TOWN OF GEORGETOWN BOARD OF SELECTMEN June 25, 2024 Regular scheduled meeting minutes CALLIOORDERPIEDGE OF ALLEGIANCE The Georgetown Board of Selectmen held a regular scheduled meeting on Tuesday, June 25, 2024. The meeting was held at the Georgetown Town Hall, 404 6th St. with the option toj join virtually. The meeting was streamed live via the town website: owmogcerctoNnIs, hosted by Town Clerk, Jennifer Yobski. Police. Judge Kelsey called the regular meeting to order at 6:00 p.m. ROLLCALL Police Judge Kelsey took the roll call, Selectmen answering in-person were Amanda Cooper, Jon Jennings, Dwayne Goscinski, Mary Smith, and Rich Barrows. Virtual attendance: Rob Connell. MINUTES APPROVAL June 11,2024, Regular scheduled meeting sent out to the Board prior to the meeting. Police Judge Kelsey gave. Jennifer Yobski, Town Clerk, a few typo corrections and these were Selectman Smith made a motion to approve the June 11,2024, regular scheduled meeting minutes as amended, second by Selectman Barrows and the motion passed with unanimous vote. NEW AND UNFINISHED BUSINESS 1. Introduction of New Executive Director for Victim's Advocates - Christopher Gould Kat Foreman appeared to introduce herself as the new. Executive Director for Clear Creek County Victim's Advocates. Chris Gould could not attend the meeting. Ms. Foreman explained she has experience working with non-profit organizations, in Park County and Jefferson County. She has completed her training for Victim's Advocates and has an office in and Kat Foreman Idaho Springs in the Health & Wellness building. 2. Liquor License Authority - Transfer of Ownership for Mother's Saloon The Board of Selectmen convened as the Georgetown Liquor License Authority. Bethany Hindson ofTex and Sue LLC: submitted a' Transfer of Ownership for Mother's Saloon at 1414 Argentine St. on 6-4-24. Jennifer Yobski, Town Clerk, sent the application packet to Town Attorney, Gerald Dahl, and he determined all the appropriate documents Selectman Cooper made a motion to approve the Transfer of Ownership of Mother's Saloon from Mother's LLC to Tex and Sue LLC, second by Selectman Jennings and the were submitted for the Transfer of Ownership. motion passed unanimously. 3. Police Report - Acting Marshal Gaskins Gaskins received a police call during the meeting and left to answer it and returned to the meeting after agenda item #7. He gave his police report which had' been distributed to the Board prior to the meeting. Gaskins reported that there has been an increase in calls with the summer season. He also reported that he has been told there is an eight-minute time response for. Jeffcom dispatch, so he has been giving people his cell phone number in case of emergencies. Gaskins stated he is working on this issue with. Jeffcom dispatch. Page 2 6-25-24 Selectman Smith would like Gaskins to report to. Jeffcom 911 the calls he receives SO they can be Police Judge Kelsey stated she understands that the county isi in a transition time with Jeffcom tracked and counted for as calls from Georgetown. dispatch services and thanked Gaskins for his services. 4. Police Officer Job posting The Board reviewed the Police job description and advertisement. The ad will be placed on the Town's website, ini the Clear Creek Courant newspaper and its affiliate mountain newspapers, and with the Colorado Municipal League (CML), and. Jobl Finder. The pay range Selectman Barrows made a motion to approve the Police Officer Job Description and to allow the Town Administrator to post the position publicly, second by Selectman Jennings is:$55,000-72,500. and the motion passed with unanimous vote. 5. Jess Jones, Marketing and Events Manager Ms. Jones appeared and stated she was tasked to bring before to the Board the question of making 6th St. a one-way, to try to bring the train visitors downtown. There are the concerns ofs special events, Christmas Market and the Truck Haul route. Police Judge Kelsey said in the past, the idea has been tested out with 6th St. heading east and 7th St. heading west. She added that 6th St. was designed for two-way traffic with parking on one: side. She also had concerns about residents getting to the post office. Selectman Smith suggested Ms. Jones retrieve past parking studies that have been completed and get feedback from the Clear Creek Fire Authority. Mr. Keuroglian mentioned the truck haul route. The Board was supportive of Ms. Jones conducting research on the proposed idea of making 6th St. one-way. Ms. Jones announced the Olympics Fortune Field Day on. July 25-26, 2024, and distributed information on the event to the Board. The event will bring the Clear Creek County community together for a day of games in honor of the Olympics being held this year. A torch will be passed throughout the county on. July 25th and games will be played on the 26th in Georgetown. 