bring this to Council in the Summer to update the Building Code to the 2018 Code and give the Building Official 6 months to acclimate to it and 6 months to get the Builders accoustome to the new Code. We were visited by the ISO Rating people and now we have an accelrated time frame. We have to adopt either the 2015 Code or the 2021 Code within 45 days in order for us to keep the current ISO rating. The rate affects the insurance rates for the residents and rates for Federal Grants, Surveys were done with surrounding cities showing that Fort Worth, Hudson Oaks and Sansom Park are currently working with the 2021 Building Code. Azle, White Settlement, Lakeworth, Benbrook are working with the 2018 Building Code. The local builders would like for us to go to the 2018 Building Code instead of jumping over it and going straight to the 2021 Building Code. Ifwe go with 2018 Building Code we could keep that for 4 years. Discuss and consider approval of Resolution 2024--161, a Resolution authorizing the City Manager to enter an Agreement with Project Control ofTexas for onsite Director of Public Works Luis Gatica addressed the Council in reference to this item. He stated that staff! had put together an RFQ's to evaluate and rank potential firms that would meet the needs of the City for a Project Manager for the City Hall project. The City closed the submittal window and began evaluating the two submittals received on March 22, 2024. After evaluation of the submittals Project Control of Texas (Project Control) was determined to be the highest ranking and responsible submittal. Project Control has experience providing manager services in both the private and public sector. Their expertise and resources will benefit Aledo during construction as it will insure proper construction standards and Councimember Christian Pearson asked about the contract stating there was no "not to exceed" amount listed. City Manager Noah Simon stated that this agreement is for the life of the project. Itis estimated to be 24 months. Motion was made by Councilmember Shane Davis, seconded by Councilmember Shawna Ford, to approve Resolution 2024-163 authorizing the City Manager to enter a Fourth Lease Agreement with Aledo Broadband as discussed. Motion carried 5-0 Discuss and consider approval of] Resolution 2024-164, a Resolution authorizing the City Manager to enter a Professional Services Agreement with Brio Consulting for utility billing process consulting services in the amount of $50,000.00. Ms. Nancy Lerner and Mark Leymer were present to discuss this item with the City Council. They commended the Utility staff for the items that they are already putting into place following the Utility Billing Audit. For Brio's Scope of work it will include; writing formal policies as it relates to managing customer accounts, rates, meters, billing, customer service, processing payments, the handling of delinquent accounts, and also take a look at the ordinances to make sure that everything is up to date to cover any new policies enacted. Motion was made by Councilmember Shane Davis, seconded by Mayor Pro Tem Nelson Rowls, to approve Resolution 2024-164 authorizing the City Manager to enter aj professional Services Agreement with Brio Consulting for utility billing process consulting services in the amount of $50,000 Motion carried 5-0 8.
