CALLTOORDER Mayor Nick Stanley called the regular meeting of the City Council to order at 6:00 pm on Thursday, May 2, 2024 at the Aledo Community Center 104 Robinson Court. Those in attendance at this meeting were Mayor Nick Stanley, Councilmember Shane Davis, Mayor Pro Tem Nelson Rowls, Councilmember Shawna Ford and Councilmember Christian Pearson. Councilmember Summer Jones was not present at this meeting having Staff present were City Manager Noah Simon, Communications: and Engagement Manager Whitney Walters, Finance Manager Jennifer Garrett, Director of] Public Works Luis Gatica, City Secretary Deana McMullen and City Attorney Alicia Kreh. given notice ofl her absence in advance. 2. INVOCATION AND PLEDGE OF ALLEGIANCE Pledge of Allegiance given by all present. Councilmember Christian Pearson gave the Invocation. Mayor Nick Stanley led the 3. CITIZEN APPEARANCES: This is an opportunity for citizens to address the City Council on any agenda item not listed for public hearing or any matter not posted on the agenda. This is the citizens' only opportunity to address the City Council on agenda items not listed for public hearing. Individual citizen comments are normally limited to three (3) minutes; however, time limits can be adjusted by the presiding officer. Time is not transferable. The presiding officer may ask the citizen to hold their comment on an agenda item if the item is posted as a Public Hearing. The City Council cannot by law take any action nor have any discussion or deliberations on any presentation made at this time concerning an item not listed on the agenda. The City Council will receive the information, and ask the City Manager to review the matter, or an item may be noticed on af future agenda for deliberation or action. Please sign in before the start of the meeting Maryann Godbey of200 Robert Street - Wanted to let the Council know what happened in her neighborhood. There was an incident on 4/10/2024 where a gentleman was passed out in his car in their neighborhood right where kids were getting off the school bus. He was using an illegal substance, (tar substance) The officials were knocking on the and provide the paper to the City Secretary. window trying to get the man to wake up at which time his foot came off the break and the car rolled. They were able to get him out of the car. The Sheriff's department and the Fire Department were on the scene after about 30 minutes because they were on other calls. Mr. Stanton Pearson a neighbor that also lives in the area was talking with Ms. Godbey and said he had to go. He jumped in his truck. The Sheriff and suspect ran. The suspect ran up by the railroad tracks. Mr. Pearson jumped out ofhis truck and tackled the Ms. Godbey stated that she feels that we need to commend Mr. Pearson and the actions he took. Mayor Stanley thanked Ms. Godbey for the information. He stated that we Ms Diane Taylor of Reading Friends was present to discuss the Adopt A Spot Program. Ms. Taylor stated they had done the Adopt A Spot Program a few years ago for the median on Bailey Ranch Road. They had some challenges with this project in the beginning but had come up with some ideas to make it great and then Bailey Ranch Road went under construction. Now that it is done, we would like to kick start the Adopt A Spot program again. We will be working in the same Median. We have plans for a Multi-Stone structure that will be engraved maybe with the Aledo Bearcat "A" and Drought tolerant plants. Maybe the School slogan? Mr. Noah Simon was helpful when meeting with him at the location and we are excited about the Green Ribbon Grant Mayor Nick Stanley stated that he is a big proponant of businesses and organizations man and held him until the Sheriffwas: able to get there. would take that under advisement and discuss it. Proclamation recognizing Aledo High School interns, Brady Meins and Cooper Reed, City of Aledo Interns, for services to the City of Aledo during the 2023/2024 School Year. Mayor Nick Stanley presented Proclamation's to Brady Meins and Cooper Reed for the the work they did for the City of Aledo as Interns. They were here working with the staff and learning about how the city operates. This was a great opportunity for both the City and the young men. We were glad to host them and b. Presentation on the audit for the Fiscal Year ending September 30, 2023, Kim wish them well with their future endeavors. Knox-Lewis, BMY. Ms. Kim Knox-Lews of BMY was present to give an update on the recently completed financial audit for the Fiscal Year ending September 30, 2023. Ms. Knox went over the findings of the Audit giving explanations to the Council regarding the Assests, Liabilities and Fund balances. As well as Capital Improvements. Ms. Know answered questions of the Council. Ms. Knox stated that in the past 53 weeks they had completed 3 years of Audits for the City of Aledo. The City is now caught up. This was a clean Audit with no issues to report. Ms. Knox thanked City Manager Noah Simon, Finance Manager Jennifer Garrett and CFO Doug Martell with their help in getting this Audit done. 5. CONSENT AGENDA: All items listed below are considered routine by the City Council and will be enacted with one motion. There