Introduced Charlotte Colley who was appointed to the position of Assistant Director of Public Service and Safety Mr. Twiss expressed his appreciation for the support his family received following the recent death of his father. -Chad Morgan, 1114 Long Street, commented that he believes his area of Troyi is becoming run down, that there is little response to crime in the area, the City does not support improvements to the two parks (Herrlinger Park and Boyer Park) that are in the neighborhood, and the police are notr responsive to illegal activities that take place ini the wooded area near Boyer Park. Mr. Phillips commented that Mr. Morgan noted that police officers are seen in the -Ben Sutherly, President of the Troy Historic Preservation Alliance (THPA), 110 %2 W. Main Street, provided a status update on the stabilization of the IOOF Building (112-118 W. Main Street). He noted that West Main Street is open; the sidewalk is open; that the contributions of 334 donors is a testimony to what can happen when collaborations given a chance; some non-stabilization work continues; in the long-term, TPHA does not want to be al landlord but hopes to see the building to another owner who takes preservation seriously; that iti is now a time to mend fences with the City and downtown stakeholders coming tot together and collaborate; THPA is glad tos see the new Downtown Façade Improvements Grant Program; THPA believes there is a disconnect as there is no representation of the downtown stakeholders sitting at the dais when decisions are made; and Council is invited to view a new exhibit at -Brad Boehringer, 105 Crestwood, stated his opinion that the Downtown Streetscape Program is ill-advised, the current setup for traffic around the Public Square is working; and concerns of pedestrian safety is being changedi into -Heather Sturgill, 323 E. These amendments are contained in Ordinance No. 0-18-2024. The meeting was also attended by Mayor Oda, Council Members Phillips, Council stabishedamoratonum on applications int the! DR-ODistrict: to allows staff an opportunity tor review and provide recommendations regarding amendments to the District to better meet the intent of the DR-O District to permit alteration and adaptive reuse of existing buildings, and redevelopment of vacant lands, in accordance with a coordinated plan which can be designed with greater flexibility, and consequently, more creative and imaginative redevelopment of this closely built and oldest area of Troy. Uses are to also meet today's design standards of the Historic Preservation Overlay as well as safe maneuverability of vehicles per the Construction Standards. The Phase 15 work has been completed for the area described in the detailed report. No objections were received from the recently published notice. Also attending the meeting were Mayor Oda, Council Members Marshall, Pierce, Severt and Phase 15 generallyi included thes subdivision of Kings Chapel. The streets included are St. Andrews Drive, Glasgow Drive, Aberdeen Court, Kings Chapel Drive, New Castle Drive, Glenmore Court, Galway Court, Inverness Court, Thornhill Drive, Foxchase Court W, Foxchase Court E, Westhaven Drive, Waterford Drive, and Highland Court. For those properties in this phase where the City contracted for the work to be performed, the notice of the completion of the project and availability of final assessments for review has been done. That notice provided for objections to be filed by May: 3. No objections were filed. The next step is for Council to enact the Ordinance of Assessment. The property owners will then be given written notice to make payment within a 30-day period. Assessments not paid will be certified to the County Auditor for collection with property taxes over a five-year period. The unpaid assessments would be certified for collections to start in 2025.
