AVALON CITY COUNCIL MEETING TUESDAY, JUNE 18, 2024 MINUTES CALL TO ORDER-5:00 p.m. ROLL CALL-Present via Teleconference and In-Person: Mayor Anni Marshall, Councilmembers Lisa Lavelle, Michael Ponce, and Mary Schickling. Also present: City Manager David Maistros, City Attorney Scott Campbell and Deputy City Clerk Gabrielle WRITTEN COMMUNICATIONS-The City Clerk's office received one written communication regarding Item #10 Planning Commission Appointments. The written communication has been provided to the City Council and will be on file in the City Morones. Absent: Councimember Yesenia De La Rosa. Clerk's Office. PRESENTATION - None. CONSENT CALENDAR-Ihere were 5 Items on the Consent Calendar. Motion to approve Items #1-#5 made by Michael Ponce, seconded by Lisa Lavelle. Warrants Approved warrants from the General Fund in the amount of $939,322.32, one payroll totaling $245,113.75, three electronic fund transfers totaling $139,051.05 totaling $1,323,487.12 for May 27, 2024 through June 7, 2024. Gann Appropriations Limit for Fiscal Year 2024-2025 2. Adopted Resolution No. 24-20 of the City of Avalon Establishing an Appropriations Limit for Fiscal Year 2024/2025 Pursuant to Article XIII B of the California Constitution. 3. 2024 Conflict of Interest Code-Biennial Notice Directed the City Clerk to notify all City Departments and advisory bodies that have previously adopted conflict of interest codes, of the biennial review requirements for such conflict of interest codes. Required all departments and advisory bodies that have previously adopted conflict of interest codes to review such conflict of interest codes and report to the City Council any amendments, or report that no amendments are necessary, no later than October 1, 2024. Resolution Adopting List of Projects for Annual SB1 Allocation 4. Adopted Resolution No. 24-21 of the City Council of the City of Avalon Adopting a List of Projects for Fiscal Year 2024-25 Funded by SB 1: The Road Repair and Accountability Act of 2017. Resolution Approving New City Clerk Job Classifications and Descriptions Adopted Resolutions No. 24-22 of the City Council of the City of Avalon Adopting City Clerk Job Description and Classification. PUBLIC HEARING 6. Public Hearing and Submittal of Property Related Fees to Los Angeles County for FY24-25 Property Tax Roll - Sewer, Saltwater, and Solid Waste Fees 1. Mayor Marshall opened the public hearing on whether to collect the annual trash collection service fees, grease collection service fees, sewer user fees, and saltwater charges, on the property tax roll by the County of Los Angeles. 2. No comments were heard and Mayor Marshall, closed the Public Hearing. Itv was determined that there was not a majority of property owners who submitted formal written protest to the proposed Sewer, Saltwater, Solid Waste, and Grease rate increases. Adopted four resolutions adopting reports of the annual sewer charges (Resolution No. 24-23), saltwater charges (Resolution No. 24-24), solid waste (Resolution No. 24-25), and grease (Resolution No. 24-26). 3. Directed the City Clerk to request Los Angeles County to place the fees on the Motion to approved made by Lisa Lavelle, seconded by Mary Schickling. Adopted Resolution No. 24-27 of the City Council of the City of Avalon Adopting Motion to approve made my Lisa Lavelle, seconded by Michael Ponce. Authorized the City Manager to execute an amendment to the contract agreement with CR&R, Inc. to add a voluntary residential Saturday trash service from the Saturday proceeding the 4th of July holiday through Labor Day' Weekend Motion to approve made by Lisa Lavelle, seconded by Mary Schickling.
