ORDINANCE ADOPTED PRESENTATION: Marylynn Lodor, General Manager, Miami Conservancy District (MCD), provided a presentation regarding Readjustment of the Appraisal of Benefits. Ms. Lodor commented that the MCD is to make sure that communities are safe from flooding; the three missions oft the MCD are protection, preservation and promotion; 100 years ago, after the 19131 flood, the MCD constructed an unparalleled flood protection system by raising $2 Million; today, the MCD system protects $474 Million in property values; 99 miles of recreation trails havel been constructed ont the levees along the Great Miami River that also serve to bring people into the communities; the first mile oft those trails startedi in Troy 50 years ago; funding for each of thel MCD missions is kept separate; there has been no revenue increase since 20121 for repairs and habitation of thet flood protection system to help in reducing the risk of failure of thes system; andt there are more needs than resources tot further address risk reduction. Ms. Lodor provide as scenario of what would happen in the event of a major rain event with a dam failure. She commented that thel MCD has been int the process ofi identifying areas of risk andt there are $140 million in estimated needs; the MCDI has received some PDAC funding; thel MCD is seeking other grants andi funding fori improvements; they arei three) years behindi in getting areadjustment tot the benefits; the property lines and boundaries flooded in 1913 are protected byt the MCD and pay annual individual assessments; five counties and 21 communities pay unit assessments; readjustments may only be performed every six years; to ensure that there is a fair share allocation of the costs, the 2023 County Auditor property values will be used to calculate new flood protection benefits; new: assessment amounts will be collected in 2025; three examples of impact of the readjusted figures were given showing increases of $3 - $33 a month for residentslbusinesses in additional assessments based on protection determination; all parties in thet flood protection area will ber notified oft the increases; the formula for the City of Troy shows an increase from $100,195 to $165,900 for the annual maintenance assessment an assessment for capital costs from 0 to about $60,000; and there would -In response to Mrs. Snee, Ms. Lodor noted that the entire assessment for capital needs is $34.5 Million and $11.5 -In response to a question of Steven Hendriksen, Ms. Lodor confirmed that cities, and not just residents, will also have a readjustment of the benefit costs and those properties not impacted by the 1913 flood to not pay a MCD -Ms. Lodor noted that a public open house to discuss the readjustment of the appraisal of benefits will be held at the COUNCIL COMMENTS: Mr. Pierce thanked those who planned the January 15 Dr. Martin Luther King, Jr.. then not be an increase for at least eight years. Main Street. Mr. Sutherly commented that" THPA purchased the building; THPAI is under a deadline to have the building stabilized by 4-30-2024 to havel W. Main Street opened; that work will be funded by donations and no expenditure of tax dollars; THPA requests that the building now be referred to as IOOF- Old Miami Courthouse Building orj just! IOOFI Building; there will bes stamped drawings byas structural engineer submitted by 1-31-2024; THPA is confident thati funds willl ber raised for all the work ont the structure; there is interest in the end use of the building; THPA understand the City has deadlines; THPA would like to see the City more supportive int the' W. Also attending the meeting were Mayor Oda, Council Member The Ohio Department of Development has made $95 million in American Rescue Plan Act, State and Local Fiscal Recovery Funds (SLFRF) available to conduct lead abatement services in residential properties, congregate care settings, and childcare facilities constructed before 1978. The purpose is to promote primary prevention and reduce immediate or presumed lead hazards such as lead contaminated dust, lead contaminated bare soil, and chipping and peeling paint. Miami County has applied and received funds for PY 2023 Lead Safe Ohio Program with funding of $710,0001 for usei in 2024-2026 and will bet the' "Lead" administering agency. Bysigning this partnership agreement, the City of Troy agrees to administer one lead abatement project and seven lead safe renovation projects. The total PY 2023 Lead Safe Ohiol Program funding allocated tot the City of Troyi is $204,150 to complete these projects and includes $18,0001 for general administrationt funds. Individual projects can include residential waterline replacement, window and door replacement, siding enclosure, soffit enclosure, fascia enclosure, porch component repair, replacement, or enclosure, and auxiliary items necessary for lead mitigation and prevention for qualifying area medium income (AMI) households. Households with incomes at or below 80% of the area median income (AMI) are eligible and shall be prioritized. Both project phases have been awarded federal funding totaling $5,508,383, ODOT Urban Phase 1: Council granted authorization for Phase 1 of $9,000,000. The contract was awarded to Double Jay Construction, Inc. of Englewood, Ohio.
