Discuss Updating Massage Regulations (Continued from August 28, 2023) Michael Fellows, Community Development Manager presented the report and sought Commission feedback. Community Development Manager Fellows presented background information from the Planning Commission workshop held on August 28, 2023, regulations of five cities in San Diego County: El Cajon, Escondido, National City, San Marcos, and Santee: and process timeline. After deliberating over potential regulations, the Commission directed staff1 to develop and present a proposed ordinance for their review at thei next regularly scheduled meeting on Monday, October 25, 2023 with regulations for siting and operational criteria for massage establishments based on  their recommendations.
