AR  1811 Buchanan, VA  Minutes of Called Emergency Council Meeting  October 16, 2023 Present:  Mayor Tristan Harris Vice Mayor Chris Witt Councilmember Marty Rickman Councilmember. James Manspile Councilmember James Eubank  Mayor Harris called the October 16, 2023, emergency Council Meeting to order at 7:00 p.m. This meeting was held int the Council Room. Town Manager George Hayfield took roll call. With five Mayor Harris made a motion to go into closed session fort the purpose of discussing matters exempt from the Virginia Freedom ofl Information Act section 2.2-3711.1 personnel matters with a second from  members of Council present, a quorum was established.  Councilmember Manspile. The motion was carried by a roll call vote of5 5-0.  Closed Session started at 7:03 pm. Closed Session ended at 8:01 pm.  Mayor Harris stated the certification of the closed session. Councilmember Manspile made a motion to approve the certification with a second from' Vice Mayor Witt. The certification was approved withar roll  call vote of5-0.  Recommendations from the closed session are:  Going overa and updating the employee handbook including rules and regulations, code of conduct, and disciplinary actions including a disciplinary process including termination. Recommend reaching out to a personnel specialist to consult with to complete the handbook.  That will bei for Town Manager Hayfield to take care of. Recommendations for Town Manager Hayfield and Council going forward:  The new: zoning code will be looked over by the planning commission in the November meeting. Council needs to gett the 6-month evaluation paperwork fori the Town Manager in the next  Potential rewrite of the Town Code.  Town is past due for a rewrite of the Comprehensive Plan.  couple of weeks.  1    Councilmember Eubank stated the person who makes the stages would like to phone in at the next Councilmember Manspile made a motion to adjourn with a second from' Vice Mayor Witt. With no  Work Session to discuss any questions. Council agreed to the discussion. further discussion, the motion was carried with av vote of5-0.  Adjournment was at 8:13 pm.