will be no separate discussion of items unless a Council Member requests, in which event the item will be removed from the general order of business and considered in its normal sequence. Approval of the Consent. Agenda authorizes the City Manager to implement each item in accordance with the staffrecommendation. The Consent Agenda was presented as follows: a. Consider approval of the City Council meeting minutes from the following meetings: i.A April 25,2024, City Council Meeting. b. Consider approval of Resolution 2024-157, a Resolution appointing Jennifer Garrett and Whitney Walters as Assistant City Secretaries for the City of Aledo. Consider approval of Resolution 2024--167, al Resolution appointing Luis Gatica, Public Works Director as the voting member and Noah A. Simon, City Manager, as the alternate to the City of] Fort Worth Wholesale Advisory Committee. d. Consider and approval of Resolution 2024--169, a Resolution approving an Interlocal Agreement with Aledo ISD regarding the design, installation, and maintenance of an Aledo FFA sign. e. Acceptance of the Fiscal Year audit ending September 30, 2023. Motion was made by Mayor Pro Tem Nelson Rowls, seconded by Councimember Shane Davis, to approve the consent agenda as presented and remove item 5d to be discussed separately. Motion carried 4-0 6. REPORTS AND UPDATES: Reports and Updates are prepared for informational purposes and will be accepted as presented (there will be no presentations associated with the report items). The City Council may discuss information presented in the reports, but no action will be taken on these items unless listed as an action item below or placed on a future agenda. a. UV system at the wastewater treatment plant. Director of Public Works Luis Gatica addressed the Council in reference to the UV system at the wastewater treatment plant. Luis stated that the UV System is the last part ofthe disenfection process and the Modules and brain ofthe system is failing. We needa new system. The new expansion project is at least 2/3 years out before it is implemented. We cannot wait that long as the TECQ has visited us and stated that this is an alleged violation and needs to be repaired/replaced within 6 months to avoid a violation and fine. On the May 23, 2024 Agenda we will be proposing to purchase a new retro-fit system that can replace the existing system for $315,000 and can possibly be used with the new expansion project that could save us a lot of money. If any item requires a public a, Discuss and consider approval of Resolution 2024--159, a Resolution amending the Agreement between the City of Aledo and T2 Professional Consulting to Motion was made by Councilmember Shane Davis, seconded by Mayor Pro Tem Nelson Rowls to approve Resolution 2024-159 amending the agreement between the City of Aledo and' T2 Professional Consulting to assist the City in creating an assist the City in creating an Aledo Police Department. Aledo Police Department as discussed. Motion carried 4-0 b. Discuss and consider approval ofResolution 2024--168, a. Resolution authorizing the City Manager to enter an Agreement with Revize, LLC for website Communications and Engagement Manager Whitney Walters addressed the Council in reference to this item. She stated that she was tasked with updating and/or developing a new City Website when she was hired with the City. The one that is currently being used is Civic Plus. Itis outdated and needs a redo. In looking around at various sites and companies we have found that Revize, LLC has become very popular among cities and has been around for over 20 years. They currently work with many small cities and have won numerous awards for their work. They will make the website ADA Compliant and the content will be much easier for staff as well as citizens to move around on the website. We will be adding fillable forms and lots ofi new and exciting things to the website. Mayor Stanley asked about Security, such as when citizens have to submit sensitive information for water accounts or for bid processes, etc... Whitney stated that there have been no: issues with security breaches for this company. Motion was made by Councilmember Shane Davis seconded by Councilmember Shawna Ford to approve Resolution 2024-168 authorizing the City Manager to enter into an agreement with Revize, LLC: for website development. development. Motion carried 4-0 Item 5(d) that was pulled from the Consent Agenda: Consider and approval of Resolution 2024--169, a Resolution approving an Interlocal Agreement with Aledo ISD regarding the design, installation, and maintenance of an. Aledo FFA Alexa and other AISD students as well as the Director of the FFA addressed the Council in reference to the City approving an Interlocal Agreement with Aledo ISD regarding the design, installation and maintenance of an Aledo FFA Welcome Sign. The FFA wants to put up a Welcome sign to promote Agriculture. It is a very important part of the community. Iti is part of Aledo's historical roots and shows our hospitality and leadership. This is very popular in other cities and the FFA will provide all of the maintenance. The location would be by the Clearfork Materials location on Old Annetta Road.
