BACKGROUND: 2024: Three non-ticketed events are currently being scheduled for Treasure Island Park for the summer of June 22 July 4 7:30 PM concert sponsored by the City. The band will be Crush Bon Jovi 7:30 PM concert sponsored by The Troy Foundation, Troy Rotary Club and the City. The band will be Dogs of Society the Ultimate Elton Rock Tribute Experience (Sale of adult beverages by Recreation Dept.) (No sale of adult beverages.) August 3 7:30 PM concert sponsored by the City. The band will be Turn to Stone = A tribute to ELO (Sale of adult beverages by the Recreation Dept.) The concert dates have been reviewed and approved by both the Recreation Board and Board of Park Commissioners. The Board of Park Commissioners has also recommended Council approval of the temporary activation of the DORA for the three concerts (see attached map), and the execution of Non- Ticketed Use Agreements for Treasure Island Park for the June 22 and August 3 concerts. BACKGROUND: recommendations. of the TIRC are attached, andi thes ummaylecommeratons are: The TIRC recommended continuance oft the Troy Towne Park" TIF Agreement There were five active EZ agreements representing three companies as of December 31, 2023 Four EZagreements (#33, #34, #35, #37)arei infullo compliance with their terms andconditions One EZ agreement (#36 Arc Abrasives, Inc.) reported 2023 numbers that were not in compliance of the agreement and full-time employment numbers have fallen below thet full-time employment numbers when the agreement was established. The company currently employs 21 temporary workers with the intention to offer them full-time status in April of 2024, when they are permitted to do sO by the temporary agency contract. This action would wills satisfy the agreement employment numbers in 2024. TIRC members asked staff tot follow upi in six months with Arc Abrasives, Inc. to confirm that the 21 temporary workers were hired full time. If the 21 temporary workers are not hired after the six-month review then the TIRC recommends that their EZ agreement be terminated in 2025. The TIRC recommended that staff follow up with Arc Abrasives in six months to confirm that they hired the 21 temporary workers toi full time status which would satisfy the agreement employment numbers for 2024. If Arc Abrasives does not hire these 21 temporary workers to full time status after the six-month review then TIRC recommends that their EZ agreement be terminated in 2025. RECOMMENDATION: BACKGROUND: The City of Troy EOP is scheduled for routine updating to note changes in the City organization as well as any mandated Federal or State revisions. This cycle is based upon the Federal Government preparedness objectives. Over the past several months, staff has worked on the review and routine revisions to the EOP. The basic document is unchanged from the previously approved plan. Changes reflect today's staffing and any modifications required per Federal and State guidelines. Main Street) over the Great Miami River by the corporation limits. Iti is owned by the State of Ohio; however, the City of Troy is responsible for "minor maintenance" on this structure. As defined byt the Ohio Department of Transportation (ODOT), minor maintenance includes everything above the bridge Troy has experienced a number of complaints as itr relates to the condition of visible concrete on this structure. There are multiple areas of curb as well as the traversable areas between the curb and guard railing that are damaged and inr need of maintenance and repair. To eliminate hazards, preserve the concrete area, improve aesthetics, ande extend the lifespan of the structure, the City plans to repair all damaged areas and seal all concrete curb and traversable In 2023, the City authorized the engineering firm of Fishbeck to assess the structure, provide a project estimate, and design this rehabilitation project. This project was budgeted in the amount of $180,000 in the Capital Improvement Fund (Fund 441). With the completion of the evaluation of the work needed and the preparation of specifications, the consultant has provided an estimate of $260,000.
