Confident that they will work with us on VATI Grants but concerned they would notl be able to fund as much as TDS. Also, T-Mobile has acquired US Cellular and because oft the: 5-G assets, especially int the. Johns Creek area. T-Mobile may be able to roll out their internet capabilities to that area. He also wanted to express support for Mr. Matyas idea to form a technology committee responsible for planning and reviewing the County technology projects. And that committee also absorb thel broadband committee and take on those responsibilities and Mr. Bellassai would volunteer for that committee as well. C.Bill Wolf, Preserve Craig, Mountain Valley Pipeline Update- Mr. Collins updated the Board on behalfofMr. Wolf. The Forrest service had a news release that MVP will be restoring along the ride ofway with the scenic views and restore the views with trees, D. Woody Lipps, Craig Valley Railbed Trail - The Railroad Bed Committee-Mr. Lipps updated the Board, VDOT timeline remains the same. Environmental documentation has been completed and a draft will be ready by September to December. The Cultural resources inventory has been completed that is now: in the Department of Historical Resources will be reviewed after the Environmental documentation is completed and there will be a Public Hearing on that documentation and at that point between 30 and 50 percent ofthe planning will be completed and the detailed design work. This or next month the contract work will continue, hoping some oft the mud holes will dry up, possibly in August. HEAR THE PUBLIC Mr. Spence opened the hear the public at 6:23 pm, first we will hear a presentation by the Craig Presentation by the Craig County Farmers Committee regarding Land Use Angie Guthrie Potton, Member oft the newly formed Craig County Farmers Committee concerning land use. There will be three presenters this evening that will go over the plan they put together. She wants to thank all the Farmers that are here tonight for their support. She believes that farmers and farms are the backbone oft this community. The Committee was formed by farmers to look into land use and come up with aj plan for Craig County. They believe it is important for our County to approve this plan for the preservation of our Farmers. Land Use was implemented back in 1971 for the purpose of preservation of farmland. There is a petition that is circulating the support for land use and will report back to the Board on the progress in a couple of months. Presentation Packet provided to the Board including surrounding counties that have land use with Rebecca Frango, Spoke about what land use is, the purpose of land use, and when land use was established and the reduction of taxation. She reviewed the application for qualification, and the different types of land use from open land, forestry and griculumal/horieulumal or recreational and conservation, among others. Ms. Frango reviewed the cost of the application and the validation process regarding market value and use assessment. Its' a voluntary program and will ensure open spaces and farmland the county cherishes. She reviewed with the Board the how the program deferrers the taxes per the Virginia Code and gave examples for the Board. Mr. Labiosa asked about transferring the property, Ms. Frango answered she would need to fill out an application for the program. Mr. Labiosa asked if the property changed hands from father to daughter would she need to pay the deferred taxes. Ms. Frango answered no, as long as she would still be using the property for farming but would have to fill out and pay for an application fee. Mr. Jim Joyce, gave thel Board examples of deferred taxes using aj property (home site and home), with barns, and acreage devoted to agriculture. He showed examples oft the cost/taxes to the county. Mr. Joyce spoke about the importance ofusing land use as an investment, ofl keeping rural land, rural as farmland protects view sheds, food sources, and water quality. The Department of County Farmers Committee regarding Land Use. values, FAQ, and DRAFT Agriculture studied the cost of community and has shown that farmland generates more in local revenue and uses very few services from local government. In contrast, residential areas create a burden, with fire'rescue/schools and urban sprawl. Farmland facilitates development to more dense areas. In addition, farmland uses less community services sO taxing thesel lands more equitable and bringing taxation in line with the amount of government services these lands require, says it all. Mr. Joyce commented that Land Use brings good stewardship to thel land. He reviewed SLEAC (Virginia Tech Formula for Land Use) and gave examples, understanding and utilizing the economic opportunities with land use. Can be applied to beef cattle or smaller acres, in keeping those economics in the county. What would the counties intake on land usel be? Virginia Cooperative Extension did a survey ofhow much of the eligible land (percentage oft the county) and how much time dedicated in administrating the program. The average administrative timei in the study is 51 hours per year. Times did vary depending on size ofatreage'pereentage eligible for program. If we continue to tax agricultural land without Land Use, we will tax Craig County out of existence. Monitoring the results oft this work over time gives us an idea of maintenance necessary to insure the desired trail condition. DRAFT Ar recent inspection found the trail to bei in good shape. The tread remains solid and free from erosion. Mowing has been sufficient to maintain the width of the trail. Future vegetation management is needed tot fully eradicate invasive species like Multi-flora Rose and Autumn Olive. These species are the most likely to encroach on1 the trail and require regular maintenance to keep them trimmed back. Removal of dead and dying trees alongt the trail has reduced down trees across the trail. Work is still planned to raise the trail level for about 3001 foot distance at the school end to get above occasional standing water. Both bicycle andi foot tracksi indicate at least a moderate level of use. VDOTTimeline: Remains unchanged. Cultural Resource Inventory being reviewed by the Department of Historic Resources. Engineers continue to make field notes and take detailed measurements while working on the design. Some maintenance activity is anticipated between Mill Creek and the county line in August. This would include de-watering andi filling mud holes. With: some VDOT assistance, volunteers are planning to resume removing tires and trash when colder weather returns in the fall. Thirty-Day Operational Burn-In After all system and equipment testing is complete, we will require the system be operated and maintained for a period of 30 consecutive days without adjustment or repairs except for those authorized by Craig County. CTA will provide oversight for this "burn-in" period, monitoring the process, reviewing test data, and analyzing failures and problems identified. System Cutover CTA will participate in on-site system cutover. We will monitor the cutover and document any system issues. Prior to cutover, CTA will develop an issue-reporting form to distribute to all radio system users, SO1 they are aware ofl how to report issues after cutover. CTA also recommends setting up a hotline, which users can call during or after the cutover ift they are experiencing problems. CTA will document each issue reported and track the issue until it is resolved by the Contractor. At this point CTA will recommend conditional acceptance of the system. Final Punch-list Resolution of punch-list items. After system cutover, CTA will provide the final acceptance punch-list which documents all ongoing issues with the new: radio system. Craig County Poor Farm After the Revolutionary War, care for people facing poverty in Virginia ceased to be the responsibility of Anglican parishes and instead was managed by county-appointed "overseers oft the poor." Craig County, formed in 1851, initially assisted the poor outside of institutions but in 1892 established a 250-acre working farm here as ai residence for those unable to support themselves, often because of age or disability. Residents provided labor as they were able. The property, listed on the National Register ofHistoric Places, included three cottages, a superintendent's) house, outbuildings, and a cemetery.
