BOROUGH OF SCHWENKSVILLE COUNCIL MEETING JUNE8,2 2017 Council Vice-President Lee Ann Miller called the Schwenksville Borough Council meeting on June 8, 2017 to order at 7:00 PM at Borough Hall, 140: Main Street, Schwenksville, PA 19473. Present, Darren Rash, Lee. Ann Miller, Todd, Larsen, Greg Pocius, Sarah Knickerbocker and Mayor Also, present, Blake Dunbar Jr. Esquire, Engineer David Leh, Anne Klepfer, Borough Manager, Joe Giunta Secretary-Treasurer Gail Phillips. INFORMATIONALITEMS Absent: Mayor's Report, Mayor Giunta read the State Police statistics of 27i incidents for May 2017. The Daily Bread has a new temporary spot at 38391 W. Ridge Pike in Lower Providence Township. Fire Company Report, Fire Chief Ed Grafread the report for May 2017. There were 12 Calls, 31 Ambulance Report, Gail Phillips read the report for May 2017 stating Plymouth Community Ambulance had 14 calls for Greenfield Senior Living and 9 calls for the Borough. Presentation by Daniel Weckerly of the Valley Forge Tourism & Convention Board: Mr. Weckerly thanked Council fori inviting him to the meeting. Daniel is the Communications Manager for the Valley Forge Tourism and Convention Board which is housed in King of Prussia, PA. the organization has been around since 1965. The VFTCB 2017 Visitors Guide covers attractions, shopping, restaurants, accommodations, meeting facilities, services, Valley Forge Park Map and Montgomery County Map. Valley Forge Tourism has 2.3 million visitors ay year. In 2016 visitors spent 1.5. Billion a 3.2 increase from 2015 which supports 20,000 jobs. The spending saves each and every household in Montgomery county about $450 a year. Our organization really thanks the grass roots level for all that you do to make our jobs easier and for all your support of the trails, historical sites and thel businesses. The organization is funded by the hotel tax that is levied on non-residents. The organization has a membership fee of$300 a year with 500: members at the present time. AUDIENCE COMMENTS: None ENGINEER'S REPORT: Dave. Leh reported that the soil testing was done Meadow Park. The Conservation District and the Department of Environmental Protection (DEP) does not want any storm water facilities in the flood plain. Soil testing was done closer to the Fire Company and the results from digging more than 10ft deep was all backfill. A spot in the Meadow was dug 2 ft. and ground water was found. Mr. Leh will be meeting with DEP next week about the results oft the soil testing. 1 BOROUGH OF SCHWENKSVILLE COUNCIL MEETING JUNES 8,2 2017 SOLICITOR'S REPORT: Mr. Dunbar has Ordinance 390 thati is required by Delaware Valley Health Trust Authorizing Membership in the Trust and needs a motion to adopt the Ordinance. Motion by Greg Pocius second Todd Larsen to adopt Ordinance 390 for membership in Delaware Ordinance 391: This Ordinance will amend Ordinance 325 and the Codified Code of Schwenksville Borough regarding Fire Protection Services. This will be advertised for adoption at the July 13, 2017 Council meeting. Regarding the Fire Company property, the Fire Company will turn the property Valley Health' Trust. All in favor, Motion carried 5-0. over to the Borough. A title search will also be done by Brant &. Associates. ACTION ITEMS - MOTIONS, RESOLUTIONS, ORDINANCES: Minutes: Dispense with the reading of the May 11, 2017 Regular Meeting Minutes and approve the May 11, 2017 Regular Meeting Minutes. Motion by Greg Pocius and seconded by Sarah Treasurer's Report: Gail Phillips submitted the Treasurer report for the period ending May 31, 2017, the current invoices due for payment total $44,418.38. This includes $26,071.39 from the General Fund, $787.87 from the Liquid Fuels Account, $15,834.12 from payroll and $1,725.00 from Capital Fund. Motion by Todd: Larsen second Sarah Knickerbocker to accept the Treasurer's report and pay the bills totaling $44,418.38.. All in favor, Motion carried 5-0. Shared Driveway Easement. Agreement: This agreement is between 3501 Main Street (Sabo) and 3901 Main Street (Moccias) and needs to be approved by Council. Motion Greg Pocius second Sarah Knickerbocker to sign the shared easement agreement. 