Borough of New Morgan Berks County, Pennsylvania  Borough Council Regular Meeting Minutes February 13th. 2023  The regular meeting of the New Morgan Borough Council was advertised for Monday, February 13th, 2022, following the NMB Utilities Authority meeting at 7:00pm in the offices oft the Borough of  New Morgan, 200 Bethlehem Drive, Suite 104, Morgantown, PA.  Call to Order: The meeting was called to order by President Tressie Marroon-Bailey at 7:03 p.m. Pledge of Allegiance: The Pledge of Allegiance was led by Connie Brown-Weber, Mayor  Attending Officials: Tressie M. Marroon-Bailey, President Doreen Smith, Vice-President Connie Brown-Weber, Mayor Borough Staff:  Ashlyn Whittingham, Borough Manager/Secretary Thomas Barbine, Finance Director  Guests: William Bailey, Scott Cahill residents.  Public Comment: None  Minutes: Minutes from the previous meeting were reviewed. Doreen Smith motioned to approve the minutes from the previous meeting. Tressie M. Marroon-Bailey seconded the motion. The vote was  unanimous. The motion carried. Correspondence: None  The following reports were submitted to Borough Council:  Codes Enforcement Officer: None Sewage Treatment Plant: None Engineer/SEO: None Solicitor: None  Treasurer: Treasurer reports were presented to council and reviewed  Borough Manager: Informed Council there was a water leak down by the manhole near L Bldg in the corporate center. Crown Castle applied for a permit to update their cables on the Cell Tower  located on Shiloh Road.    Fire Department: The' Twin Valley Fire Department sent the monthly report, andi it was presented to EMS: The February report was received from the Chief of Operations for EMS, Matthew Welch. Doreen Smith motioned to approve the reports as given Tressie M. Marroon-Bailey seconded the  Council.  Mayor: Nothing toj present  motion. The vote was unanimous. The motion carried.  Business:  A. The Borough Council President executed the 2023 Twin Valley Fire Department agreement regarding the $17,000.00 donation from New Morgan Borough. Doreen Smith motioned to approve. Tressie M. Marroon-Bailey seconded the motion. The vote was unanimous. The B. The Borough Council President executed the conformation acceptance of the RKL budget for 2022 through 2024, New Morgan Borough RKL arrangement letter and 2022 New Morgan Borough Municipal Authority RKL arrangement Letter. Dorreen Smith motioned to approve. Tressie M. Marroon-Bailey seconded the motion. The vote was unanimous. The motion The New Morgan Borough's engineer, Fred Eber and Bill Laporte from Envirep met February 20, 2023 toi identify the engineering and capital needs required to put the second SBR back online, to fully generate the wastewater flows to full capacity by the first quarter of2024. The next Regular Meeting will be held on Monday, March 13-,2023.immediately following the  motion carried.  carried.
