Borough of New Morgan Berks County, Pennsylvania  Borough Council Special Meeting Minutes August 23"d. 2023  The special meeting oft the New Morgan Borough Council was advertised for Monday, August 23, 2023 at 7:00pm in the offices of the Borough of New Morgan, 200 Bethlehem Drive, Suite 104,  Morgantown, PA.  Call to Order: The meeting was called to order by President Tressie M. Marroon-Bailey at 7:00 p.m. Pledge of Allegiance: The Pledge of Allegiance was led by Connie Brown-Weber, Mayor.  Attending Officials: Tressie M. Marroon-Bailey, President Doreen Smith, Vice-President Christopher C. Weber, Member Connie Brown-Weber, Mayor Borough Staff:  Ashlyn Whittingham, Borough Manager/Secretary Thomas Barbine, Finance Director  Guests: William Bailey, Scott Cahill residents. Fred Ebert, NMB Engineer. Beth Vopper, Steve  Najarian, Southern Berks Land Company. Aaron' Tappana, Panattoni.  Public Comment: NONE Business:  A. The Borough Council motioned to adopt Resolution 2023-3 for the PA DEP Sewage Facilities Planning for Southern Berks Industrial Park. Chris Weber motioned to: approve Resolution 2023-3 and Doreen Smith seconded the motion. The vote was unanimous. The B. The Borough Council authorized the Borough Manager to Complete the Planning Module Check List and Transmittal Letter with the Borough Engineer, Fred Ebert. Doreen Smith made a motion to authorize, and Chris Weber seconded the motion. The .7 The Borough Council authorized the Borough Manager to submit the Planning Module to the PA DEP with the Borough Engineer, Fred Ebert. The next Special Meeting will be held as/when needed. The next regular Borough Council meeting will be held on Monday, September 11, 2023, following the Utilities Authority Meeting at 7:00pm. Adjourn: Doreen Smith motioned to adjourn the meeting and Chris Weber seconded the motion. The  meeting was adjourned at 7:22 pm.  The special meeting of the New Morgan Borough Council was re-opened at 7:24pm.  Correspondence:  New Morgan Borough's engincer, Fred Ebert, explained that there will be a separate Planning Module created for the Residential piece oft the development.  Business:  A. The Borough Council motioned for the Borough Manager to sign al PADEP letter regarding "Assignment of Obligations from Southern Berks Land Company, L.P. undera Consent Order and Agreement" stating that the Borough is to confirm it has no present plans and is unaware of any pending or projected development proposals to expand the wastewater treatment plant. Doreen Smith made a motion to authorize, and Chris Weber seconded the  motion. The motion was unanimous. The motion carried.
