We have held interviews for the Records Clerk position and will be filling it soon. We. have two new police officers who are currently in training. We hope one will be solo by mid-2024; the other is attending the academy and will be solo by mid-2025. We currently run 12-hour shifts for patrol staff and corporals (Day Shift 6 AM - 6F PM, Graveyard 6 PM - 6AM). Due to staffing levels, the Corporal overlap shift is not used. The Sergeant and Chief work a standard 8-hour shift Monday Through Friday. 4. Volunteer Unit This month, the volunteer unit was used for office duties. The volunteer unit put in 95.05 hours during June. The Police Department could only function with the support of our volunteer unit. The volunteers assist with records, property and evidence, special events, vacation home checks, and other collateral duties as assigned. 5. Mule Creek Prison Water including the presence ofVOC's in their prison discharge. This was identified in 2018 and today the prison water remains unsolved. On October 21, 2021 the Regional Board ordered additional monitoring and reporting requests from VOC for all parties including cities, ARSA, flows into the Tertiary Plant and CDCR. Jim Scully provided a memo from the Department of Correction and Rehabilitation ini response to a Public Records Request dated October 5, 2023. Dominic Atlan is not employed or contracted with CDCR but rather the Prison Industry Authority (PIA). Inadequate Industrial Waste Stream TratmentMamagme-te current wastewater treatment plant is designed and operated to effectively treat domestic waste, but not the industrial waste stream generated by the various documented industries operating within the prison. These Prison Industry Authority (A.K.A. C Cal PIA)i industrial operations include meat packing, laundry, sewing, garment assembly, coffee roasting and lunch packaging. Mr. Atlan does work for PIA, which ist the source of the contaminants in the water. Since Mr. Atlan is an employee of PIA, Is strongly suggest he be removed from the Wastewater Committee and replaced Mitzi Windley--it doesn'tseem like there is a public comment after the Council meets or speaks. Councilmember Atlan commented that it is a "circus"and it was a circus. Everybody has the right to their opinion and speak. There was discussion with the City Manager and Mr. Atlan prior to the Park & Recreation Commission meeting that this was going changed before it was presented to Council. Mr. Atlan, Council representative for the Parks and Recreation Commission commented that the decision oft the Commission was that the Owens Family and the Shearer Family can pick any the existing Adopt-A-Park Program. bench they want and the medal bench in the packet is to be used for the program At this time, staffi is requesting approval of the Ione Memorial Garden. The costs for the garden will be covered by donations and volunteers. Chad Simmons Landscaping will donate their time, the plants and the rocks for the garden. The maintenance oft the garden will be done by volunteers and members close to the Shearer family. The water used to keep the garden will come from a 2" water line, steaming from an existing 4" irrigation pipe already in place by the Castle Oaks Mayor LaFayne commented that she put together an informal policy that the City could adopt SO it would be a streamline process for someone who wanted a memorial bench and gave it to the former Interim City Manager. Adoption of Resolution No. 2024-13 Senate Bill 1 (SB1) Road Maintenance Project for FY2024-2025 - Jodi Steneck, Finance Manager presented the Council with a list of what streets should be included in a street rehabilitation program for 2024-2025. After discussion, the Council would like the City Engineer to review the list ofstreets and his recommendations on which roads are the worst or where you can get your most value for the money; and also, the fund balance in the Gas Tax Money and SB1 at the next meeting. Vice Mayor Wratten that the City Engineer look at the Pavement Management Plan since the last one was done in Larry Rhoades, West Marlette is caving in and hoped the City would use. ARPA 3. Discussion regarding the Process to Amend the Duties and/or Compensation for the City Clerk - Andy Pinasco, City Attorney commented that General Law cities are required tol have a City Clerk. The elected City Clerk is an independent voice in City Hall. The City Attorney then reviewed with Council and the public the duties of the current City Clerk and also, the mandated duties as required by California State Law. Fundamentally, the City cannot remove from the City 2015. funds for the repairs. Clerk the statutory duties identified in California Law. However, just as the City Council has the authority to assign additional duties the City Clerk by ordinance, it also has the authority to remove those duties by repealing or amending the same ordinance. Ifthe City were to repeal Section 2.08.050 oft the IMC, the City Clerk's duties would revert back to only those required by the Sate Law. Notwithstanding the Council's authority to set the City Clerk's compensation, the City Council is not authorized to set the compensation for a City Clerk at such a low level that no competent person would agree Larry Rhoades, it was not her fault that the Clerk was not doing some ofl her duties, they