6. Ordinance #7 (Series 2024) Public Hearing and Second Reading AN ORDINANCE AMENDING SECTION2.24.010 OF THE GEORGETOWN MUNICIPAL CODE CONCERNING LAW ENFORCEMENT Police Judge Kelsey opened the public hearing at 6:26 p.m. The ordinance changes the title ofTown Marshal to Police Chiefa and states that the Town Administrator will give an annual review of the Police Chief for use oft the Board of Selectman Smith gave minor corrections for the ordinance to Town Attorney, Gerald Dahl. There were no public comments. Police Judge Kelsey closed the public hearing at 6:29 p.m. Selectmen. Ordinance #8 (Series 2024) First Reading AN ORDINANCE AMENDING CHAPER 17.28 OF THE GEORGETOWN MUNICIPAL CODE CONCERNING SUBDIVISION PLAT AMENDMENTS AND REVISING AND. RELOCATINGTHE PROCEDURE FOR ADMINISTRATIVE PLAT Mr. Dahl explained that the Town received ai request from one oft the deed restricted Bighorn Townhome owners to remove the deed restriction from the plat note. The deed restriction limits the number of days the owner can occupy the townhome and the remainder oft the time, the hotel is supposed to rent out the property. (Highline Management is the third-party Selectman Smith suggested getting the Planning Commission involved in the process for plat corrections and Mr. Dahl agreed that was a good idea and tol have them give a written recommendation to the Board. Selectman Smith asked how else the plat corrections would be utilized? Mr. Dahl answered for shifting lot lines for property owners. Selectman Jennings made a motion to approve Ordinance #8 (Series 2024) on first reading with the addition of a new subparagraph 5 on page 2, the application shall first be reviewed by the Planning Commission at a public meeting in which the commission will provide a written recommendation to the Board of Selectmen, second by Selectman CORRECTIONS company that has been renting out the townhomes.) Resolution WWE-I(Series 2024) ARESOLUTION OF THE BOARD OF SELECTMEN FOR THE TOWN OF GEORGETOWN, COLORADO APPROVING Al FEE SCHEDULE FOR WATER Mary Sims, Town Treasurer stated that she and Ryan Zabel, Public Works Supervisor, determined that this year for the annual water/sewer increase, only sewer fees need to bei increased. This is due to the water loans that have been paid offa and the increase in the price of chemicals for the sewer. The annual increase will be $3 per EQR. Selectman Smith made a motion to approve Resolution WWE-I(Series 2024), second by Selectman Jennings and the motion passed with unanimous vote. ARESOLUTION OF THE BOARD OF SELECTMEN FOR THE TOWN OF GEORGETOWN, COLORADO ADOPTING AN ACTION PLAN IN COMPLIANCE WITH HB21-1110TO MAKE GOVERNMENT SERVICES ACCESSIBLE TO ALL AND SEWERFEES 9. Resolution #8 (Series 2024)HB21-1110- Website Accessibility MEMBERS OF THE PUBLIC Page 4 6-25-24 Kazia Hart explained that iti is required for municipalities to have an action plan inj place by July 1,2024, regarding HB 21-1110, which calls for government services accessible to all members oft the public. Resolution #8 (Series 2024) is the action plan for HB 21-1110 for Georgetown. Selectman Smith asked how this house bill will change Georgetown's: system? Ms. Hart stated that some oft the PDF's off the website will need to be removed such as past agendas and minutes. These documents will still be available at request from the public, and there will be a message on the website notifying people ofl how to make ai request to obtain their requested documents. Selectman Cooper made a motion to adopt Resolution #8 (Series 2024), second by Selectman Goscinski and the motion passed unanimously. 10. Appointment for Administrative Policy Review Committee The town advertised for a citizen from the public to join the Administrative Policy Committee and received letters of intent to join from Bruce Shank and Kerry Ann Mchugh. They both appeared and Ms. Mchugh asked the Board ift the committee could have two citizens from the public join it. Police Judge Kelsey stated the number of people on the committee was set sO it would be an odd number of people for voting purposes. Mr. Dahl reminded everyone that ifav vote were a tie, it would mean it failed. Selectman Smith and Cooper thought it would be good tol have two citizens for quorum Selectman Cooper made a motion to appoint Kerry Ann Mchugh and Bruce Shank to the Administrative Policy Review Committee, second by Selectman Smith and 11. Auditor's request to file for extension of time to file Audit Year End December 31,2023 Town Treasurer, Mary Sims stated that the Auditor requested an extension of time to file Audit Year End December 31, 2023. Auditor Tim Mayberry has had health issues and will have the audit for review and approval by the August meetings and the Selectman Smith made a motion to approve the request to extend the audit until September 30, 2024, second by Selectman Jennings and the motion passed with DISCUSSION! ITEM- Common Consumption Area in the Historic Downtown District Ms. Hart distributed a revised spreadsheet from the one that was in the Board packet that compared Communal Outdoor Dining Area (CODA), Common Consumption Area with an Entertainment District and Special Event Permits. This notice will be posted at the regular posting locations. ) Bighorn Crossing Development Project - The building permit has been given for the Lakeview Flats apartments which is the next phase of the project. This will include five apartment buildings with 10 micro one and two bedroom apartments ine each building. The owner is still deciding on what to do with the 5-acre undeveloped lot adjacent to the Lakeview Flats project. EXECUTIVESESSION Selectman Goscinski made a motion to go into Executive session, under CRS24-6-402(4)00) with the Town Attorney, Town Administrator and appropriate staff to receive legal advice and instruct negotiators for a personnel matter: consideration fori increase in Acting Town Marshal Gaskin's compensation. The Board returned to the regular scheduled open meeting. Selectman Smith made a motion to approve a temporary 6% increase in salary backdated to1 1/1/24, second by Selectman Jennings and the motion passed unanimously.
