MINUTES  Troy Recreation Board Meeting Wednesday, February 21, 2024 4:00 p.m. Hobart Arena Members Present: Members Absent: Others Present:  Marty Hobart, President; Tom Dunn, Vicel President Ashley Reed, Secretary and Lindsy Fisher. Kenneth Siler, Director ofRecreation; Carrie Slater, Assistant Director of] Recreation and Sue Knight.  and Eric Herman.  The meeting was called to order by the President oft the Recreation Board, Marty Hobart. The minutes oft the. January 17, 2024 Recreation Board meeting were read. It was moved by Mr. Dunn and seconded by Mr. Herman that the minutes be approved as read. Motion carried. The Director informed thel board that the department is preparing for summer program registrations tol begin on. April 1St. Staffi is working on getting coordinators, instructors and workers set up and ready to go. Float Troy reservations began on February 1St. There are. 29 tents reserved sO far to date for 2024. The two shows that the Recreation Department oversees for Treasure Island have been nailed down. The June 22nd concert will be al Bon Jovi Tribute show. It'sal band from the 80's. The August 3rd concert willl be an ELO1 Tribute Band. It'sa 70'sact. There will be a. July 4th concert. It will be an Elton John Tribute. Iti is done in conjunction with the' Troy Chamber and Troy Rotary. Those are all ready to go. The department will bel handling the alcohol sales on the. June and August dates. The July 4th date will be done once thel Recreation Department requests authorization from the Park Board in March for the DORA to be activated for' Treasure Island Park for that particular show. It will be activated for all three but for. July 4th thel Recreation Department won't be selling alcohol, it will bel DORA only. Mr. Hobart asked ifp people still had tol buy alcohol. The Director said they don'thave to buy it on site. They can buyi it from any oft the locations downtown that are within the DORA and carry it to Treasure Island. They can also buy it at the Boathouse and carry it over as well. Mr. Hobart also asked ifthey could bring alcohol and the Director said no they have to purchase it from one oft the vendors within the DORA. There will be no temporary alcohol permit for the The Girls' Softball program registration deadline has passed. Staffis finalizing getting all coaches committed and rosters developed and working with thel league to get all games scheduled. They will bej playing in a league with Tipp City and Vandalia this season. As in the past, the department is working in conjunction with Tipp City for some waiting list participants  department to selli it on site themselves.    Troy Recreation Board Meeting Wednesday, February 21, 2024  Page 2  that maybe the department can't accommodate to get them connected with Tipp City SO that they The board reviewed proposed registration fees for the 2024-2025 Jr. Hockey season. The season for this year isn't quite complete. Iti is winding down over the course oft the next couple of weeks. Evaluation skates will be taking place the third week in March. Registrations will begin after. April 1St. All divisions are proposed to be increased by $15.00 with the exception of the Initiation Program, which will go up $10.00. It equates to an additional $2,000 to the arena for ice rental. The Director expects to transfer approximately $60,000 for this season. There was a drop of about 20-25 kids. There was only one High School team this season because oft the number ofkids that graduated out and some played for Troy High School this year. There was one team at the 13-14 age group that disbanded from last year. Some kids went to various programs throughout Dayton and Springfield. There was ai net loss oftwo teams this past season. There was about 1001 hours less ofice usage and about $18,000 in less total ice transfer tot the arena. The fees include home game ice times, all practices, which is approximately 45 practices throughout the total season, andi includes two pairs ofs socks and all other expenses to run the program (background checks, officials, etc.). It wasi moved by Mr. Herman and seconded by Mr. Dunn to approve the proposed registration fees for the 2024-2025 Jr. Hockey season. The Director also informed thel board that there will be a. Jr. Hockey Advisory meeting this evening to review coaches' applications and begin getting coaches inj place for next season and toi review the current season to see what can be done to make anyi improvements for next season. The Director informed the board that since the last board meeting there has been several concerts. The Scotty McCreery show was held at the end ofJanuary. It sold out at approximately 3,100 seats. It was the: first night oft their tour and it went really well and the tour was very happy with kicking things off at the arena. There was 4-5 people here from Nashville that aren't generally out on the road that were. here with the launch oft the tour. The following week the arena hosted Hartzell Propeller's annual employee dinner out on the main floor. It went well. It was the second year at the arena. The Riley Green concert was next. Itsold out as well with the exception ofai few single seats at about 2,900 tickets. The Cheerleading Competition was. held a couple days after the Riley Green concert. This past weekend the Home Show was in the arena last Friday, Saturday and Sunday. That event was significantly impacted by the snow that came on Friday. It also impacted their attendance on Saturday. The Director has been working on their settlement today and they ended up having approximately 50% oft the attendance they'vel had in the last two years. Since Covid, the arena has been giving them a $1,000 deduction to allow them to get their numbers back up to where they were: in 2020 and previously. This year, as part oft the agreement, the rental rate added the $1,000 back in. Based on the lack ofs success as ai result oft the conditions that were out oft their control, the Director would like to propose to the board to give them the deduction again one more year and give them  can'thelp them sO that all thel kids will get a chance to play. It was moved by Mr. The Director informed thel board that there is a concert this Saturday and a good number of events over the course oft the: next 3 months. Staff1 has been working on thel Eclipse on April gth. There will be a concert event on Sunday evening and onl Monday afternoon for people coming to the area since Troy is close to the center line oft the Eclipse. Several hotels are already filled for that day. The Director has been working with the Miami County Veterans group for an event in Maintenance staffis trying tol keep up: from week to week with all oft the events going on. They The Director informed thel board that a special meeting will need tol bel held the first week of March for the Dehumidifier project. The Dehumidifier bids are due on February 28th. By that point, the Director hopes to have thei information needed to award thel bids for the Duke Park concessions operations for football and softball. The Director also hopes to appoint the position The. Assistant Director informed the board that the department is still selling pool memberships. She is working with the YMCA for lifeguard training. She is comfortable with the numbers of staff for the next pool season. She is fully staffed for the front desk and concessions. All pool managers are coming back. She would like to do a staff appreciation day as at token of appreciation of their dedication and hard work. She would like to offer a family swim night for all staff for free. Hiring 15 years olds has been very beneficial. The YMCA is currently revamping their lifeguard program, which will allow 15-year olds to be certified. Shel has four 15 year olds on board. This will help in the future. She is waiting on the YMCA with an update. The Director recommended requesting $13,000 from the United Way ofl Miami County for the 2025 Troy Playground Program. This past year we did receive $13,000. There was $654.00 remaining. The Director estimated that the $13,000 would be a good amount to request again with the additional increase: ini minimum wage. It wasi moved by Mr. Dunn and seconded by Mr. Herman to request $13,000 from the United Way of Miami County for the 2025 Troy  Dunn and seconded by Mr. Herman to deduct the $1,000. Motion carried.
