MINUTES Warren County Courthouse Planning & Zoning Department Office Thursday, February 15, 2024 12:00 noon WARREN COUNTY BLIGHTED PROPERTY REVIEW COMMITTEE The regular meeting of the Warren County Blighted Property Review Committee was called to order by Chair Paul Pascuzzi at 12:00 p.m. ROLL CALL Members Present: Members Absent: Staff Present: Guests Present: APPROVAL OF MINUTES Rick Brewster, Paul Pascuzzi, and John Phillips Commissioner Daniel Glotz, Jeffrey Zariczny Michael Lyon, Laurie Burdick, Phil Gilbert Josh Cotton Minutes of the January 18, 2024 meeting were approved unanimously with a motion by John Phillips and a second by Rick Brewster. Motion carried. UNFINISHED BUSINESS 1. (#91) - 59 Grant St., Tidioute Boro., Parcel #TD-271-825300 - owned by Laurie Burdick reported that a letter was mailed to the owner(s) on January 4, 2024, and there was previous concern that the owners did not have time to receive it by the January 18th meeting. As of today's date, the Planning Department has not heard anything from the owners, and the green certified card has not been received back. They were also notified by first-class mail, and that mailing has not been returned. Rick Brewster made a motion, with a second by John Phillips, to move this item onto the Warren County Planning Commission. A vote was taken and all were in favor; motion carried. 2. (#92) - 3481 Conewango Ave., Glade Twp., Parcel #WN-543-366200- = James Struck & Whitney Kong owned by Deborah & James Davies Paul Pascuzzi read aloud a note from the new owner, Jo Lynn Wilmoth, that was received by the Planning Office. He also shared the recent photos in the file. Laurie Burdick reported that she had spoken with Jo Lynn Wilmoth this morning, and Ms. Wilmoth reported that she is there every day working, and had hoped to have the kitchen and the bathroom completed by the end of the month, which is now looking like only the bathroom will be completed by the end of February. Ms. Wilmoth also reported that the water, gas, and electric are on. Rick Brewster made a motion, with a second by John Phillips, that because progress is being made, the Committee will not move it forward as a blighted property and will remove it from their Agenda. Further, that a letter be written to the Glade Township Supervisors recommending that they monitor the progress of the renovations, and if the conditions are not satisfactory, to re-submit this property to the Blighted Property Review Committee for review in the future. A vote was taken and all were in favor; motion carried. NEW BUSINESS None. OTHER BUSINESS None.
