Borough of New Morgan Berks County, Pennsylvania Borough Council Regular Meeting Minutes September 11"h, 2023 The special meeting of the New Morgan Borough Council was advertised for Monday, September 11",2023 at 7:00pm in the offices of the Borough of New Morgan, 200 Bethlehem Drive, Suite 104, Morgantown, PA. Call to Order: The meeting was called to order by President Tressie M. Marroon-Bailey at 7:00 p.m. Pledge of Allegiance: The Pledge of Allegiance was led by Connie Brown-Weber, Mayor. Attending Officials: Tressie M. Marroon-Bailey, President Doreen Smith, Vice-President Christopher C. Weber, Member Connie Brown-Weber, Mayor Borough Staff: Ashlyn Whittingham, Borough Manager/Secretary Thomas Barbine, Finance Director Public Hearings: 1. Amendment to Section 27-903.1 of Zoning Ordinance 2. PDC Northeast LPIV, LLV's application for tentative PRD Plan Approval for the nine (9) warehouse and ten (10) single family dwellings Guests: William Bailey, Scott Cahill residents. Nicole Plank, NMB Solicitor. Esch McCombie, Aaron Tappana; Panattoni. Richard Roseberry, Jeffrey Fiore; Colliers Engineering. Beth Vopper, Steve Najarian, Southern Berks Land Company. Surrounding residents from other townships were present, also. Public Comment: See Correspondence Minutes: Minutes from the previous meeting were reviewed. Doreen Smith motioned to approve the minutes from the previous meeting. Chris Weber seconded the motion. The vote was unanimous. Correspondence: New Morgan Borough has the transcripts for both public hearings. The motion carried. The following reports were submitted to Borough Council: Codes Enforcement Officer: None Sewage Treatment Plant: None Engineer/SEO: None Solicitor: None Borough Manager: None Treasurer: Treasurer reports were presented to council and reviewed Fire Department: The Twin Valley Fire Department sent the monthly report, and it was presented to EMS: The February report was received from the Chief of Operations for EMS, Matthew Welch. Christopher Weber motioned to approve the reports as given Doreen Smith seconded the motion. Council. Mayor: Nothing to present The vote was unanimous. The motion carried. Business: A. The Borough Council approved Ordinance 2023-2 for the amendment to Section 27-903 based on a scrivener's error. Doreen Smith made that motion. Chris weber seconded it. B. The Borough Council reviewed the Tentative Plan submitted by PDC Northeast LPIV, LLC and the vote is being held until the October 16, 2023, Borough Council meeting. The vote was unanimous. The motion carried. The next Regular Meeting will be held on Monday, October 16, 2023, immediately following the Adjourn: Doreen Smith motioned to adjourn the meeting and Chris Weber seconded the motion.
