March 18, 2024 Page Three AUDIENCE COMMENTS: -Steve Henriksen, 975 Dickerson Drive, commented that he was neutral regarding the IOOF Building (12-18 W. Main Street), but was proud to live in a community where citizens pulled together to privately raise funds to rehab the building, he had been happy to see that after several years there was an agreement about work on the building with deadlines, but was ashamed that the City! had brought in an outside attorney to send al letter to the court and maybe -Ben Sutherly, President of the Troy Historic Preservation Alliance (THPA), 110 % W. Main Street, provided a status update ont the stabilization oft the IOOF Building(12-18 W. Main Street). He commented that the oldi roof was removed; trusses replaced; parapet work continues; interior repairs continue; more than $770,000 in donations have been made toi fund the stabilization of the building; there is a private commitment for a $50,000 loan for incidentals, including a load test if required; more than $1.3 M in funding has been raised to purchase and stabilize the building in less than three months after the settlement agreement was signed; no tax dollars have gone into the repairs; THPA believes the City has continued to put up roadblocks to the completion oft the stabilization; THPA does not believe al load test (now being required) is needed and was not part of the settlement agreement; itis the opinion of THPA that the City exerts influence over the County Building Department to have requirements added; THPA asks that the City clarify which conditions and deadlines have not been met; and THPA would like to see the City support the building and the work that has been accomplished and provide answers to questions posed in an email sent to the City. -Marla Fair, 303 % Public Square, suggested the City think about the history oft the City and how the IOOF Building is part of that history rather than support tearing down buildings and history. Two roof maintenance projects are included ini the 2024 Budget that the Cityi intends to bid together as there may be some economies of scale in doing so. 1. $90,000 was budgeted in the Capital Improvement Fund (Fund 441) for the recoating of the City Hall roof. The roof membrane of City Hall is now twenty-five years old, having been installed as a part oft the building renovation project that started in 1999. Even with the age of the roof membrane, it remains in good condition. A consultant has recommended that recoating the roof at this time will extend the life of the roof by at least 15 years. The process would be placing a reinforced liquidr roofing system over the existing membrane. This process is warranted for a 15-year period. There is a distinct economic advantage to coating the existing roof membrane rather than replacing it. The current estimate for this project is $100,000. This exceeds the budgeted amount. Itis anticipated that the additional funds are available within the fund balance of the 441 Fund and savings are anticipated within At total of $90,000 was budgeted for repairs to the coping and metal edging of the roof at the Central Service and Maintenance Facility on Experiment Farm Road. This roof is original tot the building constructed int the 1980s. This is at first step in addressing roofing items at the maintenance facility. This work will extend the life oft the present roofing system. The! $90,000 estimated project cost was budgeted in the amount of $15,000 ine each oft thei following budgets: Electrical (Fund 101.555), Refuse Collection (Fund 101.635) Street (Fund 202), Stormwater (Fund 709), the budget appropriation. 2. The Festival is to take place in both the downtown and levee areas. With the activation of an area of the DORA Temporary Boundary, the Troy Area Chamber of Commerce will be able to sell alcohol on the upper levee on June 1 and 2. The event will continue to provide an opportunity for local non-profits to raise funds for community purposes while providing an opportunity for residents and visitors to come downtown to enjoy a variety of Itist the recommendation of this Committee that legislation be prepared authorizing the Director of Public Service and Safety to enter into an agreement with the Troy Area Chamber of Commerce for the 2024 Troy Strawberry Festival; provide for the standard notwithstanding legislation; and authorize activation of a portion of the DORA Temporary Activation Boundary. The meeting was also attended by Mayor Oda, Council Members Schilling and Whidden, the Director ofL Law, the Director of Public Service and Safety, the Executive Director The 2024 Troy Strawberry Festival would utilizei the downtown and levee areas, include the Strawberry, Jam event with a concert downtown on Friday, May 31, and have a location for sale of alcoholic beverages on the upper levee on Saturday, June 1 and Sunday, June 2. Activation of an area of the DORA Temporary Boundary would be needed for all three days so that persons with DORA beverages could access the N. Market Street Bridge to visit levee vendors. The purpose of the festival would continue to be providing an opportunity for local non-profits to raise funds for community purposes while providing an opportunity for residents and visitors to come downtown to enjoy a variety of bands, support local businesses, and support the local non-profit organizations. We reviewed the below details: oft the Troy Area Chamber of Commerce (Chamber), citizens, and members oft the City staff. Downtown venue area would be the Public quare/QuadransProury Plaza, S. Market Street to Franklin Street, N. Market Street to' Water Street, E. Main Street to Mulberry Street, and' W. Main Street tol Plum Street, with the closing of some side streets (i.e., North and South Cherry, Walnut Street) to store vehicles associated withi the event, and close parking lots (i.e., north of the REC, North and South Cherry Street). The roadways will close to traffic at 6:00 p.m. on Thursday, May 30, with the roadways open no later 7:00 Ina addition, for safety, N. Market Street will be closed from Water Street to Staunton Road commencing at noon on! Friday, May: 31. There willl be access tot the Senior Citizens Center and the parking lot of thel N. Market Event hours are Friday, May 31, 6:00 p.m. - 9:00 p.m.; Saturday, June 1, 10:00 a.m. - 9:00 p.m.; Sunday, The Chamber has requested that a portion of the DORA Temporary Activation Boundary be activated for the Festival during DORA hours. The Chamber willl have one point of sales for alcohol, which will be on the upper a.m., Monday, June 3. Street Ballfield. That area of N. Market Street would reopen by midnight, June 2. June 2, 10:00 a.m. - 6:00 p.m. levee generally west oft the Senior Citizens Center. Page Two The Chamber did not request a point of sales for alcohol in the downtown venue, leaving the sale of DORA beverages tot the downtown businesses. The Chamber does not plan to sell alcohol on Friday, but the DORA will be activated so that persons with DORA beverages may also access the N. Market Street Bridge to visit levee vendors. The Temporary Activation has been recommended by the Board of Park Commissioners. The Chamber will provide a payment to reflect the adjusted average amount funded by the City. Two maps are attached: One shows the total DORA Temporary Activation Boundary, with the requested activation area shown ing gold. The requested area includes the N. Market Street Bridge and a portion of the levee. o The second map shows the barricades, signage and additional trash containers that will be required. These items, including the emptying of the trash containers, are the responsibility of the Chamber. Both project phases have been awarded federal funding totaling $5,508,383, ODOT Urban Phase 1: Council granted authorization for Phase 1 of $9,000,000. The contract was awarded to Double Jay Construction, Inc. of Englewood, Ohio. Phase 1is essentially complete except for thel block where the Tavern Phase 2: Council authorized the Phase 2 project to bid at a cost not to exceed $8,000,000. The project was Westbrook Lane and Norwich Rd and continue working west. The contractor willl be connecting the water services Utility (i.e. Duct Bank) Improvement: The utility companies are continuing to relocate their infrastructure to underground to provide room in the right-of-way for the widened street in the Phase 2 area. AES, CenterPoint Energy and Metronet have relocated their utilities. Frontier is on site pulling fiber through the new duct bank, and Charter/Spectrum has started relocating their infrastructure.