Kelly Traverso, I am confused why you: are lowering the City Clerk's pay when she is doing a good job with sO little pay and replace her with someone else. It does not make Staci Mitchell, Ia am here to support Janice. After listening to all the duties that she is doing, she deserves twice the amount she is making. You cannot take our votes away-- that is something that really bothers me. Ijust don'tsee why you want to do that to her. At the last Council meeting, our Mayor continually blocked other Councilmembers to speak on items that were outlined on the agenda and made condescending remarks to the public continuously yelling "out ofo order" to any person who did not have her same opinion, or personal agenda. Thisi is not the first meeting that the Mayor has led, that left the public disrespected and has actively created division among the Council, staff and the public. As Mayor you set the decorum and run the meeting in aj professional and respectful manner. Yet, time and time again you have shown that you are incapable. You berating Janice at the last meeting over office hours is beyond disrespectful--she does not control office hours. You berating her over office hours was nothing but aj personal attack Janice and. In light of the Mayor's behavior, I believe it is the City Council and the voting public best interest to remove Alison LaFayne as our Mayor, and appoint Diane Wratten as Mayor. My vote is tol keep the City Clerk as an elected position with oversight by the public and not this Mitzi Windley in the past we knew what the discussion was and then the public would speak. The fee increases are very minimal but will help off-sêt the rising costs associated with maintenance of Howard Park is used by not only the entire County of Amador, but also surrounding areas such as Lodi, Stockton, etc. The rental ofEB Hall is very popular for Quinceaneras, fund raisers, large gatherings, etc. The City has noti increased, or updated fees for this facility in at least six years. With continually rising costs for maintenance, supplies and other resources, Staff feels it'sa good time to minimally increase fees and streamline the Fee Schedule. DISCUSSION: At the May 28th meeting oft the Parks & Recreation Commission, they recommended the approval of the City Council oft the Howard Park and EB Hall Fee Schedule Update. Given that the fee structure has not been updated in years and costs to maintain the facilities keep rising there is aj need for a slight increase. The increase will be minimal and will still provide a much valued recourse to our community well under the going rates of other similar facilities. Staff recommends that we increase the fees to rent EB Hall by a total of$105. We also recommend increasing the fee for the Amphitheater/Stage from $10 to $100. The outdoor area referred to as the "Beer Garden" has always been rented along with thel hall but since it is such a popular area, we suggest renting it independently oft the Hall for a fee of$195. We have also had many requests to rent the grassy area near the Hall, referred to as "Picnic Hill" and the Skate Park sO Staff also recommends renting those areas out as well for a fee of$100 per area. This increase is minimal and will open up the possibilities for facility use at Howard Park. Int the past years one oft the parties that have rented thel Hall is the organization that holds the annual "Party to Pardee" fundraiser event. This event is huge with over 3,000 attendees annually and completely takes over the park. With the charge for each area being separate from the EB Hall rental, the City has an opportunity to charge large scale events al little more. Currently they are only being charged for the EB Hall rental and a $1 per car "parking fee". Because it is almost impossible to determine how many cars are parked, we propose changing the wording oft this fee from a "parking fee" to an "attendee fee". This fee can be used towards to maintenance and In addition to the few proposed increases, Staff has changed some wording and made the overall Fee Schedule easier to read and understand by combining language regarding deposits, etc. from several lines to one-line item. DISCUSSION: At the May 28th meeting of the Parks & Recreation Commission, they recommended the approval of the City Council oft the addition of an eternal flame to the existing Veterans Memorial Park. Jake Herfel has been hired as the project manager, and he has put together a comprehensive set of plans and specs for the flame. The calcs have been prepared and stamped by a structural engineer. All work shall be done under permit issued by the City. The only component of the project yet to be finalized is the source oft the natural gas needed to fuel the flame. There are two options; one being that the bank allows the foundation to run a splitter that allows just enough gas to run the flame. Unfortunately, this does not seem to be a viable option at this time. Option two, the City line would need to be tapped into, with thel help and guidance ofthe Public Works Division. Either way, the amount of gas needed is sO minimal it will most likely not increase the gas bill, but the foundation is happy toj pay for any and all associated The tower will be placed behind the wall of names and will rise above it with a continual flame.
