MINUTES WARREN COUNTY BLIGHTED PROPERTY REVIEW COMMITTEE Warren County Courthouse Thursday, January 18, 2024 12:00 noon Commissioners Conference Room The regular meeting of the Warren County Blighted Property Review Committee was called to order by V. Chair John Phillips at 12:06 p.m. ROLL CALL: Members Present: Members Absent: Staff Present: Guests Present: REORGANIZATION motion carried. Commissioner Daniel Glotz, Paul Pascuzzi, John Phillips, and Jeffrey Zariczny Rick Brewster None Michael Lyon, Laurie Burdick, Pamela Matve, Phil Gilbert Paul Pascuzzi asked for nominations for Chair. Commissioner Glotz made a motion, with a second by Jeff Zariczny, to nominate Paul Pascuzzi. A vote was taken and all were in favor; Paul Pascuzzi asked for nominations for Vice-Chair. John Phillips made a motion, with a second by Commissioner Glotz, to nominate Jeff Zariczny. A vote was taken and all were in Paul Pascuzzi asked for nominations for Secretary. Jeff Zariczny made a motion, with a second by Paul Pascuzzi, to nominate Commissioner Glotz. A vote was taken and all were in favor; motion carried. favor; motion carried. APPROVAL OF MINUTES: Minutes of the December 21, 2023 meeting were approved unanimously with a motion by Jeffrey Zariczny and second by Commissioner Glotz. All in favor; motion carried. UNFINISHED BUSINESS: 1. (#91) - 59 Grant St., Tidioute Boro., Parcel #TD-271-825300 - owned by The owners were invited to the meeting with a letter dated January 4, 2024 sent by both first-class and certified mail. Following a discussion as to whether or not the owner had enough time to receive the letter or respond, Commissioner Glotz made a motion, with a second by Jeffrey Zariczny, to table this item for another month. A vote was taken and all were in favor; James Struck & Whitney Kong motion carried. 2. (#92) - 3481 Conewango Ave., Glade Twp., Parcel #WN-543-366200 owned by Deborah & James Davies At last month's meeting, Jo Lynn Wilmoth was present and was told by Mr. Pascuzzi that once she owned the property, she could send in photographs and a letter indicating what her plans are. The Assessment records do not indicate that she yet owns the property; however, there is a roll-off on site. Following a discussion, Jeff Zariczny made a motion, with a second by John Phillips, to move this item onto the Planning Commission. A vote was taken and all were in favor. Motion carried. NEW BUSINESS: OTHER BUSINESS: ADJOURNMENT: Meeting unanimously adjourned at 12:37 p.m. by motion of Jeffrey Zariczny and second by Paul Pascuzzi. Motion carried.
