Main Street. The loan was from the City of Troy's CDBG ED RLF. The loan to Speakeasy Ramen, LLC consisted of terms of seven years at 2.0% APR, which amounted to monthly payments of $4,104.70. A UCC lien was placed upon the business assets toserve as collateral for thel loan. A personal guarantee from Kimberly Frazier and Hayato Minami was not collected when the original loan agreement was signed since the loan was otherwise fully collateralized. The loan payments are current. Ms. Frazier and Mr. Minami were the shareholders ini the Speakeasy Ramen, LLC company, with each individual holding 50% of the shares. The Board has recognized the benefit of the Park Department's operation being located in one area that would more fit the needs of the department and its employees. Sufficient space is not available at the. Adams Street location to construct a new building. Sufficient area has been identified at the back of Duke Park. The 2024 Park and Recreation Capital Improvement Fund Budget (Fund 228) includes $425,000 for the construction of a new Park Maintenance Building, with another $100,000 budgeted from the ARPA Fund budget (Fund 251), for at total project cost of $525,000. Mayor Oda, Council Members Marshall, Pierce, Whidden, and Severt, the The City Engineer maintains a priority list for paving, based on criteria including width of street, type andi frequency of traffic, andi if thel life oft the existing surface can be extended by other road maintenance procedures. Streets were physically inspected and rated on 17 different criteria and, based on at formula, a rate was created for each roadway. Based on coordination with utility companies about work they plan, streets may be pushed back to allow the utility work to take place and nott tear up new pavement. AI list of the streets to be included ini the 2024 program is attached, andi is an area of approximately 141 lane miles. Should the bids be less than the amount authorized, additional street areas could be added to the program. Likewise, should the bids be higher than the amount authorized, street areas will ber removed. The paving program is part of the Capital Improvement Fund (Fund 441) budget.
