BOROUGH OF SCHWENKSVILLE, PA COUNCIL MEETING MAY11,2017 Council President Darren Rash called the Schwenksville Borough Council meeting on May 11, 2017 too order at 7:00: PM at Borough Hall, 1401 Main Street, Schwenksville, PA 19473. Present, Darren Rash, Lee Ann Miller, Todd, Larsen, Greg Pocius, Sarah Knickerbocker and Mayor Also, present, Blake Dunbar Jr. Esquire, Anne Klepfer, Borough Manager, Secretary-Treasurer Gail Joe Giunta Phillips. Absent: Engineer David: Leh. INFORMATIONAL ITEMS Mayor's Report, Mayor Giunta read the State Police statistics of 27 incidents for April 2017. The Daily Bread has ai new temporary spot at 3839 W. Daily Bread Food Pantry is Fire Company Report, Fire Chief Ed Graf read the report for March 2017. There were 6 Calls, 17 men in service and 6:31 time in service. For the month of April 2017 there were 12 call, 45 men in Mr. Ed Graf submitted al letter to inform Schwenksville Borough Council that the Schwenksville Fire Company's intent is to consolidate Fire Fighting operations with Lower Frederick Fire Company. A formal vote by the members of the Schwenksville Fire Company will occur. Monday, June 12, 2017. After said meeting the Schwenksville Fire Company would recommend to Borough Council that Lower Frederick Fire Company be adopted as the official Fire company providing the Fire Protection services to the Borough. Ms. Miller expressed appreciation to the Fire Company's service to the Community and that it is with regret that Council receives their letter. The restaurant will have a new name "Snoozy's Café" and will serve breakfast, lunch and Brian Pippert, member oft the Schwenksville Park & Rec. Board and also a member of the Patriotic Order Sons of America addressed Council for their support to help pay some oft the costs for new lighting att the Flag Pole in Meadow Park. Council is in favor of paying for aj portion oft the improvement that will benefit Meadow Park and bring the Borough's flag pole into compliance with flag regulations. Ms. Miller asked the PO: SofA if they could please check to see ift the light comes in a warmer temperature. The Borough using a 3,000. K color temperature and the specs for the light submitted for the flag pole will be much cooler and "bluer". Ms. Miller also asked ift the light could be design to light up more than just the flag. Mr. Rash responded that the Park Board meets on Friday May 26 at noon and this will be discussed. Council agreed that since the money for the improvement will come out of thel Park Board's Budget that the Park Board would have the authority to decide what portion oft the $1600i invoice the Borough would pay. Motion to adopt Resolution 2017-09 by Lee Ann Miller second Sarah Special Counsel Proposal - Crown Castle is a Communications Company thati installs and manages cell phone towers and now' "mini cell networks". The Company is looking for a Right-of- Way use. Agreement with the Borough. This could be a source ofincome for the Borough. Mr. Dunbar and Mrs. Klepfer recommend. Dan Cohen to help negotiate the best agreement. The Borough used Mr. Cohen's assistance in negotiating the Cable Franchise agreements. Mr. Cohen's fee would be $4,500. Motion Lee. Public Announcements: Borough Association Communication Award: Schwenksville Borough is proud to announce that the Schwenksville Newsletter Pathways" received al First-Place Recognition in the Borough News Municipal Newsletter Contest! Winners were selected based on content, presentation and "readability". Mrs. Klepfer and Ms. Miller attended a luncheon to accept this award. Montgomery County 2040: A Shared Vision Grant: We are pleased to announce that Schwenksville Borough has received: a 2017 Montco 2040 Implementation Grant for the Main Street Pedestrian Plaza. The $200,000.00 grant, aimed ati implementing the county comprehensive plan, Montco. 2040: AShared Vision, is one oft thirteen recently awarded by the Montgomery County Streetscaping Guidelines & Plan: Council needs to read the Planning Commission's comments and the Task Force response. Mrs. Klepfer would like to have this on the June Agenda for adoption. Manager's Report: A monthly activity report was submitted to Council by Mrs. Klepfer. Commissioners. COMMITTEE REPORTS: Property Committee: No Report Historical Committee: No Report Revitalization Task Force: The Committee will be meeting soon to discuss details that would be required by some of the projects that are upcoming, sidewalk medallions, flag emblem. Committee would make: recommendation to Council for final approval. Also, Anne and Lee Ann met witha metal artist to get ideas for some oft the detailed items for Main Street. This would be presented to the Park & Rec. Board to see if they have any interest in the metal art. 3 BOROUGH OFSCHWENKSVILLE, PA COUNCIL MEETING MAY11, 2017 Parks and Recreation Committee: The Committee will meet on the 4th Friday of each month at 12:00PM now until October. The second Saturday ofe each month we will police Meadow Park. Clean up day for Schwenksville will be Saturday May 13, 2017. Please meet at Meadow Park at 9am. Ryan from the Watershed will be meeting with Mr. Rash, Mrs. Klepfer and Mr. Leh next week. Community Day: May 6th 10-3.Lee Ann and Gail had challenges this year due to the weather. Lee Ann went to plan B to accommodate all oft the vendors. The Committee will be meeting soon Still looking into getting a grill toj place permanently near the pavilion. to review the day.
