President's Corner Yoe Borough Newsletter Spring 2023 There seems to be some confusion regarding the Sewer/Refuse billing and Water billing. Yoe Borough handles the Sewer & Refuse and Dallastown- Yoe Water Authority handles the Water billing. There IS an agreement between the Boroughs to use water shut offs as an enforcement mechanism for past due sewer/refuse accounts. There have been several occasions where someone is insisting that they paid their sewer bill only for it to be determined that they paid their water bill instead. We are not the same entity and both bills need to be satisfied to any understanding with each Borough for the water to be restored. There is a $50 water shut off notice fee for Yoe Borough and a $50 fee to restore the water by Dallastown. The restore fee MUST be paid before Dallastown will turn Ify you are past due with Dallastown for your water and they have also given a shut off notice you may also have received a shut off fee and a restore fee with them. Again, we are separate entities and have separate Our Sewer/Refuse budget is based on the fees being billed, with the expectation that these fees are being paid. When they are not we are forced into raising rates across the board to make up for the loss. As mentioned in previous newsletters you are welcome to pay monthly. There is no penalty to do so, and no minimum! Ifyou paid $55 a month that would cover your entire bill. If youl have a past due balance you can set up a payment plan. Payment plans are a minimum amount of $50a month, and do NOT replace payment on your quarterly bill. All quarterly In trying to keep the Borough moving forward, we have implemented 5-year plans for most of our infrastructure. Irecently informed you about the Sewer Maintenance Program and nowlwould like to update you on our Road Work Program. The plan is a 5-year plan for at total of $575,000 and was accepted last August. 2022 was also the first year of the plan. In order to try and maintain costs, the Borough'ss streets and alleys were broken down into this 5-year plan with specific work intended for each. The needed work for each street was based off an engineering assessment from the Borough engineer. Two alleys were set aside and are not included in the plan. Gay alley and Clark alley. As nutrients enter our rivers and streams, algae feeds on them and grows excessively, taking the oxygen in the water that fish and aquatic life needs to survive. Sediment can be caused by stormwater runoff or erosion carving out the banks of streams and rivers, which makes them steeper and more prone to flooding. More flooding causes more erosion and creates al loop of environmental degradation.