4yay and 1 abstention by Lee. Ann Miller from the votel because the Moccias are tenants and clients and she wants to avoid the Finance Report: Mrs. Klepfer read the summary Financial Report. For the Period January 1, 2017 through May 31,2017 total income for General Fund and Liquid Fuels Funds was $453,093.62: and Total Expenditures was $244,942.23 for a net gain of $208,151.39. General Fund experiencedar net gain of$196,089.63. General Fund. Assets total $484,808.92, Capital fund. Assets total $16,829.73 and Liquid Fuels Fund Assets total $52,524.94 for a combined Assets total of $554,163.59. Manager's Report: A monthly activity report was submitted to Council by Mrs. Klepfer. Main Street Mural is complete. Cost for the mural $18,300. A plaque will bej purchased for approximately $300 to $500 to show the Mural Project being funded by Montco 2040 along with the Streetscaping Guidelines & Plan Review and Recommendations - Mrs. Klepfer has asked that Council read the comments from the Planning Commission and the County Planners. Resolution will be on the July Agenda for adoption. 2 BOROUGH OF SCHWENKSVILLE COUNCIL MEETING JUNE8,2017 Mr. Gib Williams, who is on the Planning Commission and aj property owneri in the 1001 block of Main St., has raised the issue of traffic safety in that block in particular, because the Borough has Mrs. Klepfer obtained a summary of accidents in the Borough from the PA State Police from January 2016-May 2017. There were 221 listed accidents on Main St. between Rt. 73 and 800 Main (leaving town), including DUI's, hit and runs and non-reportable incidents. Ms. Miller charted the occurrence oft these into (6) areas ofl Main Street, as well as noting other areas of town where more than one incident was listed such as 150 Centennial (Post Office), Perkiomen/4" St. and Game arm/Summit/Mine Hill. This list was given to Council members. It shows that accidents are fairly evenly spread along Main Street except for a higher occurrence in the area of 600-800 Main Street., which is not: surprising given the curve, hill and double light. There is no: indication that the The summary listing the State Police was able to provide does not give sufficient detail to determine the actual cause of accidents. Mrs. Klepfer asked Engineer Dave Leh for aj price for a traffic study and details of the approximately $8,000 cost oft this were provided to Council. After discussing this with Mr. Leh, Council declined to authorize an official traffic study at this time, as it appears that the Borough is already utilizing traffic calming methods where appropriate. Mr. Leh asked what the primary concern was and Ms. Miller stressed that it was the speed of the traffic that is most often Mrs. Klepfer is also contacting PennDOT for further information on possible traffic calming applied for funding to replace the sidewalks in that area. 100/200 block of Main St. in particular is a problem. brought up by residents. measures. Notary Class Reimbursement- - Mayor Giunta is asking for reimbursement for a notary class he needs to attend. The cost of the class is $500. Council had no objections for the Borough to reimburse Mayor Giunta for the class. COMMITTEE REPORTS: PropertyCommittee The meeting with the Fire Company went well. A committee is needed to look at utilizing the Fire Company as Borough Hall now that we have a time frame and a copy oft the plan for the building. The committee willl be Ms. Miller, Mayor Giunta and Mr. Larsen along with Mrs. Klepfer and Mrs. Phillips for their input on the needs of Borough Hall. Mr. Pocius asked how ist the Borough going to pay for the improvements? Mrs. Klepfer responded that we first needa budget and aj plan and that there is a Grant Program/Low Interest Loan Program through the Parks and Recreation Committee: The Committee will meet on June 23 2017. Department of Agriculture for Municipal Buildings. Clean up day for Schwenksville will be Saturday] July 8, 2017. Please meet at Meadow Park at 9am.
