The Pledge of Allegiance followed. AGENDA AMENDMENTS: None. COMMISSIONER DISCLOSURES: Pursuant to Code of Virginia 2.2-3708.3 and Town of] Purcellville Resolution 21-06-06, Mr. Neham has requested toj participate in this meeting by electronic communication from a remote location that is not open to the public. Due to a medical condition, Mr. Neham will be participating in this meeting remotely from his home. As required by law, aj physical quorum of the Planning Commission is present in the Council Chambers, and Town Staffhave arranged for the voice ofMr. Neham to bel heard by all persons in the Council Chambers. Mr. Neham made the request within the timeframe required by policy and the Town Attorney has determined that his request meets the requirements for remote participation. The Planning Commission will record in its minutes the reason for Mr. Neham's remote participation and the location from which he participated. APPROVAL OF MINUTES: The Commission agreed unanimously. CITIZEN COMMENTS: Council Liaison Bertaut motioned to approve the drafted minutes from the March. 215 meeting. None. PLANNING! STAFFI REPORT: Planning Manager Lawrence provided the Commission with updates, and answered questions, on thej projects within the Town. Hei then briefly summarized the Economic Development Advisory Planning Manager Lawrence announced that the Planning Commission and the Town Council Vice Chair Neham requested for the Planning Commission to receive completed sections ofthe Zoning Ordinance draft tol begin reviewing. Planning Manager Lawrence explained that a completed final draft will be ready for review following the joint meeting on May gth.The Commission then discussed the rest oft the Zoning Ordinance review and process of completion. Commissioner Ogelman made the following motion: "I move that the Town Staffi return the Zoning Ordinance document drafts, including the map, to us by close ofbusiness this forthcoming Monday, April 22, with whatever changes they already made." Committee meeting on. April 15th with the property owners of21st Street. will have a joint meeting scheduled May 8th, 2024, at 6:00pm. The motion carried (6-0-1 absent). Commissioner Ogelman asked about the status OfESMT-20-05, Town Attorney Hampshire advised the Commission to discuss this project in a closed session. The Commission requested to have a closed meeting with the Town Attorney regarding ESMT-20-05/Lot 74 at the next regular meeting on May 2. ACTION ITEMS: None. DISCUSSIONI ITEMS: Planning Commission Focus, Goals, and Expectations April 2024. The Commission discussed and made edits to the list. Vice Chair Neham drafted a list ofthe priorities and goals oft the Planning Commission as of Vice Chair Neham shared "The Planning Commissioner's Role", an excerpt from The Planning Commissioner Handbook. Thel list and excerpt are attached. Zoning Ordinance Review The Commission approved oft the addition ofthe Family Day Home draft insert for the Zoning Ordinance that was presented by Zoning Administrator Wilkes at the last meeting. Planning Manager Lawrence will have an insert for Wireless Communications Infrastructure drafted for the Commission: to review ati the next meeting. COUNCIL REPRESENTATIVE REPORT: 21 Fu Council Liaison Bertaut expressed excitement for the upcoming, joint meeting with the Town Council. PLANNING COMMISSIONER COMMENTS: floodplain regulations are viewed in the Zoning Ordinance.
