Borough of New Morgan Berks County, Pennsylvania  Borough Council Regular Meeting Minutes November 13+,2023  The special meeting oft the New Morgan Borough Council was advertised for Monday, November 134,2023 at 7:00pm in the offices oft the Borough of New Morgan, 200 Bethlehem Drive, Suite 104,  Morgantown, PA.  Call to Order: The meeting was called to order by President Tressie M. Marroon-Bailey at 7:03 p.m. Pledge of Allegiance: The Pledge of Allegiance was led by Doreen Smith, Vice-President.  Attending Officials: Tressie M. Marroon-Bailey, President Doreen Smith, Vice-President Christopher C. Weber, Member Connie Brown-Weber, Mayor-N/A  Borough Staff:  Ashlyn Whittingham, Borough Manager/Secretary Thomas Barbine, Finance Director  Guests: William Bailey, Scott Cahill residents. Steve Najarian, Southern Berks Land Company.  Public Comment: None  Minutes: Minutes from the previous meeting were reviewed. Christopher Weber motioned to approve the minutes from the previous meeting. Doreen Smith seconded the motion. The vote was  unanimous. The motion carried. Correspondence: None  The following reports were submitted to Borough Council:  Codes Enforcement Officer: None Sewage Treatment Plant: None Engineer/SEO: None Solicitor: None Borough Manager: None  Treasurer: Treasurer reports were presented to council and reviewed  Fire Department: The Twin Valley Fire Department sent the monthly report, and it was presented to EMS: The report was received from the Chiefof Operations for EMS, Matthew Welch.  Council.  Mayor: Nothing toj present    Borough of New Morgan Berks County, Pennsylvania  Doreen Smith motioned to approve the reports as given Christopher Weber seconded the motion.  The vote was unanimous. The motion carried.  Business:  A. The Borough Council approved Resolution 2023-3, a Resolution for New Morgan Borough to adopt a LERTA program, providing tax exemption for certain deteriorated areas int the! Borough. Christopher Weber made that motion. Doreen Smith seconded it. B. The Borough Council approved the Community Contribution Agreement between New Morgan Borough and Panattoni Development Company, Inc. Doreen Smith made that motion. Chris weber seconded it. The vote was unanimous. The motion carried. C.
